There is no universal winner. AI-assisted surveys can collect and process pavement data much faster and, in some studies, at substantially lower cost. Manual inspections can remain stronger where local judgment, unusual defects, or established quality controls matter. The defensible choice depends on the same distress definitions, reference sections, validation rules, network, reporting format, and quality-assurance effort being applied to both methods.

What the two approaches actually include

“AI survey” can describe several different workflows, so comparisons often become misleading before accuracy or price is discussed. Separate the work into three stages:

  • Collection: a person walks or drives the network, or a vehicle records images, laser measurements, inertial data, or other sensor readings.
  • Analysis: inspectors classify distress manually, software calculates measurements, or a machine-learning model identifies and grades defects.
  • Quality assurance and delivery: staff review results, resolve disagreements, calibrate equipment, produce maps and reports, and load data into a pavement-management system.

An automated vehicle with no machine-learning analysis is not the same as an AI-assisted workflow. Conversely, an AI model does not remove the need for field collection, reference data, human review, or a usable output format. A fair comparison prices and evaluates the complete workflow, not just the camera, vehicle, or algorithm.

Why pavement surveys matter to an agency

Condition data determines when roads receive preventive maintenance, rehabilitation, or reconstruction. It feeds budget forecasts and pavement-performance models, helps agencies prioritize limited funds, and provides a baseline for judging whether treatments worked. An apparently small classification error can therefore change a multi-year maintenance program.

Agencies normally record several dimensions of condition rather than one “road score.” Depending on the specification, these can include cracking, rutting, roughness, potholes, patching, edge defects, surface failures, and the extent and severity of each distress. The useful question is not whether a model produces a visually convincing result; it is whether the delivered measurements support the decisions the agency must make.

Accuracy: compare each distress and severity level

Why a single accuracy percentage is inadequate

Accuracy can mean different things: agreement with a reference inspection, precision of a measured value, repeatability when the same section is surveyed again, or the ability to detect a defect at the required spatial resolution. A system may estimate roughness well while missing narrow cracks, or identify cracks consistently while assigning the wrong severity. Report results separately by distress type and severity category.

The comparison should use the same reference sections, distress definitions, operating conditions, and acceptance thresholds. Record how disagreements are counted, whether borderline cases are adjudicated by an expert, and whether the output is compatible with the agency’s existing pavement-management database.

What agency evidence says about AI quality

The 2024 National Academies synthesis AI Applications for Automatic Pavement Condition Evaluation reports perceived benefits and continuing concerns among US state departments of transportation (DOTs). Of 43 DOT respondents, 14 (33%) identified objectivity as a benefit, 13 (30%) cited accuracy, 13 (30%) cited increased productivity, and 7 (16%) cited cost savings. Six respondents (14%) identified accuracy, precision, and repeatability as challenges. These are survey responses about agency experience and opinion, not a controlled test of every AI system against every manual program.

The same synthesis reports that only 8 of 43 respondents (19%) were using AI to analyze automated pavement-condition survey results. Many agencies were unsure how particular models had been developed, trained, or evaluated. Its practical warning is direct: “AI model selection (or development), training, and validation are needed to improve and validate the analysis results.”

A historical example of metric-specific performance

An Iowa DOT evaluation of the PASCO road-survey system, published by the Federal Highway Administration in March 1987, illustrates why one correlation cannot stand for overall accuracy. Across seven highway, county-road, city-street, and shoulder sections, the report recorded roughness correlations of 0.93 for tracking-wheel measurement and 0.84 for laser measurement. It reported a 0.61 correlation for rut depth and 0.32 for cracking, attributing the lower values to PASCO’s more comprehensive measurement techniques. PASCO was an older, system-specific technology; these figures are historical evidence, not a rating of current AI.

Build a validation protocol before buying

  1. Define the inventory: list every distress, severity band, extent measure, and spatial unit that the delivered data must contain.
  2. Select reference sections: include representative road classes, surface types, lighting and weather conditions, traffic levels, and rare but consequential defects.
  3. Create an adjudicated baseline: have qualified inspectors independently assess the sections, then resolve disagreements under a written rule.
  4. Run both methods under comparable conditions: use the same network, survey window, direction of travel, and exclusion rules where practical.
  5. Report more than an aggregate score: publish precision, accuracy, repeatability, false positives, missed defects, severity disagreement, and measurement resolution by distress.
  6. Test repeat surveys: repeat a sample in the same season and, where relevant, under different light, moisture, or traffic conditions.
  7. Check operational output: verify that maps, segment identifiers, severity codes, and file formats import correctly into the pavement-management system.

Cost and time: what the published numbers really mean

The Bandung result

A Jurnal Pensil study of 164 km of urban roads in Bandung City, Indonesia, compared a manual survey with a semi-automated machine-learning method. The authors reported that the semi-automated method cost 27.77% of the manual method’s cost, described as 72.23% cost efficiency. They also reported completion in 3.66% of the manual method’s time, or 96.34% time efficiency.

Those figures belong to that 164 km network, its road conditions, its semi-automated workflow, its labor and equipment assumptions, and its study definition of completion. They are not a guaranteed price or saving for another country, road class, procurement model, quality-control requirement, or reporting specification. Ask whether the study’s “time” includes processing, human review, correction, and final data delivery before comparing it with a local schedule.

A historical cost reference

The 1987 PASCO evaluation estimated a cost of $125–$150 or less per two-lane mile, depending on survey mileage. This is a historical nominal estimate for a particular system and Iowa DOT procedure. It should not be used as a current AI or manual-survey quote. It does demonstrate that mileage, equipment method, and survey scale affect unit cost.

Use a total-cost model

Cost element Questions for both methods
Field collection How many crews, vehicles, survey days, traffic controls, and lane closures are required?
Sensors and equipment Are cameras, lasers, positioning systems, calibration, maintenance, storage, and replacement included?
Processing Are model execution, cloud or local computing, software licenses, and data transfer priced?
Human review Who checks uncertain detections, unusual defects, and out-of-range measurements?
Calibration and validation What reference surveys, retesting, and model updates are required?
Data delivery Are segmentation, GIS layers, photographs, dashboards, and pavement-management imports included?
Quality assurance What sampling rate, acceptance test, correction cycle, and audit trail are required?
Lifecycle cost What recurring costs arise for re-surveys, retraining, hardware refreshes, storage, and support?

Coverage: more than kilometres per day

Geographic and operational reach

An automated vehicle may traverse a large network quickly, but useful coverage also depends on whether it can operate safely and consistently on narrow roads, poor surfaces, heavy-traffic corridors, unpaved links, bridges, tunnels, and roads affected by weather or parked vehicles. Manual crews may reach locations that a survey vehicle cannot, while a vehicle can repeat long routes more frequently with less exposure to traffic.

England’s policy example

England’s Department for Transport (DfT) provides a useful example of the coverage and comparability trade-off, but its policy is not a global rule. Local authorities must submit road-condition data annually for national monitoring. Earlier guidance prescribed SCANNER survey vehicles, while the DfT’s review records support for SCANNER’s reliability and consistency alongside interest in alternative technologies for particular needs, including survey speed and the area inspected at one time.

The DfT also records requests to include unclassified roads and to collect more information about footways and bridges. These examples show why a coverage claim should identify road classes and asset types, not just total distance. In a position paper updated 28 May 2025, after publication of a new data standard on 23 May 2025, the department stated: “Local highway authorities will have flexibility to choose whichever surveying technology best supports their asset management strategy, providing the technology aligns to this new data standard.”

Comparability over time and between authorities

A method that surveys 100% of a network once may be less useful than one that surveys a smaller but strategically selected network every year with stable definitions. Changes in camera placement, sensor calibration, model version, segmentation, weather, or severity thresholds can create apparent deterioration or improvement that is really a measurement change.

  • Keep road identifiers, segmentation rules, distress definitions, and severity thresholds stable.
  • Record equipment, firmware, model version, calibration date, weather, and survey direction.
  • Maintain a permanent set of reference sections for trend checks.
  • Flag breaks in the time series when a method or specification changes.
  • Confirm that outputs meet the jurisdiction’s required data standard before relying on them for national reporting.

Manual inspection: where it remains valuable

Manual inspection provides contextual judgment that is difficult to encode completely. Inspectors can distinguish a surface blemish from structural failure, investigate drainage or construction causes, document hazards outside the sensor field, and explain why a defect matters at a particular location. It is also useful for adjudicating uncertain AI detections and building high-quality reference labels.

Manual work has limits: results can vary between inspectors, fatigue can reduce consistency, traffic exposure can constrain productivity, and large networks may be expensive to revisit frequently. A written protocol, inspector training, calibration exercises, paired reviews, and repeat checks reduce—but do not eliminate—those sources of variation.

AI-assisted surveys: where they help and where they fail

Potential advantages

  • Rapid collection over long routes, enabling more frequent network updates.
  • Consistent application of coded rules once the model and thresholds are validated.
  • Digital images and sensor traces that support later review and auditing.
  • Lower exposure of field staff to traffic when collection is vehicle-based.
  • Ability to triage sections for detailed manual investigation.

Common failure modes

  • Cracks hidden by shadows, standing water, dirt, lane markings, or poor image resolution.
  • False detections caused by repairs, tar strips, shadows, utility cuts, or surface texture.
  • Severity misclassification when local materials or distress patterns differ from training data.
  • Positioning errors that place a defect in the wrong segment or lane.
  • Model drift after cameras, lighting, road materials, or software versions change.
  • Confident-looking scores that cannot be traced to reference observations or an audit trail.

Use human review thresholds for low-confidence or high-consequence cases. Keep original imagery and sensor records so a disputed result can be inspected rather than silently overwritten.

A decision framework for procurement

Score each option against the agency’s actual decision, not a vendor’s headline metric.

When a hybrid program is sensible

A hybrid design uses automated collection and AI analysis for broad screening, then applies trained inspectors to reference sections, low-confidence detections, safety-critical defects, and treatment candidates. It can preserve the productivity benefits of automation while keeping human judgment where an error would materially affect safety or budget. The hybrid plan still needs a written sampling rate and escalation rule; “human in the loop” is not a quality standard by itself.

How to run a defensible pilot

  1. Choose a representative pilot network: include each road class, surface type, expected distress, and difficult operating condition.
  2. Freeze the specification: define segment length, distress taxonomy, severity, required imagery, coordinate system, and delivery format before collection.
  3. Establish the reference: conduct independent manual inspections and adjudication before reviewing automated results.
  4. Measure the full workflow: time and cost the vehicle, crew, processing, human review, corrections, integration, and reporting.
  5. Test repeatability: repeat selected routes and compare both methods with the reference sections.
  6. Assess coverage gaps: document roads or assets excluded by access, weather, speed, image quality, or sensor limitations.
  7. Set acceptance gates: define which errors require re-survey, manual correction, or rejection of the dataset.
  8. Decide on scale-up: expand only if accuracy, coverage, delivery time, and total cost meet the agency’s stated thresholds.

Bottom line for agencies

AI road surveys can be faster and cheaper in a particular implementation, and the Bandung study demonstrates how large the difference can be under its stated conditions. But no cited source establishes a universal percentage advantage in accuracy, cost, speed, or coverage. The National Academies evidence shows real agency interest alongside limited adoption and unresolved validation concerns. England’s policy experience shows that flexibility in technology must be balanced with consistent data standards.

Choose the method that produces trustworthy, comparable, decision-ready data for the network you actually manage. Require distress-level validation, full-workflow costing, explicit coverage boundaries, repeatability tests, and a human-review path before treating an AI result as a maintenance or budget fact.
