Neither air cooling nor liquid cooling is universally better. The right choice depends on rack density, climate, water availability, heat-rejection equipment, energy prices, and whether the facility can operate and maintain a liquid loop. Air cooling remains practical for many conventional and lower-density deployments. Direct liquid cooling becomes increasingly attractive as accelerators and other high-heat-load systems exceed what room air can remove efficiently.
The phrase “water-cooled data center” can also obscure two separate engineering decisions: how heat is collected from IT equipment and how the facility rejects that heat outdoors. A server may transfer heat to a closed liquid loop while the site rejects that heat through a dry cooler, a chiller, or an evaporative cooling tower. Conversely, air-cooled IT can be connected to a plant that uses water. Compare both layers before judging efficiency, cost, or water consumption.
Air cooling and liquid cooling solve different parts of the heat path
Every data center must move heat from transistors to the outdoor environment. The first step is collection at the IT equipment; the second is transport through the building; the third is rejection outdoors. “Air-cooled” and “liquid-cooled” usually describe the first step, while terms such as cooling tower, dry cooler, economizer, chilled water, and direct expansion describe the final step.

In an air-cooled arrangement, server fans move heat from processors, memory, storage, and power components into the data-hall air. Computer-room air handlers or other air-handling units then move that warm air to cooling coils or refrigeration equipment. The facility may use chilled water, direct-expansion refrigeration, or an air-side or water-side economizer when outdoor conditions permit. Supply and return-air paths, containment, fan speed, filters, and pressure control all affect performance.

Air cooling is familiar to operators, supports a broad range of standard servers, and can be extended incrementally when the building has spare airflow and electrical capacity. Its limitation is heat-transfer capacity: removing more watts from a rack requires moving more air, increasing fan energy, pressure losses, duct or plenum requirements, and the size of the air-handling plant. Hot spots can also appear when airflow is poorly balanced.
How direct liquid cooling works
Direct liquid cooling places a liquid heat-transfer path at or near the high-power components. Cold plates attached to processors, accelerators, or other devices absorb heat and send the warmed fluid through a recirculating IT-side loop. A coolant distribution unit (CDU) commonly separates and controls that loop, using pumps, heat exchangers, sensors, filtration, and controls before transferring heat to the facility-side system.
Liquid-cooled equipment can still need room air. Power supplies, drives, memory, networking equipment, and any servers without cold plates may continue to reject heat into the data hall. A design therefore may be fully liquid-cooled for selected components, hybrid at the rack, or liquid-cooled at the IT side while using air-cooled heat rejection outside the room.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHeat rejection is a separate choice
After heat reaches a facility loop, the site can reject it through several arrangements:
| Heat-rejection method | What it does | Main trade-off |
|---|---|---|
| Dry cooler | Uses outdoor air across coils to reject heat from a closed loop. | Can use virtually no cooling water, but performance depends on outdoor temperature and airflow. |
| Evaporative cooling tower | Uses evaporation to carry heat away from circulating water. | Often effective in hot conditions, but consumes onsite water and requires water treatment and blowdown management. |
| Mechanical chiller | Uses a refrigeration cycle to produce chilled water or another facility fluid. | Provides controlled temperatures but adds compressor, pump, and condenser energy. |
| Economizer | Uses favorable outdoor air or outdoor conditions to reduce mechanical cooling. | Benefits vary with climate, humidity, filtration, and allowable supply temperatures. |
This is why “liquid cooling” does not automatically mean high water use. A closed liquid loop paired with a dry cooler can use very little onsite cooling water, while a liquid loop connected to an evaporative tower can consume substantial water. The same distinction applies to air-cooled IT.
Which is more efficient: air cooling or liquid cooling?
Liquid has a much higher heat capacity per unit of volume than air, so it can collect the same component heat with less fluid movement. That can reduce server-fan and room-air-handling work, especially when rack heat density is high. It does not guarantee lower total facility energy: pumps, CDUs, heat exchangers, controls, chillers, cooling towers, and dry coolers all become part of the balance.

The U.S. Department of Energy’s Federal Energy Management Program (DOE FEMP) describes direct liquid cooling as a promising way to reduce cooling overhead and discusses hybrid systems that change between liquid and air-side heat rejection as outdoor conditions change. The same guidance warns that added control loops must be monitored and maintained. A liquid system that is poorly commissioned, operated at unnecessarily low temperatures, or connected to inefficient heat rejection can erase its expected advantage.

Use PUE, but do not use it alone
PUE = total facility energy ÷ IT equipment energy. A lower power usage effectiveness (PUE) means less energy is being used for non-IT overhead such as cooling, power distribution losses, lighting, and controls. PUE does not show water consumption, carbon emissions, or how much useful computing work the IT equipment delivers.
DOE FEMP reported a PUE of 1.06 for the National Laboratory of the Rockies data center on a 2019 page. That is a measured example from that installation and period, not a universal result for liquid cooling or any other design. ASHRAE’s data-center guidance also cautions that PUE is impractical as a way to quantify projected efficiency during design; measured operating conditions are more meaningful than treating a modeled value as a guarantee.
Measure water with WUE and define the boundary
WUE = annual site water use ÷ IT equipment energy use, conventionally reported in liters per kilowatt-hour. Water used by an evaporative tower, humidification system, or other onsite process can materially change WUE even when PUE is excellent. A closed IT-side liquid circuit does not by itself determine WUE; the external heat-rejection system does.
The National Laboratory of the Rockies example also reported WUE of 0.7. As with its PUE, that figure belongs to the named installation and reporting context. When comparing sites, verify whether water figures cover the same period, include only onsite withdrawals and consumption, and use the same IT-energy boundary. Indirect water associated with electricity generation can change the broader water footprint and is not represented by a basic onsite WUE value.
Additional metrics for a fair comparison
ASHRAE identifies water usage impact (WUI), carbon usage effectiveness (CUE), data center resource effectiveness (DCRE), and IT work capacity as useful complementary measures. Ask whether each result is annual or a peak-period reading, whether the IT load is comparable, and whether the denominator represents useful work rather than simply installed equipment. A cooling design that lowers PUE while serving less useful computation is not automatically the better system.

What the available efficiency figures actually mean
Several published figures are useful as illustrations, but each has a defined scope.
- ASHRAE’s AI Data Center Energy Performance Framework describes a closed-loop dry-cooling case as using virtually zero water for cooling and presents a “300x” water-efficiency comparison with traditional evaporative towers. The comparison depends on the framework’s assumptions and should not be treated as a universal site result.
- The same framework estimates approximately 10% lower total data-center power consumption for its liquid-cooling deployment and more than $4 million in annual operational savings for a 50 MW facility compared with air-cooled infrastructure. Those are scenario estimates, not a guaranteed percentage, a capital-cost reduction, or a universal payback period.
- DOE FEMP discusses “20% less energy consumption at the chiller” when higher chilled-water temperatures and reduced airflow are used in the practices described. That statement concerns the chiller scope; it is not a 20% whole-facility saving.
- ASHRAE’s framework introduction reports that U.S. data centers accounted for approximately 4.4% of national electricity consumption in 2023. This is context for the scale of the sector, not evidence that one cooling method alone caused the trend.
Dry coolers can encounter ambient-temperature limits. If outdoor air cannot cool the loop to the target temperature, the system may need adiabatic assistance, supplemental refrigeration, higher liquid temperatures, or controlled IT throttling. Design calculations must therefore use the local weather profile and the equipment’s allowable inlet temperatures rather than relying on a nominal dry-cooler rating.
Does liquid cooling use more water?
Not necessarily. The answer depends on the entire heat-rejection chain.
Closed liquid loop with dry heat rejection
The IT-side fluid can circulate repeatedly through cold plates and a CDU while a dry cooler rejects heat with outdoor air. This arrangement can approach virtually zero cooling-water use onsite, although it still consumes electricity and may require water for unrelated building services. It is especially relevant where water is scarce or where local policy limits evaporative withdrawals.
Liquid loop with an evaporative tower
An evaporative tower consumes water as a portion of the circulating water evaporates; additional water is discharged as blowdown to control mineral concentration. Water treatment, drift control, plume management, and makeup-water infrastructure become part of the operating plan. The tower can deliver efficient heat rejection in conditions where a dry cooler would need more fan power or supplemental refrigeration.
Air-cooled IT with water-using infrastructure
An air-cooled server room may use chilled-water air handlers, an evaporative condenser, or a cooling tower. Calling the IT “air-cooled” does not establish a low-WUE facility. Conversely, a liquid-cooled rack does not establish high water use.

The official sources available for this comparison do not establish one water-energy balance that is superior in every climate.

Cost: why there is no universal air-versus-liquid price
Separate capital expenditure from operating expenditure and compare both over a defined service life. A complete project model may include:
- CDUs, cold plates, manifolds, pumps, heat exchangers, sensors, valves, filtration, and leak-detection equipment.
- Chillers, towers, dry coolers, economizer equipment, air handlers, containment, and distribution piping.
- Electrical capacity for fans, pumps, compressors, controls, and backup systems.
- Structural changes, raised-floor or overhead distribution, drainage, water-treatment plant, and commissioning.
- Service contracts, spare pumps and controls, fluid testing or replacement, filter changes, water treatment, and technician training.
- Energy, demand charges, water and sewer charges, and the cost of capacity reserved for future loads.
No comparable current installed-capital-cost range for complete air-cooled and liquid-cooled facilities was established in the cited material. Costs vary with rack density, redundancy, climate, utility service, retrofit constraints, and the chosen heat-rejection system, so a generic “liquid costs X% more” claim would be misleading.
DOE FEMP’s October 2024 chiller-purchasing guidance recommends evaluating efficiency at full and partial load, using the applicable test procedures, and analyzing lifetime energy cost rather than choosing on first price alone. Apply the same discipline to a liquid-cooling project: model the expected load profile, not just the design peak, and include maintenance and replacement assumptions.
ASHRAE’s estimate of more than $4 million in annual operating savings for a 50 MW scenario must not be turned into an upfront-cost or payback claim. A project-specific cash-flow model is required to determine whether any capital premium is recovered and over what period.

Rack density, climate, and facility conditions
When air cooling is often the practical choice
- Rack heat loads fit within the air handlers’ airflow, supply-temperature, and containment design.
- The facility already has suitable cooling capacity and has room for additional fans or air-handling units.
- Most equipment is conventional air-cooled hardware, with limited accelerator or high-power content.
- The organization lacks the maintenance, monitoring, and commissioning capability for a liquid loop.
- Local climate allows economizer operation for many hours and water availability is acceptable for the selected plant.
When liquid cooling deserves priority consideration
- Accelerators, dense compute nodes, or other components create heat loads that would require excessive rack airflow.
- Room-air temperatures, fan power, containment, or floor loading are becoming the limiting constraints.
- The operator needs to increase compute density without expanding the data hall’s air distribution system.
- Water scarcity favors a closed loop and dry heat rejection, subject to ambient-temperature analysis.
- The organization can support fluid management, leak detection, controls integration, spare parts, and coordinated IT/facilities operations.
There is no universal rack-density cutoff in the cited guidance. The threshold depends on server design, allowable inlet temperatures, airflow containment, floor layout, redundancy, and local weather. Use equipment-level thermal data and a calibrated facility model instead of a single watts-per-rack rule.

Reliability and operational trade-offs
Air-system failure modes
Air systems can suffer from blocked filters, failed fans, loss of containment, poor tile placement, control-sensor errors, or inadequate separation of supply and return air. These problems often present as hot spots or rising server inlet temperatures. Preventive maintenance, airflow measurement, fan redundancy, and clear alarm thresholds are central controls.
Liquid-system failure modes
Liquid systems add pumps, valves, sensors, heat exchangers, fluid-quality requirements, and connection points. Leaks, trapped air, contamination, corrosion, blocked filters, control-loop failures, or a loss of CDU capacity can affect multiple racks. A design should provide isolation, leak detection, drip management, safe shutdown logic, maintenance access, and tested procedures for fluid incidents.
Commissioning and maintenance requirements
DOE notes that hybrid liquid systems add control loops and require a detailed operations-and-maintenance plan. Before live workloads are introduced, verify flow rates, temperature limits, alarms, failover behavior, valve positions, sensor calibration, CDU redundancy, and the interaction between IT and facility controls. Test maintenance paths with the equipment energized where safe, and document which components can be isolated without taking an entire row offline.

A step-by-step method for choosing a design
- Characterize the IT load. Record present and forecast rack power, component-level thermal design power, accelerator share, inlet-temperature limits, airflow, and the amount of equipment that can accept direct liquid cooling.
- Map the heat path. Draw the IT-side collection method, CDU or air-handler interfaces, facility loop, and outdoor heat-rejection equipment. Label which circuits are closed, which consume water, and where heat exchangers separate fluids.
- Build climate and utility cases. Use hourly outdoor temperature and humidity, water availability and restrictions, electricity prices, demand charges, sewer costs, and available electrical capacity. Test design-day peaks as well as annual operation.
- Set comparable performance boundaries. Measure or model PUE, WUE, and relevant CUE or resource metrics using the same IT load, period, and site boundary. State whether water includes only onsite consumption or a broader indirect footprint.
- Model part-load behavior. Evaluate fans, pumps, chillers, towers, and dry coolers at realistic utilization levels. Include economizer hours, seasonal operation, redundancy, and the energy penalty of keeping standby equipment ready.
- Price the whole life cycle. Separate plant and retrofit capital from energy, water, treatment, service, replacement, training, and decommissioning costs. Use a defined study life and sensitivity cases for load growth and utility prices.
- Validate maintainability. Specify leak detection, fluid monitoring, isolation, spare parts, access clearances, alarm ownership, change control, and emergency response. Confirm that IT and facilities teams share procedures and escalation paths.
- Commission under realistic conditions. Test controls, alarms, failover, economizer transitions, high-ambient operation, and representative IT loads. Record measured energy and water results rather than relying solely on a design PUE.
- Choose a transition plan. For an existing site, consider hybrid rows or liquid-ready zones, staged CDU deployment, and compatibility with current service contracts. Avoid committing the entire facility before proving operations on the intended equipment mix.
Common comparison mistakes
- Calling every liquid system “water-cooled.” The fluid may be water or another engineered coolant, and the external plant may be dry or evaporative. Describe both loops.
- Using PUE as an environmental score. PUE does not measure onsite water, carbon, indirect water, or useful computing output.
- Assuming zero water means zero trade-offs. Dry cooling can increase fan energy, require more heat-exchanger surface, or need adiabatic or mechanical assistance during hot weather.
- Comparing a modeled value with a measured value. Put annual measurements, peak readings, design projections, and test conditions in separate categories.
- Applying a single case study universally. The National Laboratory of the Rockies PUE and WUE, and ASHRAE’s 50 MW savings estimate, describe specific installations or assumptions.
- Ignoring residual air loads. Liquid-cooled racks may still need room cooling for non-liquid components and electrical equipment.
- Quoting a generic capital premium. The available guidance does not establish a current like-for-like installed-cost range for complete facilities.
- Choosing from peak heat alone. Annual part-load behavior, weather, redundancy, water restrictions, maintenance, and future capacity can determine lifetime results.
Practical verdict by scenario
New, high-density accelerator facility
Start with direct liquid cooling as a primary option, then compare closed-loop dry, hybrid, and evaporative heat rejection against the local weather and water constraints. Confirm that the CDU, distribution, controls, and maintenance organization can meet the required availability.
Existing enterprise data hall with moderate rack loads
Retain or improve air cooling when containment, airflow balancing, economizers, and plant controls can meet the forecast load. Introduce liquid only where specific racks exceed the air system’s practical limits, using a staged or hybrid design.
Water-stressed region
Prioritize a water budget and evaluate dry heat rejection or other low-consumption configurations. Check the hot-weather energy penalty and any need for adiabatic assistance; low onsite WUE should not be achieved by ignoring power capacity or thermal throttling risk.
Cold or mild climate with strong economizer potential
Air cooling may perform well for much of the year if filtration, humidity control, and allowable IT temperatures support economizer operation. Liquid cooling can still be justified for dense accelerators, but the incremental plant and operational complexity should be modeled rather than assumed.
What to request from a design team
- A one-line diagram showing IT-side and facility-side loops, heat exchangers, CDUs, towers, dry coolers, chillers, and economizers.
- Annual and peak PUE and WUE projections with boundaries, weather files, IT-load assumptions, and part-load curves.
- Rack-by-rack thermal and airflow limits, including residual air loads for liquid-cooled equipment.
- Failure-mode analysis, redundancy philosophy, isolation points, leak response, fluid specifications, and maintenance clearances.
- A lifecycle-cost model separating capital, energy, water, treatment, service, replacement, and expansion costs.
- A commissioning plan with acceptance tests for controls, alarms, failover, high-ambient operation, and measured resource use.
DOE’s July 2024 design guide captures the central conclusion: “No design guide can offer ‘the most energy-efficient’ data center design.” Cooling selection is a facility-specific optimization. Liquid cooling is a powerful tool for dense computing and can reduce air movement and, in some designs, water use. Air cooling remains a sound choice where density, climate, equipment mix, and operational capability make it the simpler and more efficient system.
