Schools should not ask whether AI or a person is universally “better.” They should compare a defined tutoring model, the learning goal it serves, the amount and quality of instruction students receive, and the safeguards around it. Human-led tutoring has the strongest established evidence, while AI can improve the work of human tutors. Fully AI-led tutoring is a newer, less certain model in K–12 education.
A sound decision starts with a specific skill target, an independent outcome measure, a realistic usage schedule, adult oversight, and a time-limited pilot. Compare the complete program—staffing, training, curriculum alignment, privacy, accessibility, supervision and support—not just an app’s feature list or a nominal hourly rate.
What schools are actually comparing
“AI tutoring” can mean several different arrangements. Treating all of them as one intervention produces misleading comparisons. Before a pilot or procurement, write down who teaches, who monitors progress, when students receive help and what happens when a learner is confused or stops attending.

Human-led tutoring without AI
A teacher, paraprofessional or tutor conducts the lesson in person or remotely. The adult is responsible for explanations, questions, feedback, pacing and relationships. Evidence for human-led tutoring is robust, with particularly strong findings for well-designed in-person programs and meaningful positive results in high-quality virtual programs. A 2024 meta-analysis of experimental tutoring research found the largest effects tended to occur when teachers or paraprofessionals worked with students in earlier grades, met at least three days per week and tutored during the school day. Those are program-design patterns, not a guarantee for every provider.

Human tutoring with an AI co-pilot
The tutor remains in charge while software suggests prompts, adapts practice, summarizes student work, prepares materials or flags misconceptions. This is an augmentation model, not tutor replacement. In a randomized study conducted from March through May 2024, 1,000 elementary students were taught by tutors using Tutor CoPilot or by control tutors. The AI-supported group achieved four percentage points more topic mastery overall. The reported gain reached nine percentage points for students paired with less-experienced or lower-rated tutors. The result tests support for human tutors; it does not establish that an autonomous system can produce the same outcome.
AI-led tutoring with adult check-ins
The software delivers most practice or instruction and an adult schedules, motivates, monitors or intervenes. Stanford’s National Student Support Accelerator (NSSA) reports that two randomized trials found check-ins improved engagement, but usage still fell below the dosage associated with learning gains and reading achievement did not improve. A check-in model therefore needs a concrete plan for instructional intervention, not only attendance reminders.
AI-led tutoring with little direct human contact
The student interacts mostly with the system. It may provide useful practice, but the K–12 evidence base is thinner as direct human relationships decrease. Open questions include safety, developmental effects, sustained usage and long-term efficacy. A product demonstration cannot answer those questions for your students.
General-purpose chatbots used as tutors
A general chatbot is not equivalent to a purpose-built tutoring system. Institute of Education Sciences (IES) guidance warns that a general-purpose tool can harm learning when it performs the cognitive work a student should do. A purpose-built system that gives hints, asks for explanations and reveals steps gradually is a different instructional design. Schools must evaluate the actual behavior of the selected tool rather than rely on the label “AI tutor.”

What current evidence says about learning
Intelligent tutoring systems can help, but results are conditional
The European Commission’s September 2026 systematic review of intelligent tutoring systems (ITS) in primary, lower-secondary and upper-secondary education found the most extensive and consistently positive evidence for learning outcomes and skill development. Findings on motivation and engagement were more heterogeneous. Evidence concerning well-being and socio-emotional outcomes was smaller and indicative rather than conclusive. The review’s central qualification is that value depends on how learner information is converted into appropriate instructional support and how the system is embedded in teaching and learning.
The K–12 ITS literature is positive but not a head-to-head verdict
A 2025 systematic review of AI-driven ITS in K–12 education included 28 studies and 4,597 students. It reported generally positive effects on learning and performance, but those effects were reduced when the comparison group used non-intelligent tutoring systems. This is not evidence that AI beats human tutors. The studies used varied designs and comparison conditions, and the authors called for longer interventions, larger samples and more diverse participants.
Rigorous causal evidence remains limited
IES’s summary of a 2026 comprehensive review identified 20 rigorous causal studies of AI’s K–12 impacts. Much AI education research is conducted in postsecondary settings; causal studies are more common in high school than in middle or elementary school. The summary characterizes teacher-mediated and AI-augmented tutoring as the most promising emerging area, while student-facing effects are mixed. A district should therefore treat a vendor’s learning claim as a hypothesis to test unless it matches the district’s grade, subject, population, dosage and outcome measure.
Usage can erase a theoretically effective intervention
In an implementation illustration cited by Stanford NSSA, a supplemental mathematics software program used by 181,000 students had only 5% of users reach the recommended 30 minutes per week, while 41% never logged in. School, teacher and district factors explained 57% of the variance in usage. These figures are not a universal forecast for every product; they show why access to software is not the same as receiving a sufficient instructional dose.

High-impact tutoring sets a demanding reference point
Stanford NSSA’s 2026 brief summarizes literature in which students receiving high-impact tutoring gained the equivalent of three to more than 15 months of learning across grades and subjects. The range describes the cited literature, not an expected result for every program. It is useful as a reminder that frequency, consistency, tutor quality, curriculum alignment and school-day integration matter as much as the delivery medium.
Comparison table: model, strengths and unresolved risks
| Model | What the student experiences | What the evidence supports | Questions a school must answer |
|---|---|---|---|
| Human-led, no AI | Live instruction and feedback from a person, in person or remotely | Most established evidence; stronger in-person findings and positive results in high-quality virtual programs | Can the school recruit, train and retain tutors? Is the schedule frequent and consistent enough? |
| Human tutor plus AI co-pilot | A person teaches while software assists planning, prompts, differentiation or data review | Randomized Tutor CoPilot study: four percentage points higher topic mastery overall; up to nine points for students paired with less-experienced or lower-rated tutors | Does the tool improve tutor decisions without distracting from student dialogue? Who checks its suggestions? |
| AI-led with human check-ins | Software provides most instruction; an adult monitors, motivates and intervenes | Check-ins improved engagement in two randomized trials, but dosage remained low and reading achievement did not improve | What triggers a human lesson? How quickly can an adult respond to errors, disengagement or safeguarding concerns? |
| AI-led with little human contact | Student works primarily with the system | Evidence is thinner as direct human connection decreases; long-term efficacy and developmental questions remain | How are safety, misconceptions, accessibility and sustained use handled without a regular tutor? |
| General-purpose chatbot | Student asks an open-ended assistant for explanations or answers | IES warns that reducing cognitive effort can harm learning; outcomes depend heavily on use and guardrails | Can the school prevent answer substitution, inaccurate explanations, unsafe outputs and unlogged use? |
What to compare in a procurement decision
Use the following axes in a requirements document. Require each shortlisted model to provide evidence and an operating plan for every item; a feature checklist alone is insufficient.
Learning outcomes and measurement
- Define the target skill in observable terms, such as solving multi-step equations, reading fluently at a specified level or explaining evidence in writing.
- Select a measure that is independent of the product’s own progress dashboard. Use a common assessment, rubric or performance task aligned with the curriculum.
- Record baseline results and specify the follow-up interval before students begin.
- Decide what comparison is feasible: business-as-usual instruction, existing tutoring, another tutoring model or random assignment within the pilot.
- Report results by grade, subject, prior attainment, disability status, language background and access condition where sample sizes permit.
Instructional design and student reasoning
- Observe whether the system asks students to explain, predict, retrieve or show work before revealing an answer.
- Check whether hints progress from general prompts to targeted support rather than immediately displaying a solution.
- Test how it handles an incorrect but plausible response, partial understanding, guessing and repeated errors.
- Verify that lesson sequence, examples, vocabulary and representations match the adopted curriculum and local standards.
- Establish who can edit content, lock unsuitable activities and review generated material before students see it.
Human role and relationship
- Name the adult responsible for noticing confusion, checking well-being and deciding when to change the lesson.
- For co-pilot tools, define which recommendations a tutor may accept, override or report as incorrect.
- For AI-led models, set response-time standards for adult intervention and a clear escalation route for safeguarding concerns.
- Assess continuity: students should know which adult follows up on missed sessions, stalled progress or repeated requests for help.
Dosage, attendance and engagement
- Specify sessions per week, minutes of active learning, program length and the proportion that must occur during protected school time.
- Distinguish scheduled time, logged-in time and time spent responding to instructional prompts. They are not interchangeable.
- Set alerts for missed sessions, unusually short sessions, repeated guessing and long periods without progress.
- Assign a staff member to contact families and remove practical barriers rather than treating low usage as a student motivation problem.
Implementation burden
- List rostering, single sign-on, device, connectivity, classroom space, scheduling and technical-support requirements.
- Budget educator training, lesson preparation, data review, supervision and substitute coverage in addition to licenses or tutor wages.
- Plan for periods when devices, networks or the service are unavailable; students should have an instructional alternative.
- Test the model across schools with different staffing, connectivity and student needs before making a districtwide commitment.
Safety, privacy and access
- Document what student information is collected, the purpose of collection, retention period, deletion process and access controls.
- Require adult oversight for harmful, biased, sexually explicit, self-harm-related or otherwise unsafe outputs, with a documented escalation procedure.
- Check accessibility for screen readers, keyboard navigation, captions, contrast, speech input and adjustable pacing.
- Test multilingual support with actual district languages, including whether explanations preserve meaning and academic vocabulary.
- Provide an equivalent learning route for students with limited device, broadband or quiet-at-home access.
Total cost and value
Public source material summarized here does not provide comparable current vendor pricing. Build a total-cost model that includes licenses, tutor or teacher time, training, integration, devices, connectivity, technical support, supervision, accessibility work and evaluation. Compare those costs with measured learning, attendance, reach and equity outcomes. A low per-seat price can be poor value if students do not receive the planned dose or staff cannot operate the program reliably.
How to run a defensible school pilot
A pilot should test a complete operating model, not merely whether students can log in. The sequence below follows the evidence’s emphasis on implementation, educator capacity and independent outcomes.

- State the instructional problem. Identify the grade, subject, students to be served and skill that needs improvement. Explain why existing instruction or tutoring is insufficient.
- Define the model precisely. Record whether the intervention is human tutoring, AI augmentation, AI-led with check-ins or mostly autonomous AI. Specify the adult-to-student ratio and the adult’s duties.
- Set dosage and access rules. Choose sessions per week, minutes per session, pilot length and where sessions occur. Protect the time in the timetable and provide devices, connectivity and make-up opportunities.
- Choose measures before launch. Collect a baseline and select an independent post-test or performance task. Decide how attendance, active minutes, tutor actions and student feedback will be recorded.
- Vet content and behavior. Have teachers test representative lessons, wrong answers, ambiguous prompts, reading levels, multilingual cases and accessibility features. Record failures and required mitigations.
- Train the adults. Practice prompting for explanations, recognizing misleading AI output, reviewing student data, protecting privacy and escalating safety concerns. Training should cover the actual workflow, not generic AI awareness.
- Run a small, monitored implementation. Begin with enough classrooms to expose scheduling and support problems but small enough for weekly review. Track planned versus delivered dosage.
- Review results by subgroup. Examine learning, engagement, attendance and incidents by relevant student groups. Compare outcomes with the chosen control or baseline and note missing data.
- Apply pre-set decision rules. Expand only if learning and implementation thresholds are met without unacceptable safety, privacy or access problems. Otherwise revise the model, extend the pilot with a specific fix or stop.
Warning signs during implementation
Students receive answers instead of tutoring
Look for copied solutions, minimal explanation, rapid answer submission and inability to solve a similar problem without the system. Require hint-first interactions, ask students to show reasoning and use independent checks that the product cannot complete for them.
Usage is high but learning is flat
More minutes do not prove productive learning. Inspect task difficulty, misconceptions, feedback quality and alignment with classroom instruction. A system can generate long sessions of repetitive or poorly sequenced practice.
Usage is low despite broad access
Separate technical failures, scheduling conflicts, unsuitable reading level, lack of adult follow-up and student disengagement. The 181,000-student usage illustration shows why districts should monitor actual dosage and investigate school-level differences.
Tutors follow the tool instead of the learner
In a co-pilot model, recommendations should inform professional judgment rather than dictate it. Observe sessions for tutor-student talk, opportunities for questions and whether the adult can override an incorrect or poorly timed suggestion.

Equity gaps widen
Compare access, active minutes, support requests and outcomes across disability, language, income and connectivity groups. If a group receives less of the planned intervention, correct the delivery conditions before interpreting its learning result.
Can an AI tutor replace a human tutor?
Current K–12 evidence does not justify a general replacement claim. Human-led tutoring has the deeper evidence base, and the strongest directly relevant randomized result concerns AI helping human tutors. AI-led models may be useful for practice or additional support, but their effects depend on dosage, instructional design, monitoring and integration. A school considering reduced human staffing should require evidence from a model matching its students, subject, schedule and outcome—not extrapolate from a chatbot demonstration or a study of AI augmentation.
Does AI tutoring improve student learning?
Sometimes, under specific conditions. The European Commission review found positive learning and skill-development findings for ITS overall, while the 2025 K–12 review found generally positive effects that were smaller relative to non-intelligent tutoring systems. IES characterizes student-facing effects as mixed and rigorous causal evidence as limited. The practical answer is to test the selected system against an independent measure while tracking whether students receive enough high-quality instruction to make an effect possible.

What should schools require from an AI tutoring vendor or partner?
Request a plain-language description of the model, intended grades and subjects, instructional sequence, hint policy, content controls, accessibility conformance, data flows, retention and deletion terms, security practices, incident response, adult-supervision workflow, implementation staffing, training, uptime and support. Ask for outcome evidence with sample characteristics, comparison condition, dosage and follow-up period. Require the provider to state what it has not demonstrated. District counsel and procurement staff should also check local student-privacy, accessibility, records-retention and contracting rules.
How should schools compare online and in-person tutoring?
Compare the delivered program rather than the medium. In-person tutoring has stronger average evidence in the cited meta-analysis, but high-quality virtual human tutoring can also produce meaningful positive effects. Examine tutor preparation, group size, frequency, session attendance, curriculum alignment, supervision, student relationships, device and connectivity reliability and the school-day schedule. A virtual model that reliably delivers trained human interaction may be stronger than an in-person model with irregular attendance or poorly prepared staff; the reverse can also be true.
A practical decision rule
Choose the least autonomous model that can meet the learning goal at the required scale and dosage, unless a more autonomous option demonstrates comparable outcomes and safeguards in your setting. For many schools, that points first to high-quality human tutoring or AI augmentation of trained tutors, with AI-led systems treated as targeted pilots rather than automatic substitutes. Whatever the choice, success is defined by student learning and equitable access, not by the number of accounts created or features enabled.
