AI can turn body-camera audio into searchable text, but a transcript that captures the words may still assign them to the wrong person. A 2026 study of police body-camera footage found that AI transcripts identified fewer speakers than human-edited versions and sometimes blended speakers’ remarks. Use AI to find and triage clips; when a conclusion depends on who said what, verify the turns against the original recording.
What the 2026 bodycam study found
Reid, Abeyta, Piza and coauthors compared AI-generated transcripts with human-edited transcripts for 176 body-worn-camera videos from 73 Kansas City Police Department incidents recorded in early 2024. The videos totaled about 1,397 minutes, or 23 hours. The researchers used Rev.ai automated transcription; the paper says this is the same technology underlying Axon’s auto-transcribe feature. Read the study in the Journal of Experimental Criminology.
The central finding is that similar-looking text does not guarantee correct speaker attribution. AI transcripts identified an average of 3.3 speakers per document, compared with 4.8 in human-edited transcripts. In this sample, AI identified no more than seven speakers in any document, while human-edited transcripts included as many as 16. The authors describe cases where AI captured virtually all the words but mixed an officer’s and a civilian’s quotations together, obscuring the back-and-forth.
These figures describe this study’s sample, not every bodycam system or recording. The research covered one department and one transcription vendor. The human-edited transcripts were based on AI drafts, rather than independently transcribed from scratch, and served as the reference for comparing the machine output. Neither transcript type was established as a perfect record of the audio. The study’s metrics also do not capture tone, emotion, nonverbal behavior, or every aspect of an interaction.

Speaker labels are not the same as identifying a person
Speaker diarization divides speech into stretches and assigns each one a consistent, usually anonymous label such as “Speaker 0” or “Speaker 1.” Speaker identification is the stronger claim that a voice belongs to a particular real-world person. A diarization label alone does not establish a speaker’s name, job, or role.
Amazon Web Services makes this distinction explicitly in its Amazon Transcribe AI Service Card: “Speaker diarization does not perform speaker identification or recognition.” That statement describes Amazon Transcribe, not every transcription system, but the distinction applies when interpreting generic speaker labels: they are not identity verification.

Why speakers get missed or merged
Diarization gets harder when a recording contains more people or substantial background noise. A National Institute of Justice project report identifies the number of people and sounds such as traffic or road noise as challenges. It describes diarization as an open problem and notes that, without facial recognition, a system cannot use visible faces to help determine who is speaking.

In the 2026 study, less prominent voices—including bystanders and radio traffic—could be missed or merged into fewer speaker labels. AWS similarly warns that its service may perform less well with many speakers, similar-sounding voices, or frequent interruptions. These are risk conditions, not proof that every system will fail on every clip.

Earlier research illustrates another source of uneven performance: speech recognition can capture different speakers’ words with different accuracy. Field et al.’s 2023 Interspeech study reported word error rates of 12–13% for officer speech and 43.55–49.07% for community-member speech in a particular police traffic-stop dataset and research pipeline. Those figures are not universal rates for commercial products. Read the Interspeech paper.
When an AI transcript is useful—and when to verify it
Use it to search and triage
For a large archive, searchable text can help reviewers locate words, topics, or phrases and prioritize which recordings to examine. The 2026 study’s authors consider AI transcription suitable for large-scale content search and descriptive text analysis.

Check the recording before relying on attribution
For an internal investigation, use-of-force review, performance evaluation, training assessment, or any other decision that depends on who said what, replay the relevant moment in the original audio or video. Check the speaker turns before quoting a line or using it to support a finding. Keep uncertainty visible, and do not silently turn anonymous machine labels into named identities. This is a practical response to the documented attribution errors, not a protocol tested by the study. The greater the consequence of a mistake, the more important it is to verify the source recording.

What to check when evaluating a transcription workflow
A general accuracy claim may not tell you whether a system can separate speakers in a complex bodycam encounter. Useful questions include:

- Speaker attribution: Has the system been evaluated on body-camera footage with multiple speakers, and can reviewers distinguish speaker-turn errors from word errors?
- Recording conditions: How does it handle noise, overlapping speech, interruptions, radios, and quiet or distant voices?
- Evidence transparency: Are speaker labels generic? Are uncertain turns apparent, and can a reviewer inspect timestamps against the original recording?
- Human review: Can reviewers correct speaker assignments and retain a record of changes?
- Purpose: Is the transcript being used to find clips, or to support a decision that depends on a person’s words?
These questions follow from documented failure conditions; the cited studies are not a current head-to-head evaluation of transcription vendors.
What this evidence does—and does not—establish
The 2026 comparison is direct evidence that, in the studied footage and system, speaker counts and attribution could fall short even when much of the lexical content was captured. It does not establish a universal error rate, prove that every AI transcript gets speakers wrong, or show that a human-edited transcript is infallible. Results may vary with the agency, recording conditions, language, and transcription system. The authors’ conclusion is that AI transcription appears suitable for large-scale content search and descriptive text analysis, but should not replace human transcription for attribution-sensitive uses.
