AI safety testing is the broad evaluation of an AI model or application against defined risks in the conditions where it will operate. Adversarial prompting is one input-based technique: testers deliberately craft prompts to trigger unsafe behavior, bypass instructions or expose weaknesses. It can be part of red-teaming, but a prompt-only exercise cannot establish that an entire AI system is safe.
The practical distinction matters because modern systems include more than a language model. Applications may add retrieval, tools, memory, user accounts, business rules and sensitive data. A model that refuses a harmful prompt in isolation could still leak information through a connected tool, fail under a particular user workflow or behave differently after a version change. A credible safety claim therefore depends on scope, test conditions, evidence and ongoing monitoring—not on a single successful jailbreak test.
What AI safety testing means
A planned evaluation of a system and its risks
AI safety testing is an organized evaluation of how an AI model or deployed application behaves across relevant tasks, hazards and operating contexts. The test object may be a foundation model, a fine-tuned model, an agent, a customer-facing chatbot or a larger application that invokes several models and tools. The plan should state what is being evaluated, which harms matter, what safeguards are enabled, and what evidence will count as a pass or a failure.

NIST’s Assessing Risks and Impacts of AI (ARIA) materials describe evaluation at multiple levels, including model testing, red-teaming and field testing. Its ARIA Evaluation Planning Manual: Elements of ARIA-Style AI Evaluations, published September 18, 2026, describes a holistic approach that combines Model Testing, Red Teaming and User Testing. The exact mix depends on the system and the risks. A text-only model used for brainstorming needs a different plan from an agent that can send email, execute code or make decisions about people.

What a safety test can cover
- Capability and behavior: whether the system performs intended tasks accurately, consistently and within its stated limits.
- Safety hazards: harmful instructions, privacy leakage, insecure code, fraud assistance, discrimination, misinformation or unsafe recommendations, as relevant to the use case.
- System controls: authentication, authorization, content filters, tool permissions, rate limits, logging, human review and incident response.
- Context of use: real user roles, languages, data sources, interfaces, latency constraints and deployment-specific workflows.
- Change over time: behavior after a model update, a new prompt template, a policy change, a tool integration or a shift in user population.
Safety testing is therefore an evaluation program, not a single test script. It may include automated test suites, expert review, adversarial exercises, simulated users and observation of the live service.
What adversarial prompting means
Deliberately crafted inputs
Adversarial prompting means creating prompts or other inputs intended to expose a weakness. A tester might ask for prohibited content, disguise the request as a harmless task, attempt to override the system message, exploit ambiguity, or combine instructions across several turns. In an application, the input could also be text retrieved from a document, a web page or a user-uploaded file that tries to influence the model. The goal is to see whether crafted input causes an unsafe, unintended or policy-bypassing response.
NIST’s adversarial machine-learning materials discuss prompt injection and the limits of defenses. Prompting is an attack or evaluation method; it is not an assurance category. Results describe what happened for the prompts, model version, configuration and controls that were tested. They do not, by themselves, describe every risk in the surrounding product.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow it relates to red-teaming
Red-teaming is an adversarial evaluation activity in which testers actively search for vulnerabilities and failure modes. Adversarial prompts are often the main instrument for a language-model red team, but a red team may also inspect permissions, manipulate files, test tool calls, probe rate limits, or chain actions through the application. NIST’s ARIA framework places red-teaming alongside model and user testing rather than treating it as a synonym for safety testing.
The difference at a glance
| Axis | AI safety testing | Adversarial prompting |
|---|---|---|
| Scope | An evaluation plan for a model or deployed AI system, potentially covering several scenarios and testing levels | A specific input-based technique or family of techniques |
| Main question | How does the system perform against defined risks in the contexts where it will be used? | Can crafted prompts cause an unsafe, unintended or policy-bypassing response? |
| Typical evidence | Results from test cases, system behavior, controls, and possibly user or field evaluation | Responses to an adversarial prompt set under specified conditions |
| What it can miss | Risks outside the selected scenarios, system boundary or deployment context | Failures that do not require the tested prompt style, plus tool, data, operational and human factors |
| How to use the result | Support a scoped risk decision, remediation plan and release or monitoring decision | Identify a weakness to reproduce, fix and retest; do not treat a pass as proof of overall safety |
This distinction is an editorial synthesis of NIST’s separation between broader evaluation levels and adversarial methods. The terms overlap in practice, but they answer different questions.
Why a prompt-only test is not enough
The model is only one part of the system
A standalone prompt test usually exercises a model through one interface. A production application may prepend hidden instructions, retrieve private documents, call external tools, store conversation history and apply post-processing. Each component can change the risk. For example, a model that refuses to reveal a secret may still disclose it when a retrieval connector places the secret in context, or when an agent is allowed to call a broadly privileged database tool.

Define the system boundary before testing. Record the model identifier, system and developer instructions, retrieval configuration, tool permissions, filters, user role, data set, locale and interface. If any of these differ between the test and production, the result applies only to the tested configuration.

Deployment conditions change behavior
Safety behavior can vary with temperature, sampling settings, context length, conversation history, rate limits, authentication state and surrounding application logic. A prompt that fails in a short laboratory conversation may succeed after a long context, a language switch or a multi-step tool call. Conversely, a vulnerability found in an early build may be closed by a later model or policy update.
NIST’s ARIA materials use multiple testing levels to illustrate why system context matters. Model-level results are useful, but they do not replace application-level and user or field evaluation when the deployment adds meaningful capabilities or exposure.
Defenses reduce risk; they do not create immunity
NIST’s Evaluating Generative AI Technologies program materials and its AI 100-2 E2023, Adversarial Machine Learning: A Taxonomy and Terminology of Attacks and Mitigations (January 2024) emphasize that prompt-injection defenses provide a measure of protection, not full immunity to every attacker technique. A blocked prompt is evidence about that input and configuration. It is not evidence that all equivalent requests, indirect injections or future attack variants will fail.
How to build a complete safety-testing program
1. Define the intended use and threat model
Start with the decisions the system supports and the people who may be affected. List authorized users, prohibited uses, high-impact actions, data types, connected tools and failure consequences. Separate model risks from application and operational risks. A customer-support assistant may need tests for personal-data disclosure and unauthorized account changes; a coding agent may need tests for destructive commands, secret exposure and unsafe dependency changes.

2. Choose measurable evaluation questions
Turn each risk into a question with an observable outcome. Examples include: Does the assistant refuse a disallowed request while offering a safe alternative? Does it keep one tenant’s records separate from another’s? Does an agent request confirmation before an irreversible action? Can a user recover when the model is uncertain? Define severity levels and an escalation path before running tests so that a dramatic but low-impact response is not confused with a critical control failure.

3. Run model and application test suites
Model testing can use fixed cases, curated harmful-content sets, factuality checks, bias probes and robustness tests. Application testing should exercise authentication, authorization, retrieval, tool calls, logging, rate limits, error handling and user-visible warnings. Include normal use as well as misuse: safety is not only the ability to refuse, but also the ability to complete legitimate tasks reliably without creating new hazards.
4. Add adversarial red-teaming
Use skilled testers to explore beyond predictable test cases. Give them clear rules of engagement, test accounts, data-handling requirements and a way to report evidence. Encourage multi-turn attacks, indirect prompt injection, role confusion, encoding tricks, multilingual inputs and combinations of individually benign actions. For tool-using systems, test whether the model can be induced to select an unauthorized tool, alter parameters or skip a required confirmation.
5. Test with representative users and field conditions
User testing reveals problems that experts may not anticipate: confusing refusals, overconfident answers, accessibility barriers, unsafe workarounds and workflow incentives that lead people to bypass controls. Field testing or a monitored pilot can expose latency, traffic spikes, integration failures and unusual data distributions. NIST’s ARIA planning guidance treats user testing as a distinct source of evidence, not as an optional substitute for red-teaming.
6. Record versioned evidence
For every finding, preserve the model and application versions, prompt or input, conversation history, system configuration, user role, timestamp, region, output, tool traces and evaluator judgment. Mark whether the result is reproducible and whether it affects confidentiality, integrity, availability, safety or fairness. Retest after remediation using the original case and a set of nearby variants; a fix that blocks one exact string may not address the underlying weakness.
7. Monitor and update after release
Release testing is a snapshot. Monitor refusal rates, abuse reports, anomalous tool calls, privacy incidents, drift in user inputs and changes in connected data. NIST’s June 9, 2026 discussion of a continuous-monitor-and-update security model highlights why AI security cannot rely on a one-time certification. Define thresholds that trigger investigation, rollback, tighter permissions or a new red-team exercise.
How to run an adversarial-prompting exercise
A focused prompt exercise is valuable when its limits are explicit. The following workflow keeps the result reproducible and useful.

- Freeze the test configuration. Record the model or endpoint version, system instructions, safety settings, sampling parameters, tools, retrieval sources and account permissions.
- Set the objective. Choose one or more failure classes, such as instruction override, sensitive-data extraction, harmful advice, indirect prompt injection or unauthorized tool use.
- Create a diverse prompt corpus. Include direct requests, multi-turn conversations, role-play, obfuscation, multilingual variants, long-context placement and content inserted through documents or web pages when those paths exist in the product.
- Define pass and fail criteria. Specify what counts as a harmful completion, a partial disclosure, an unsafe tool action, an excessive refusal or an acceptable safe completion. Include the expected user-facing behavior.
- Run repeated trials where randomness matters. Keep the number of attempts and sampling conditions fixed, and report them. A single response is not a rate; do not generalize it into a percentage for other versions or deployments.
- Capture full evidence. Save prompts, outputs, hidden configuration where authorized, tool traces, timestamps and evaluator notes. Redact real personal or secret data from reports.
- Reproduce and triage. Confirm the behavior, assess impact and likelihood in the intended deployment, and assign an owner. Distinguish a model weakness from an application permission error or a documentation problem.
- Remediate and retest. Apply the narrowest effective fix—such as instruction changes, input isolation, least-privilege tools, confirmation gates or monitoring—then rerun the original attack and related variants.
Prompt categories worth covering
- Instruction hierarchy attacks: attempts to replace or reinterpret system and developer rules.
- Indirect injection: hostile instructions hidden in retrieved text, files, web content or other data the model is asked to summarize.
- Context and memory attacks: prompts designed to exploit prior turns, persistent memory or cross-user state.
- Data-extraction attempts: requests for secrets, training-data fragments, system prompts or another user’s records.
- Tool and agent manipulation: requests that alter parameters, skip approvals or chain low-risk actions into a harmful outcome.
- Evasion and transformation: encoding, translation, fictional framing or decomposition intended to bypass a policy filter.
How to interpret findings without overclaiming
A failure is scoped to its conditions
Report what failed, where and when. “The tested configuration returned a prohibited response for three prompts under these settings” is defensible. “The model is unsafe” is usually too broad unless a much wider evaluation supports that conclusion. Include the tested version and safeguards because later releases may behave differently.
A pass is not a safety certificate
Passing a prompt set means the tested inputs did not produce the defined failure under the tested conditions. It does not show that untested prompts, tools, users, languages or data flows are safe. Treat a pass as one piece of evidence in a larger argument that also includes application tests, user evaluation, governance and monitoring.
Separate policy judgments from technical results
Whether a request is harmful or acceptable can depend on provider policy, local law, professional guidance and cultural context. NIST’s report on pre-deployment testing of Anthropic’s upgraded Claude 3.5 Sonnet, published November 2024, notes that judgments about harmful requests can vary by provider and jurisdiction. Record the policy or rubric used by evaluators instead of presenting a disputed classification as an objective fact.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the Claude 3.5 Sonnet example shows
NIST summarized joint testing by the U.S. and U.K. AI Safety Institutes of an upgraded Claude 3.5 Sonnet. The institutes used jailbreak prompts to probe safeguards, and each reported that the version of safeguards tested could be routinely circumvented in their evaluations. This is a concrete example of adversarial prompting inside a broader evaluation activity.
The result must be read narrowly. It concerns the tested model version, safeguards, prompts and evaluation conditions; it is not a statement about every current version or every deployment. NIST also cautioned that safeguard results alone do not determine a model’s overall risks, and that judgments about harmful requests vary by provider and jurisdiction. A responsible report would therefore preserve the test configuration, reproduce the findings, assess the affected use cases and combine the result with other safety evidence.
A practical decision framework
| If your question is… | Use this first | Then add |
|---|---|---|
| Can this model resist crafted attempts to bypass a refusal? | Adversarial prompting against a fixed, versioned configuration | Nearby variants, multilingual and indirect-injection cases, plus remediation retests |
| Is this customer-facing assistant ready for a limited launch? | Application safety testing covering data, permissions, tools and normal workflows | Red-teaming, representative user testing, monitoring and an incident plan |
| Can an agent safely perform an irreversible action? | End-to-end tests of authorization, confirmation and tool parameters | Adversarial prompts that try to skip controls and field testing with realistic roles |
| Did a model update preserve previous safeguards? | Regression tests using the prior safety corpus | Fresh red-team exploration and monitoring for behavior drift |
| Can we make a broad safety claim? | A documented, risk-based evaluation plan | Evidence from model, red-team and user or field testing; state the remaining limits |
Common mistakes and how to correct them
Calling every jailbreak exercise a safety test
Problem: the label hides what was actually measured. Correction: name the activity precisely—such as “adversarial prompt testing of refusal behavior”—and list the other evaluations still required.

Testing the model while ignoring the application
Problem: tool permissions, retrieval and identity controls can create failures that a model-only test cannot see. Correction: repeat critical cases through the production-like interface with realistic accounts, data and integrations.
Reporting a single spectacular response as a general rate
Problem: one output does not establish frequency or portability. Correction: report the number of trials, sampling conditions, reproducibility and exact version, and avoid extrapolating beyond them.
Assuming a filter equals a complete defense
Problem: attackers can change wording, use indirect inputs or exploit another component. Correction: combine filtering with input isolation, least-privilege tools, confirmation gates, logging, human review and continuous monitoring.
Failing to retest after changes
Problem: a prompt-template, model or policy update can reopen an old weakness or create a new one. Correction: maintain a versioned regression suite and schedule fresh adversarial exploration after material changes.
Bottom line
Adversarial prompting asks whether deliberately crafted inputs can push a model or application into unsafe behavior. AI safety testing asks the larger question: how does the complete system perform against its defined risks across models, controls, users and deployment conditions? Use adversarial prompting as a powerful probe within red-teaming, but base release and governance decisions on a broader, versioned program that combines model testing, red-teaming, user or field evaluation and continuous monitoring.
