There is evidence that major technology companies are helping fund teacher AI training in the United States, but the available reporting does not show that they control school curricula or purchasing. Funding is still worth scrutinizing: who designs the lessons, which tools teachers encounter, what happens to student data, and whether educators can make independent decisions all matter. Training teachers about AI is also not the same as requiring schools to buy or deploy AI.
What AI training for teachers should cover
Teacher AI literacy is broader than learning prompts or how to use one company’s product. UNESCO’s 2024 AI competency framework for teachers organizes 15 competencies into five dimensions: a human-centered mindset, ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning. It sets out three progression levels: Acquire, Deepen, and Create. UNESCO presents the framework as a global reference for training and national competency frameworks, not as a requirement to purchase a platform.
The scale of the need is notable: UNESCO reported that, as of 2022, only seven countries had developed an AI competency framework or professional development program for teachers. The framework says, “Teachers urgently need to be empowered to better understand the technical, ethical and pedagogical dimensions of AI.”

Federal guidance discusses possible uses, not a vendor mandate
On July 22, 2025, the U.S. Department of Education said it had sent grantees and prospective grantees guidance on using federal funds for AI in education. The announcement described potential uses including AI-based instructional materials, tutoring, college and career advising, AI literacy, and educator professional development. It also said applicable laws and regulations continue to govern. The announcement encouraged educator training and outlined responsible-adoption principles, including privacy and engagement with affected stakeholders, especially parents; it did not order schools to adopt a particular company’s product.

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Education Secretary Linda McMahon said, “By teaching about AI and foundational computer science while integrating AI technology responsibly, we can strengthen our schools and lay the foundation for a stronger, more competitive economy.” That statement expresses the department’s policy case for AI education; it is not evidence that a particular tool improves learning.
Companies are funding union-linked training
An Associated Press report published October 17, 2025, described Microsoft, OpenAI, and Anthropic funding an American Federation of Teachers (AFT) training hub, and Microsoft supporting National Education Association (NEA) training. AP reported that the AFT planned virtual and in-person workshops. The unions described the arrangements as educator-designed and covering tools from multiple companies.

That arrangement creates a legitimate conflict-of-interest question: the funders have a commercial interest in AI adoption. But the AP report does not establish that a company controls union training, school curricula, or school purchasing decisions. Microsoft President and Vice Chairman Brad Smith told AP, “While it’s easy to see the benefits right now, we should always be mindful of the potential for unintended consequences.”
How the two approaches differ—and what remains unclear
Corporate-funded professional development and vendor-neutral competency guidance are different kinds of initiatives. The available information supports comparing their purpose and asking governance questions, but it does not settle every operational detail.

| Question | Union-company training reported by AP | UNESCO teacher framework |
|---|---|---|
| Who is involved? | AP reported company funding for an AFT hub and Microsoft support for NEA training; unions described the arrangements as educator-designed. | UNESCO published a global competency reference for teacher training. |
| What is taught? | AP said the union arrangements cover tools from multiple companies. The report does not establish the complete curriculum or how much instruction is platform-specific. | Fifteen competencies span five dimensions, from AI foundations to ethics, pedagogy, and professional learning. |
| Who controls training content? | The report gives the unions’ description of educator design, but does not establish all content-approval or oversight arrangements. | The framework sets out competencies; it is not a school procurement or platform-adoption mandate. |
| Are student data practices covered? | Not established in the cited AP account. | The framework is a competency reference; it does not certify any named product’s data practices. |
| Are effects independently evaluated? | The cited reporting does not provide an independent impact evaluation of the programs. | The framework defines competencies, not measured outcomes for these U.S. training initiatives. |
The key distinction is between influence and control. Funding can shape which opportunities are available and deserves disclosure and oversight. It is not, on its own, proof that a funder dictates what teachers teach or what a district buys.
Before putting student information into an AI tool
The U.S. Department of Education’s Student Privacy Policy Office advises teachers to check with school or district administration first to confirm whether an application is approved for classroom use, and to consult IT representatives about security and privacy vulnerabilities.

- Confirm approval. Ask school or district administration whether the application is approved for classroom use before entering student information.
- Involve IT. Ask the school’s IT representatives to review security and privacy vulnerabilities.
- Identify the data and purpose. Establish what student information would be entered, how it would be used and maintained, and whether any further use or disclosure is proposed.
- Check the school’s role and terms. Under the FERPA school-official exception described in the department’s FAQ, a provider handling personally identifiable information from education records must perform a service the school would otherwise use its staff to perform; remain under the school’s direct control for use and maintenance of that information; use it consistently with the school or district’s annual FERPA notice; and not redisclose or use it for unauthorized purposes.
A vendor’s marketing claim that a product is “FERPA compliant” does not establish that a particular school’s use meets these conditions. The school’s role, contract terms, information handled, and actual use matter.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesQuestions to ask about any training program
- Who designed and owns the materials? Ask whether educators can compare tools from multiple providers and discuss limitations as well as capabilities.
- Does the curriculum build transferable skills? Look for ethics, privacy, bias, safety, pedagogy, and human judgment alongside hands-on tool use.
- Can teachers exercise professional judgment? OECD and Education International’s 2023 discussion emphasizes teacher agency, transparency, privacy, algorithmic bias, and safety. These are evaluation principles, not a certification that a particular application is safe or effective.
- What evidence would count as success? Separate attendance, workshop plans, and participant anecdotes from independently measured changes in teaching or student outcomes.
- Is this training being confused with adoption? Ask separately whether a district has approved a tool, introduced it in classrooms, used it to monitor students, or relied on automated decisions. Those activities raise distinct governance questions.
UNESCO’s 2023 guidance on generative AI likewise recommends a human-centered policy approach, data privacy protections, and age limits for independent conversations with generative AI platforms. These principles can guide review, but do not establish that any particular tool meets them.

What the evidence does—and does not—establish
The available accounts do not provide an independent impact evaluation of the AFT or NEA initiatives, establish whether the planned training scale was achieved, or show that the programs changed school procurement. Reported plans and workshop anecdotes should not be treated as proof of effectiveness. Those unanswered questions are reasons to seek program documentation and independent evaluation, not a basis for assuming either success or failure.
For now, the defensible conclusion is narrower than “Big Tech is taking over our schools”: corporate participation in teacher AI training is documented, and it merits scrutiny. The evidence cited here does not establish corporate control of school policy. District approval, transparent training design, strong privacy practices, and meaningful teacher agency are the practical tests that matter.
