AI street cameras are not a single standardized device. A camera supplies images; software may then detect objects, measure traffic, read license plates or perform another defined analysis. Traditional CCTV can record and preserve the same kind of video without those automated searches. An ordinary camera that happens to show a license plate is not automatically an automated license plate recognition (ALPR) system, and a plate read is not proof of who drove a vehicle or committed an offense.

The essential distinction: camera hardware versus software capability

“CCTV” describes a video system: cameras, communications, storage and the people or software that view the footage. “AI street camera” is an informal label for CCTV or another roadside camera connected to analytics. The analytic function—not the camera’s appearance—determines what the system can do.

A city can add object-recognition software to an existing CCTV feed, or deploy a purpose-built plate-reading camera. The same physical camera may support recording today and a different analytic tomorrow if its resolution, angle, lighting and network meet the software’s requirements. Conversely, a camera with a clear view of a vehicle does not necessarily create searchable plate records.

The documented feature and local operating policy therefore matter more than the marketing label. Ask whether the system records video, searches for visual descriptions, counts vehicles, reads plates, recognizes faces, or performs another task—and whether that feature is actually enabled.

What traditional CCTV can do

At its simplest, CCTV captures a live or recorded view. Operators may watch a feed, retrieve footage after an incident, export a clip or preserve it as evidence. Image quality, camera placement, lighting and storage settings determine how useful the recording is; none of those qualities by themselves make the system an AI system.

Seattle’s public-space program illustrates a common deployment. The Seattle Police Department CCTV FAQ says officers do not have the resources to monitor feeds continuously around the clock. Most viewing occurs in response to a 911 call or another investigative need. The department describes object recognition in its configured system, but says the cameras are not used with facial recognition or ALPR. That is a local configuration, not a definition of all CCTV.

Traditional footage can still support human identification. An investigator might recognize a distinctive vehicle, clothing or event while reviewing a clip. The person must locate and interpret that information; the camera is not automatically creating a database of every passing object.

Specific analytics that may be added

Object recognition and visual search

Object recognition classifies or searches for visual characteristics selected by the system. Seattle gives the example of searching camera views for when a described vehicle, such as a blue pickup, appeared. The result is a set of possible appearances and times for investigators to review. It is not the same as identifying the driver, recognizing a face or proving that the vehicle was involved in a crime.

Search quality depends on the description and on conditions such as angle, occlusion, weather, lighting and image resolution. A system may miss a vehicle or return visually similar vehicles. The output should be treated as an investigative lead, not an adjudication.

Traffic counting and speed measurement

Transportation analytics can detect vehicles, estimate counts and measure speed, then send summarized data to a transportation management center. The U.S. Government Accountability Office (GAO) describes these smart-transportation uses in its report Smart Cities: Technologies and Policy Options to Enhance Services and Transparency, published April 30, 2025: GAO-25-107019.

Traffic measurement answers questions such as how many vehicles used a road or how fast traffic moved. It does not inherently identify a person, recognize a face or create a criminal-history record. A deployment can be configured to retain only counts and speeds, or to keep underlying video as well; the retention and access policy must be checked separately.

Automated license plate recognition (ALPR)

ALPR combines a camera view with software that detects a plate, reads its characters and indexes the result. The City of Santa Monica’s ALPR explanation says a record may include a vehicle image, plate information, date, time and location. Records can be searched later or compared with lists of vehicles of interest.

GAO notes that a plate reader may cross-reference an image with a wanted-vehicle list. A possible match can prompt police to dispatch officers to the vehicle’s location. That alert remains a lead: the plate may have been misread, the list may be outdated, or the vehicle may have changed hands.

Facial recognition is a separate function

Facial recognition compares detected facial features with an enrolled gallery or another reference set. It should not be implied merely because a camera records people or an object-recognition system can find a vehicle. Seattle’s published CCTV description specifically excludes facial recognition for that program. Other jurisdictions may make different choices, so the policy for the particular system is decisive.

Side-by-side comparison

Question Conventional CCTV Video analytics or AI search ALPR
Primary output Live or recorded video for human viewing Detections, classifications or searchable events tied to video Plate readings and associated vehicle records
Can it find a described vehicle automatically? Not without a person reviewing footage Yes, if object recognition is enabled and the description is supported It can search plate records, not necessarily vehicle appearance
Can it count or measure traffic? Only through manual review or separate tools Often, when configured for counting or speed estimation Not its defining purpose
Does it identify the driver? No automatic identification Not from object recognition alone No; a plate record does not establish who drove or rode in the vehicle
Does it prove criminal conduct? No; footage requires human evaluation and context No; detections are candidates for review No; Santa Monica says it does not establish that someone committed a crime or automatically authorize a stop or arrest
Retention, access and sharing Set by the operator’s policy and law Set by the system’s policy, including whether analytics and source video are kept Set by ALPR policy, contracts and applicable law

How an AI-enabled street-camera event is produced

  1. Capture: A fixed, mobile or traffic camera records a frame or video stream. Angle, focus, exposure and lighting determine what is visible.
  2. Detection: Software identifies a possible object, vehicle, plate or other feature. It may assign a confidence value internally, but a confidence score is not the same as certainty.
  3. Classification or reading: The system labels the object, estimates a traffic measure or converts plate characters into text. Occlusion, glare, dirt and unusual designs can produce errors.
  4. Indexing: The event may be stored with time, camera location and an image or clip so an authorized user can search it later.
  5. Human review: An investigator checks the original footage, surrounding context and other records. A possible match should be verified before action is taken.
  6. Retention or deletion: The record remains only for the period allowed by policy, evidence rules or another lawful purpose, then is deleted or moved into an evidence system.

Not every installation performs every stage. A traffic counter may send aggregate numbers without retaining identifiable images; a CCTV program may retain video but offer no automated search; an ALPR system normally creates a plate index in addition to images.

Can these cameras identify a person, or only a car?

That depends on the analytic, and the answer is narrower than many headlines suggest.

  • Vehicle appearance search: can locate likely views of a vehicle matching descriptors such as color or body type.
  • Plate recognition: can create a searchable record of a plate, time and location.
  • Vehicle ownership: a plate lookup may point to registration information available to authorized officials, but the plate record itself does not prove who was driving.
  • Person identification: requires a separate person-focused method, such as facial recognition, and a policy that authorizes it. Object recognition or ALPR alone does not supply that capability.

Santa Monica states that ALPR “does not identify who is driving a vehicle, establish that someone committed a crime, or automatically authorize a stop or arrest.” Officers must evaluate and verify the information before using it.

Live monitoring is different from retrospective searching

A camera can be capable of real-time detection without a person watching every frame. Software may flag an event, store it for later search or send an alert, while staff review the information only when an incident or operational need arises. Conversely, a control room may watch live video from cameras with no automated recognition.

When evaluating a program, ask four separate questions: Is anyone watching live? What triggers an alert? Are searches performed only after an incident? Which clips or metadata are retained? A statement that cameras are “monitored” is incomplete unless it specifies the time, staffing and type of monitoring.

Privacy, retention and access depend on local rules

Seattle’s CCTV example

Seattle says its public-space video may be retained for up to 30 days. Clips relevant to criminal activity can be moved into an evidence system, where different preservation rules apply. The same page says object recognition is enabled for the program while facial recognition and ALPR are not. These details demonstrate why a city’s policy must be read alongside its technical description.

Santa Monica’s ALPR controls

Santa Monica limits ALPR access to trained, authorized staff. Each search requires a documented law-enforcement purpose; user activity is logged and audited. Routine retention is 30 days unless material must be kept as evidence or for another lawful purpose. The city also says it owns its ALPR data under the vendor agreement. Those safeguards are local requirements, not a universal ALPR standard.

United Kingdom guidance

The UK Biometrics and Surveillance Camera Commissioner’s Surveillance camera code of practice guidance for local authorities covers systems including CCTV, ANPR, body-worn video, drones, vehicle-borne video and facial recognition. The guidance page was updated August 25, 2026. It is UK local-authority guidance and should not be treated as the law governing US cities or other jurisdictions.

Across jurisdictions, a responsible comparison should examine who owns the data, which agencies or vendors can access it, whether searches are logged, how data is shared, how deletion is enforced and what process exists for correcting an erroneous match.

What evidence exists for effectiveness?

GAO reports that smart-city technologies can support transportation and law-enforcement services, but also raise cost, privacy and civil-liberties questions. Its finding is blunt: “assessments of benefits are difficult to develop.” When several technologies and human teams operate together, it can be hard to attribute an outcome to one camera or analytic.

No official source in the material reviewed supplies a general accuracy rate, crime-reduction percentage or controlled product-to-product benchmark that can be applied to all AI street cameras. Performance varies with camera placement, weather, lighting, occlusion, resolution, plate design and the population or traffic conditions being observed. A vendor claim or a successful local example should not be generalized without system-specific testing.

For a serious evaluation, request error rates under the intended conditions, the definition of a false match, independent testing, alert-review procedures and evidence that performance is monitored after deployment. Also ask whether the reported result measures detections, investigations, arrests, travel-time changes or another outcome; those measures are not interchangeable.

A city’s deployment can change quickly

Asheville, North Carolina, provides a dated example. Its Technology and Public Safety page says the city terminated its fixed-camera ALPR contract in August 2026 and deactivated police access. The department continued using mobile in-car ALPR, and the city reported equipment removal beginning October 12, 2026. This is a local change in one city’s contract and access arrangement, not evidence of a national trend.

Because contracts, policies and vendor relationships change, the date of a city’s public notice matters. A comparison written from an older webpage may describe equipment or access that no longer exists.

Questions to ask before approving or buying a system

  • Function: Is the goal recording, object search, traffic measurement, ALPR, facial recognition or several distinct functions?
  • Data: What images, metadata, plate text, confidence scores and alerts are created?
  • Operations: Is detection live, retrospective or both? Who receives alerts, and who verifies them?
  • Accuracy: What tests cover the site’s weather, lighting, camera angles, plate types and expected traffic?
  • Governance: What purposes are allowed, and are searches logged, audited and reviewed?
  • Retention: How long are source video, derived records and alerts kept? What moves into an evidence system?
  • Access and sharing: Which employees, agencies and contractors can view or export data?
  • Security and ownership: Who controls the data, how is it protected, and what happens when a contract ends?
  • Public accountability: Is there a published policy, complaint process, oversight body and process for correcting errors?

What a consumer “AI security camera” is—and is not

A home or small-business camera may offer motion zones, person detection, package alerts or a searchable video timeline. Those features can be useful for the camera’s own field of view, but they are not equivalent to a municipal system combining roadside cameras, communications networks, analytics, data controls and investigative staff. A consumer camera should not be assumed to provide city-scale tracking, ALPR, access to government databases or lawful authority to identify people.

Bottom line

Traditional CCTV primarily gives people video to watch and review. “AI street camera” describes whatever software has been added: vehicle search, traffic measurement, plate reading or another defined analytic. ALPR creates searchable plate records but does not identify a driver or establish guilt; traffic analytics measure movement rather than criminal identity; and object recognition is not facial recognition. Compare the enabled function, human review, evidence quality, retention, access and local policy—not the label on the camera.
