There is no single answer to whether AI stocks are overvalued relative to technology stocks. “AI stocks” is not a standardized group: a basket dominated by chip and data-center suppliers has different cash flows, capital needs and risks from one made up of cloud platforms, AI software vendors or companies whose products could be displaced by AI. A useful comparison therefore starts by defining the constituents and benchmark, then tests the price against earnings, cash generation, investment returns, financing and concentration.

The central risk is two-sided. AI spending can produce durable productivity and earnings growth, but those gains may fall short of the expectations embedded in share prices. At the same time, AI can weaken established software or service business models. The European Central Bank’s Financial Stability Review (May 2026) describes both channels, while the International Monetary Fund, Federal Reserve and Federal Reserve Governor Lisa D. Cook identify leverage, concentration, debt-funded investment and labor-market effects as additional ways losses could spread.

Define the two groups before comparing them

A valuation comparison is only meaningful when the two groups use the same date, currency, weighting method and accounting definitions. “AI stocks” can mean companies that build the technology, sell the infrastructure, operate the facilities, provide applications or face competition from it. A broad technology benchmark may include many of those companies, but its sector weights and geographic mix can be very different.

Possible AI-related categories

Category Typical economic exposure Questions to test
Semiconductor and equipment suppliers Sell processors, memory, networking equipment or manufacturing tools used in AI systems. How durable are orders, pricing power and product advantages? Could a new architecture make current equipment obsolete?
Hyperscale cloud platforms Rent computing, storage and AI services and fund large data-center programs. Can utilization and customer pricing cover depreciation, energy and financing costs?
Data-center and infrastructure operators Provide facilities, power, cooling and connectivity. Are contracts long enough to support the build-out, and who bears power, vacancy and refinancing risk?
AI software and service providers Monetize models, applications, data or workflow automation. Do recurring revenues, gross margins and customer retention justify the growth assumptions?
Potentially disrupted incumbents Sell software, services or labor that customers may replace with AI-enabled alternatives. Can the company defend pricing and retain customers as automation improves?

A company can appear in more than one category. A cloud operator may be an AI infrastructure beneficiary while also facing margin pressure if it must spend heavily ahead of demand. A software vendor may sell AI features and simultaneously risk substitution by a cheaper competing workflow.

Choose a broader technology benchmark

State whether the benchmark is a market-capitalization-weighted technology index, an equal-weighted basket, a national index or a global technology universe. Record its information-technology, communication-services, hardware and software weights. A concentrated US benchmark will not have the same exposure as a broader or non-US index. The ECB found that, during the period covered by its May 2026 review, euro-area equities were less exposed to sectors vulnerable to AI replacement than US equities, partly because of smaller information-technology weights. That was a period-specific observation, not a permanent regional characteristic.

Why a single “AI premium” can mislead

The available official publications through May 2026 do not establish one harmonized, point-in-time valuation premium for a fixed AI basket versus a broad technology benchmark. Any published premium must identify constituents, market-capitalization or equal weighting, currency, valuation date and the exact metric. A price-to-earnings comparison using trailing earnings cannot be treated as equivalent to an enterprise-value-to-forward-EBITDA comparison.

Different business stages also distort group averages. Early-stage firms may have little or no earnings, making a price-to-sales ratio more informative but less tied to eventual profitability. A mature infrastructure supplier may have substantial current cash flow but cyclical orders. A basket’s median can hide a small number of very large constituents that dominate the index and its risk.

Valuation measures that connect price to fundamentals

Use several measures together. The objective is to estimate what growth, margins and reinvestment the current price already requires, then compare those requirements with evidence rather than headlines.

Measure How to calculate or read it Best use Important limitation
Price-to-earnings (P/E) Share price divided by earnings per share; specify trailing or forecast earnings. Comparing profitable companies with similar accounting and growth profiles. Forecast earnings can change quickly; losses make the ratio unusable.
Enterprise value to EBITDA Enterprise value divided by earnings before interest, tax, depreciation and amortization. Comparing firms with different debt and cash balances. It excludes capital expenditure, which is material for data centers and hardware.
Price-to-sales Equity value divided by revenue. Early-growth companies without stable profits. It says nothing about eventual margins, customer acquisition costs or dilution.
Free-cash-flow yield Free cash flow divided by market capitalization, expressed as a percentage. Testing how much cash the owner receives relative to price. Reported free cash flow may be temporarily boosted by working-capital movements or depressed by a build-out cycle.
Return on invested capital After-tax operating profit divided by invested capital. Assessing whether expansion creates value above the cost of capital. Accounting choices and unusually high or low cycle profits affect the result.
Growth-adjusted valuation Compare a multiple with a range of plausible earnings or cash-flow growth rates. Making explicit how much future growth the price assumes. There is no reliable single growth forecast for all AI businesses.

Use scenarios, not one forecast

Build at least three cases for revenue growth, operating margin, capital expenditure, depreciation and terminal growth. In an upside case, demand and pricing support rapid earnings growth while investment earns attractive returns. In a base case, growth moderates as competitors add capacity. In a downside case, customers delay projects, prices fall or a new architecture shortens the useful life of equipment. Recalculate the multiple or discounted cash flow in every case. A high current multiple is not automatically a bubble if future cash flows are much larger; a low multiple is not automatically cheap if earnings are at a cyclical peak.

Capital expenditure, cash generation and return on investment

AI infrastructure requires unusually large and continuous investment. Compare capital expenditure with operating cash flow and free cash flow, then ask when the new assets should earn a return. Track additions to property, plant and equipment, depreciation, data-center utilization, power costs and the length of customer commitments.

The IMF’s Global Financial Stability Report (April 2026) estimates $3.4 trillion in AI-related capital expenditure through 2029. It also reports that major hyperscalers’ earnings growth had kept pace with capital expenditure and that free cash flow remained high at the time assessed. The same report warns that future spending could pressure cash buffers and balance sheets if earnings do not continue to expand.

Questions for an infrastructure beneficiary

  • What portion of current revenue is tied to a small number of AI customers?
  • Are orders backed by take-or-pay contracts or by flexible projects that can be postponed?
  • How quickly do processors, networking gear and cooling systems lose economic value?
  • Does utilization need to reach a specific level before the project covers depreciation, energy and financing?
  • Can the company earn a return above its weighted average cost of capital after maintenance spending?

Hardware obsolescence is a special risk. A faster, more efficient architecture can reduce demand for an installed generation before it is fully depreciated. A company that reports strong revenue growth but must replace equipment sooner than planned may generate less owner cash than its income statement suggests.

Debt, funding sources and balance-sheet resilience

Separate investment funded from internal cash from investment funded with bonds, loans, private credit or customer advances. Debt can increase returns when projects perform well, but it reduces flexibility when demand, prices or interest rates move against the company.

The IMF reports that hyperscalers had raised more than $100 billion in bond financing since January 2025. It also says these firms entered the period with robust balance sheets and assessed financial-stability risks as contained, while warning that growing debt issuance could make future shocks more difficult to absorb.

Review debt maturities, fixed versus floating rates, interest coverage, lease obligations, cash reserves and committed but undrawn facilities. A company with modest net debt can still face significant obligations through long-term power contracts, equipment leases or guarantees to affiliated entities.

“While many of the largest investors are also strong borrowers, the increasing use of leverage to finance investments in an emerging technology carries risk, and a sustained boom in debt issuance could eventually represent a financial-stability concern.”

Lisa D. Cook, Federal Reserve Governor, speech delivered May 27, 2026

Funding risk is not limited to the borrower. Banks, bond funds and private lenders may hold loans to the same projects or customers. A common lender, collateral type or refinancing date can turn a company-specific setback into a broader market event.

Concentration, correlation and interconnected financing

Count of holdings is not the same as diversification. If a few large companies dominate an AI basket, their earnings announcements, capital-spending plans and financing costs can move the entire group. Measure each constituent’s weight, the top-five share, overlap with the broader benchmark and the correlation of returns during stress periods.

The IMF warns that multidirectional links among firms participating in AI-related financing can amplify adverse shocks. For example, an infrastructure supplier may depend on a cloud customer, the cloud customer may depend on debt investors, and those investors may own equity in both companies. A demand revision can therefore affect revenue, collateral values and financing conditions at the same time.

Concentration checks

  • Calculate the largest constituent’s weight and the combined weight of the five largest.
  • Identify shared customers, suppliers, lenders and data-center partners.
  • Compare revenue exposure to a single region or end market.
  • Test a simultaneous decline in AI-related capital expenditure across customers.
  • Examine index overlap: a “broad technology” fund may already contain most of the AI basket.

Beneficiaries and businesses at risk of disruption

Do not treat every technology company as an AI beneficiary. Infrastructure sellers generally gain when customers increase spending, but they can suffer from order volatility, pricing pressure and obsolescence. Application companies may gain productivity and new revenue while losing pricing power if customers can switch to automated alternatives.

The ECB reported that software shares fell amid concerns about AI-driven disruption. That price move reflects a different mechanism from a chip supplier’s capacity cycle: investors were questioning the durability of software business models, not merely the amount of infrastructure being built.

For a potentially disrupted company, examine net revenue retention, seat counts, usage trends, pricing per task, customer concentration and the cost of adding AI features. Ask whether AI lowers the customer’s total bill, increases the vendor’s value or simply shifts costs to cloud and model providers. A business can report higher usage while earning less per unit.

Geography, sector mix and global channels

Compare the geographic revenue and listing exposure of each basket. US technology-heavy markets may have greater information-technology and large-cap growth weights, while European or global benchmarks can have different energy, industrial and financial exposures. Currency movements and local interest rates also change reported earnings and valuation multiples.

The ECB highlights energy and global risk-sentiment channels alongside direct AI exposure. Data centers can increase electricity demand and make power prices relevant to margins. A global risk-off episode can compress valuations across regions even when a company’s own AI revenue remains strong.

What historical crisis statistics can—and cannot—tell you

The ECB reports that 15% of years with particularly strong growth in both equity prices and business debt were followed by a financial crisis within two years. This is a historical conditional frequency from the methodology cited in its May 2026 review. It is not a forecast that today’s AI investment will produce a crisis, nor does it identify which companies would be affected.

Use the statistic as a reminder to examine leverage and valuation together. A market can rise for fundamental reasons and still become more sensitive to a reversal when debt and expectations are elevated.

Federal Reserve survey signals and their limits

The Federal Reserve’s Financial Stability Report (May 2026) summarizes a survey of 20 market contacts interviewed in March and April 2026. Respondents cited AI-linked equity valuations, capital expenditure increasingly funded by debt and possible labor-market weakness from widespread AI adoption. The report also records concerns about a sharp correction.

The survey is a description of those contacts’ views, not a statement by the Federal Reserve Board or the Federal Reserve Bank of New York and not an institutional forecast. Treat it as a qualitative risk indicator rather than a probability estimate.

A practical comparison process

  1. Write the mandate. Define what qualifies as AI exposure, the geographic universe, the valuation date and whether weights are equal or market-capitalization based.
  2. Freeze the constituents. Record the list and weights so later changes do not create survivorship or hindsight bias.
  3. Normalize accounting. Use the same trailing or forecast period, currency, share count treatment and definition of free cash flow for both groups.
  4. Measure price against earnings and cash. Calculate P/E, enterprise-value-to-EBITDA, price-to-sales and free-cash-flow yield, then inspect the median and the weighted result.
  5. Model reinvestment. Compare capital expenditure with operating cash flow and depreciation. Estimate utilization, useful lives, power costs and maintenance spending.
  6. Stress funding. Map debt maturities, interest coverage, leases and refinancing needs under lower earnings or higher rates.
  7. Test concentration. Calculate top holdings, shared customers and correlated revenue drivers; run a simultaneous reduction in AI-related customer spending.
  8. Separate exposure mechanisms. Label each company as an infrastructure beneficiary, service provider, mixed business or potential disruptee. Do not combine unlike risks into one score without explaining the weighting.
  9. Run three scenarios. Change growth, margins, capital expenditure, useful lives and terminal values. Record the valuation range and the assumptions that cause the largest change.
  10. Set review triggers. Revisit the comparison when guidance changes, a major customer cuts spending, debt issuance accelerates, utilization misses plan or a new architecture alters replacement cycles.

Risk dashboard for an AI-versus-technology comparison

Risk channel Warning signal Why it matters
Expectation risk Valuation requires accelerating growth or permanently high margins. A small forecast miss can cause a large price adjustment.
Demand risk Customer projects are delayed, discretionary or concentrated. High fixed costs leave earnings sensitive to utilization.
Return-on-capital risk Capital expenditure rises faster than operating cash flow. Growth may destroy value if new assets earn below their funding cost.
Obsolescence risk Product cycles shorten or a more efficient architecture appears. Assets may be replaced before planned depreciation.
Leverage risk Bond issuance, leases or private credit grow faster than cash reserves. Refinancing can become expensive precisely when earnings weaken.
Concentration risk A few holdings or customers drive most returns. One event can affect the whole basket.
Disruption risk Retention, pricing or usage deteriorates for incumbent software. AI may reduce the value of the existing product.
Systemic risk Common lenders, collateral and financing structures link firms. Losses can propagate beyond the original company.

Common mistakes to avoid

  • Calling every fast-growing company an AI stock. Define the revenue or cost exposure instead.
  • Comparing a forward multiple with a trailing benchmark. Match periods and assumptions.
  • Ignoring capital expenditure. EBITDA can look strong while owner cash is consumed by the build-out.
  • Treating debt as free growth. Record maturities, leases and interest-rate sensitivity.
  • Using an unweighted average. A tiny company should not influence the result as much as a dominant constituent unless that is the deliberate method.
  • Equating a high multiple with a bubble. The conclusion requires a view on future cash flows and returns, not the multiple alone.
  • Equating strong recent earnings with safety. Expectations can rise faster than results, leaving less room for disappointment.
  • Turning a historical statistic into a forecast. The ECB’s 15% figure describes past conditions and does not predict a current crisis.

Bottom line

Compare AI-related equities with the broader technology market by matching price to realistic earnings and free cash flow, then adding the risks that ordinary multiples miss: capital intensity, return on new infrastructure, debt funding, hardware obsolescence, concentration and AI-driven disruption. The IMF’s $3.4 trillion spending estimate through 2029 and more than $100 billion of hyperscaler bond financing since January 2025 show why funding and returns belong beside valuation. The ECB and Federal Reserve materials show why exposure differs by business model, geography and market structure. The result should be a range of outcomes tied to explicit assumptions—not a universal label that all AI stocks are overvalued or that the wider technology market is safer.
