Red teaming, monitoring, and interpretability answer different safety questions. Red teaming probes what a system can do when skilled people deliberately push it toward failure. Monitoring watches activity or outputs during operation so risky behavior can be detected or interrupted. Interpretability examines internal representations and mechanisms to understand how behavior is produced. None of the three certifies a model as safe; reliable decisions require a scoped portfolio of tests tied to a specific risk, deployment context, and release or control decision.

The practical choice is therefore not “which method wins?” but “which evidence is missing?” Combine adversarial testing before and after deployment, operational monitoring during use, and internal analysis where model access permits it.

What AI safety evaluation is actually trying to measure

“Safety” is not one measurable property. An evaluation may test a model’s capability, its tendency to produce harmful behavior, the robustness of safeguards under attack, activity in a live environment, or internal features associated with a behavior. A benchmark score can show task performance without revealing whether a model will conceal a dangerous capability. A clean red-team session can miss an attack outside its scope. An interpretable feature can be correlated with a behavior without being its faithful cause.

The UK AI Safety Institute (AISI) describes automated capability tests, expert red-teaming, human-uplift evaluations, and agent evaluations as distinct approaches. Its 9 February 2024 approach calls the field nascent and says its own evaluations are preliminary rather than comprehensive safety assessments.

Red teaming: adversarial testing of behavior and safeguards

What red teaming does

Red teaming puts a system in front of people who are deliberately trying to make it fail. AISI describes using a broad range of domain experts to probe capabilities and break safeguards, with automated assessments helping direct experts toward relevant capability areas or modalities. The UK’s frontier-AI safety guidance frames the exercise from an adversary’s perspective: understand how a system could be compromised or misused, then use that evidence to improve mitigations.

A practical red-team procedure

  1. Define the threat and decision. Specify whether the exercise concerns privacy leakage, cyber misuse, dangerous instructions, fraud, autonomy, discrimination, or another risk, and whether the result informs training, release, access controls, or incident response.
  2. Set the scope and access. Record the model version, system prompt, tools, rate limits, retrieval sources, user permissions, and whether testers can chain interactions or create agents. A result from a text-only interface does not automatically apply to a tool-using deployment.
  3. Assemble relevant expertise. Combine model-security, domain, and abuse-case knowledge. Testers should understand both the harm and the realistic workflow in which it could occur.
  4. Start with automated probes. Task sets and scripted attacks can map obvious weaknesses and identify areas for human investigation; they should not be treated as a substitute for expert creativity.
  5. Run adaptive attacks. Let testers vary wording, context, conversation history, tools, and timing. Record successful and unsuccessful attempts, not just dramatic failures.
  6. Reproduce and triage findings. Separate a one-off output from a repeatable exploit, estimate severity and likelihood, and preserve prompts, outputs, model settings, and environmental conditions.
  7. Retest the mitigation. Apply a fix, then repeat the original attack and nearby variants. A patch that blocks one string may leave the underlying pathway open.
  8. Carry the test into deployment. Re-evaluate after fine-tuning, major tool changes, model updates, and incidents. The guidance recommends evaluation at multiple lifecycle stages, including post-deployment.

What red teaming reveals—and what it cannot prove

  • It can expose jailbreaks, unsafe tool use, hidden assumptions, and interactions between safeguards and realistic user goals.
  • It can reveal failures that static benchmarks miss because testers adapt to the model’s responses.
  • Results depend on tester expertise, time, access, threat model, and test design. A failed attack means “not demonstrated under these conditions,” not “no attack exists.”
  • External evaluation can add independence when feasible, but the UK guidance describes the third-party audit market as nascent. Independence does not remove the need to disclose scope and limitations.

Monitoring: detecting risk while a system operates

What monitoring observes

Monitoring examines prompts, outputs, tool calls, state changes, user actions, or other activity during operation. A monitor may be a rules engine, a classifier, a human review queue, or another AI model. Depending on the design, it can issue an alert, block an action, require approval, limit an affordance, or trigger an investigation.

AISI’s research agenda describes control methods that can include monitoring by other AI models and restrictions on what a system is allowed to do. It also says these controls should be adversarially stress-tested because methods that work for current capabilities may not scale to more capable systems. See the AISI Research Agenda.

Evidence about detection limits

On its 2024 evaluations page, AISI reports a proof-of-concept code experiment in which one model intentionally inserted vulnerabilities and an evaluator model was asked to find them. The evaluator missed the vulnerabilities around half of the time. This is one experiment under its stated conditions—not a general accuracy rate for monitors, deployed products, or current systems. AISI’s conclusion is that monitoring powerful systems may become harder as capabilities increase and that high assurance can require significant investment. The same page states that its evaluations are limited in scope and are not comprehensive safety assessments.

Designing a monitoring control

  1. Define the event to detect. For example, an attempted credential exfiltration, an unsafe tool call, a prohibited output, or a sequence of actions that indicates escalating autonomy.
  2. Choose observable signals. Decide whether the monitor sees raw prompts and outputs, tool arguments, hidden state summaries, timing, user identity, or only a restricted event log. Less visibility can reduce privacy exposure but also reduce detection power.
  3. Set intervention thresholds. A low threshold catches more potential incidents at the cost of false positives and review workload. A high threshold reduces interruption but allows more misses.
  4. Test evasion. Ask red-teamers to paraphrase, split actions across turns, hide intent in data, exploit tool semantics, or induce the monitored model to misreport its own behavior.
  5. Measure misses and false alarms. Keep a labeled set of benign and harmful cases, document uncertainty, and evaluate drift after model, policy, or workload changes.
  6. Provide a response path. An alert without an owner, evidence retention, escalation timing, and rollback authority is not an effective control.

Interpretability: examining internal mechanisms

What interpretability means

UK frontier-AI guidance describes interpretability and explainability as research intended to improve understanding of a system’s inner functioning and to explain its behavior. A 2025 systematic review, Safety by Measurement: A Systematic Literature Review of AI Safety Evaluation Methods, places representation analysis and mechanistic interpretability among internal techniques, alongside behavioral approaches such as scaffolding and red teaming. The review is a preprint synthesis, not an official standard.

Representation analysis looks for concepts or patterns in internal activations. Mechanistic work attempts to identify components, circuits, or information flows that contribute to a behavior. Researchers may use these techniques to investigate a surprising capability, compare a base model with a fine-tuned model, or search for evidence that a safety-relevant process is present.

How an interpretability investigation can proceed

  1. Start with a behavioral phenomenon. Define the output or capability of concern and construct examples that reliably elicit it.
  2. Collect internal traces. Capture activations, attention patterns, or other model states under controlled conditions, subject to the access available for the model and deployment.
  3. Form and test a hypothesis. Identify a representation or mechanism that appears related to the behavior, then intervene—by editing, suppressing, or stimulating it where methodologically appropriate—to see whether behavior changes.
  4. Check generalization. Test different prompts, domains, languages, tasks, and model states. A feature found in one narrow dataset may not explain the broader behavior.
  5. Connect the finding to a control. Use the result to choose additional behavioral tests, constrain a feature, improve monitoring, or decide that the evidence is too uncertain for a deployment claim.

Why interpretability is not a safety certificate

  • An explanation may be correlational, incomplete, or unfaithful to the causal process that produced an output.
  • Important behavior can be distributed across many components, while a visible feature may be incidental.
  • The sources do not establish a broadly accepted interpretability metric that certifies a system as safe.
  • The 2025 review highlights difficulties such as proving the absence of capabilities and possible sandbagging—behavior that conceals a capability during evaluation.

Lifecycle and independent evaluation guidance

The UK guidance recommends examining multiple risk sources across training, fine-tuning, release, deployment, and post-deployment operation. It also recommends independent evaluation where feasible and warns that accepted methods do not yet exist for many properties; reliability and predictive value can remain unclear. This means an evaluation plan should state exactly what was tested, what was not tested, and how the result changes a decision.

NIST ARIA’s three-level design

NIST’s Assessing Risks and Impacts of AI (ARIA) program is organized around model testing, red teaming, and field testing. It aims to measure contextual and technical robustness beyond ordinary accuracy or performance scores. The 2025 pilot report, NIST AI 700-2 (DOI 10.6028/NIST.AI.700-2), involved five organizations and seven AI applications. It used three scenarios—TV Spoilers, Meal Planner, and Pathfinder—across the three testing levels. Those figures describe that pilot; they do not establish a universal standard or minimum test set.

A decision framework for building an evaluation portfolio

  1. Describe the deployment. Record users, tools, autonomy, data sensitivity, affected people, geography, and the consequences of failure.
  2. Map risks to observable properties. Separate capability, propensity, control robustness, operational activity, and internal mechanisms. Do not use a capability score as a proxy for all five.
  3. Run broad capability tests. Use automated and expert-designed tasks to identify where deeper investigation is needed.
  4. Red-team the highest-consequence pathways. Include adaptive attacks, realistic tools, and testers with relevant domain knowledge.
  5. Design monitoring for residual risk. Specify what the monitor can see, its intervention authority, expected false-positive workload, and how evasion will be tested.
  6. Use interpretability selectively. Apply internal analysis when a mechanism-level question matters and the required model access is available; treat findings as hypotheses requiring behavioral validation.
  7. Field-test before scaling. A pilot can expose workflow, human-factors, and distribution-shift failures that laboratory tests miss.
  8. Set release gates and retest triggers. Define severity thresholds, required mitigations, owners, evidence retention, and the changes that force a new evaluation.
  9. Publish scope and uncertainty. Report model version, test environment, sample construction, evaluator independence, known blind spots, and whether results are preliminary.

Can any evaluation prove that an AI system is safe?

No. AISI states: “Safety testing and evaluation of advanced AI (artificial intelligence) is a nascent science, with virtually no established standards of best practice.” It also says its evaluations are not comprehensive assessments and that the goal is not to designate any system as “safe.”

A defensible conclusion is narrower: a specified risk was or was not observed under specified conditions, with a stated level of confidence and known limitations. Safety decisions then combine that evidence with technical controls, access restrictions, human oversight, incident readiness, and ongoing monitoring. As capabilities, tools, users, or operating environments change, the evidence must be revisited.

What a high-quality evaluation report should contain

  • System identity, version, configuration, tools, prompts, and dates.
  • Risk taxonomy and the concrete decision the evaluation supports.
  • Evaluator qualifications, independence, incentives, and access.
  • Sampling strategy, task construction, attack budget, and stopping rules.
  • Success criteria, severity definitions, uncertainty, misses, and false positives.
  • Reproducible examples of important failures, including environmental conditions.
  • Mitigations applied, retest results, residual risk, and explicit out-of-scope areas.
  • Triggers for repeating tests after model, policy, tool, user, or deployment changes.

This level of reporting prevents a benchmark, a red-team exercise, a monitor’s alert rate, or an interpretability visualization from being mistaken for a universal safety claim.
