Recent gameplay guides report that Splendent Ruby becomes available for the [Upgrade] Essence Extraction Specialty quest after you reach Novice Level 50 and unlock the quest. VGC specifically reports the quest unlock as the point when Splendent Ruby begins to spawn; this mechanic is not confirmed in official Aion 2 documentation.
The reported source is an ordinary Ruby deposit. Keep gathering Ruby nodes until Splendent Ruby drops; guides characterize it as random or rare, but do not publish a verified drop rate. If available, the gem-marking ability in the Essence Extraction skill menu can make Ruby nodes easier to spot, according to VGC. It is an optional search aid, not a stated requirement.
