AI red teaming tests whether a model or AI workflow can be manipulated into unsafe, unauthorized, or misleading behavior. Penetration testing tests whether an attacker can exploit technical weaknesses in the application, infrastructure, identity, or network that support it. An AI product usually needs both: red teaming for model and agent behavior, and penetration testing for the conventional security controls around that behavior.
The difference in one sentence
The two exercises share an adversarial mindset, but they answer different questions. AI red teaming asks, “Can someone induce the AI to produce harmful output, reveal information, or take an action outside the user’s authority?” A penetration test asks, “Can an attacker bypass technical controls and gain unauthorized access, alter data, or affect system availability?”
That distinction matters because an AI system can pass a conventional penetration test while still following a malicious instruction hidden in a retrieved document. It can also resist jailbreaks yet expose an API, storage bucket, identity role, or administrative interface through an ordinary software vulnerability. Testing only one layer leaves the other uncertainty unresolved.

What AI red teaming means
NIST defines AI red teaming as “a structured testing effort, often adopting adversarial methods, to find flaws and vulnerabilities in an AI system, including unforeseen or undesirable system behaviors or potential risks associated with the misuse of the system.” NIST’s AI glossary also describes controlled testing performed in collaboration with the developers. The target is therefore broader than a model’s weights: it can include prompts, retrieved context, memory, tools, permissions, policies, user interfaces, and the way the system behaves at runtime.

An AI red team creates realistic misuse and abuse scenarios, then records whether the system follows its intended safety, privacy, and authorization boundaries. Testers may use handcrafted attacks, automated prompt mutation, role-play, multilingual inputs, long-context tricks, poisoned documents, or sequences that gradually steer an agent away from the user’s goal. The important evidence is not simply that a strange answer occurred; it is a reproducible path showing the input, context, output, tool calls, policy decision, and resulting impact.
Model and policy behavior
Testers probe whether the model follows safety rules consistently across direct questions, indirect requests, encoded text, multiple languages, long conversations, and conflicting instructions. A system that refuses a harmful request in a short chat but complies after a long role-play sequence has a behavior weakness even if its surrounding server is fully patched.
Prompt injection and jailbreaks
Prompt injection attempts to make the model treat attacker-controlled text as a higher-priority instruction. Direct attacks appear in the user’s message. Indirect attacks hide instructions in a web page, email, uploaded file, retrieved passage, calendar entry, or tool result. Red teaming checks whether the system can distinguish trusted instructions from untrusted content and whether a successful injection causes a meaningful action rather than merely an odd sentence.
Information disclosure
Tests look for leakage of secrets and personal or confidential material from the user’s prompt, conversation memory, system instructions, retrieval index, training data, logs, or other tenants. A useful test varies the account, role, conversation history, and retrieval query to determine whether isolation holds. The report should identify exactly what was exposed, which boundary failed, and whether the disclosure was repeatable.

Improper output handling
Model output becomes a security issue when another component interprets it as code or a command. Red teams therefore place payloads in outputs destined for browsers, shells, SQL engines, templates, markup renderers, APIs, or downstream automation. They verify whether the application treats generated text as untrusted data, applies the right encoding and validation, and blocks dangerous actions before execution.
Excessive agency
An agent can be safe in conversation yet dangerous when it has tools. Tests ask whether an injected or ambiguous instruction can make it send an email, expose a file, change a record, approve a transaction, create an account, or call a high-cost service without the user’s authority. Scope, confirmation prompts, least-privilege credentials, destination allow-lists, and rollback controls are all part of the test surface.
System-prompt leakage and false trust in prompts
Red teams attempt to extract hidden instructions and determine whether those instructions contain secrets or are being used as if they were access controls. A system prompt can guide behavior, but it cannot replace server-side authorization. If removing or revealing a prompt grants access to a protected operation, the implementation—not merely the wording—needs correction.

Retrieval, vector, and embedding weaknesses
Retrieval-augmented systems introduce data and tenancy risks. Test cases can poison an indexed document, manipulate ranking, insert instructions into content, or query across tenant boundaries. The engagement checks document provenance, indexing permissions, filtering, metadata enforcement, re-ranking, and whether retrieved text can trigger tools or override policy.

Unbounded consumption
Attackers may submit token floods, create recursive agent loops, force repeated retrieval, or induce expensive tool calls. These scenarios can cause denial of service, runaway cloud spending, queue exhaustion, or degraded service for other users. Rate limits, token budgets, recursion limits, timeouts, circuit breakers, and per-user cost controls should be exercised rather than assumed to work.
Broader adversarial-ML coverage
NIST AI 100-2e2025 organizes adversarial machine-learning threats into evasion, poisoning, privacy, and misuse categories across predictive and generative systems and multiple data modalities. MITRE ATLAS provides a living, ATT&CK-style catalogue based on observed attacks and realistic demonstrations. The ATLAS page accessed in 2026 displayed 16 tactics, 208 techniques, 40 mitigations, and 73 case studies; those counts are live-resource values and can change.
What penetration testing means
NIST SP 800-115 defines penetration testing as security testing in which assessors mimic real-world attacks to identify ways to circumvent the security features of an application, system, or network. Unlike a purely automated vulnerability scan, a penetration test validates exploitability and combines weaknesses to show a realistic attack path.

Typical findings
- Exposed services, forgotten interfaces, weak TLS or network controls, and cloud resources reachable from the wrong trust zone.
- Authentication failures such as weak recovery flows, token validation errors, session fixation, or missing multi-factor enforcement where required.
- Authorization defects, including horizontal access between users or tenants and vertical access to administrative functions.
- Injection and unsafe input handling in web pages, APIs, databases, templates, command interpreters, or file-processing paths.
- Vulnerable dependencies, insecure configurations, exposed secrets, excessive identity permissions, and inadequate network segmentation.
- Privilege-escalation chains that combine two or more minor weaknesses into access to sensitive data or administrative actions.
- Insufficient detection or response coverage when the agreed engagement includes a controlled assessment of defensive monitoring.
A penetration test can reveal that an AI endpoint accepts another customer’s token, that a service account can read every tenant’s documents, or that a tool API lacks authorization. It generally does not establish whether the model will follow a malicious instruction, reveal its hidden prompt, or produce unsafe advice unless those behaviors are explicitly included in the scope and tested as application functions.

Which test finds which problem?
| Reader’s concern | Primary test | Why |
|---|---|---|
| Can a document or web page inject instructions into an agent? | AI red team | The question is whether the model and workflow distinguish untrusted content from instructions. |
| Can one customer read another customer’s vector-store records? | Both, in sequence | Red teaming can probe retrieval behavior; penetration testing validates tenant authorization and database controls. |
| Can an attacker bypass API authentication? | Penetration test | This is a conventional identity and access-control question. |
| Will the model reveal confidential context or its hidden instructions? | AI red team | The finding depends on model behavior, context assembly, and policy enforcement. |
| Can generated HTML or SQL execute in a browser or database? | Both | Red teaming supplies adversarial model output; penetration testing validates the surrounding input handling and execution boundary. |
| Can an agent send money or modify records without approval? | Both | Red teaming tests inducement and confirmation behavior; penetration testing tests credentials, authorization, and tool endpoints. |
| Can a request cause runaway tokens or repeated paid tool calls? | AI red team | The failure is an AI-specific consumption and orchestration behavior, although infrastructure limits still need conventional testing. |
How an AI red-team engagement works
- Define the system and abuse cases. Inventory models, prompts, retrieval sources, memory, tools, users, data classes, permissions, and external effects. State what testers may and may not access.
- Set safety controls. Use test tenants, synthetic secrets, non-production tools, spend limits, rate limits, kill switches, human approval for consequential actions, and logging that captures prompts and tool traces without creating a new privacy problem.
- Build a test matrix. Include direct and indirect prompt injection, jailbreaks, data-exfiltration attempts, system-prompt extraction, unsafe output handling, retrieval poisoning, cross-tenant queries, excessive agency, multilingual and multimodal inputs, and unbounded consumption.
- Run reproducible attacks. Record the exact prompt, conversation state, retrieved passages, model and configuration version, tool permissions, output, latency, and side effects. Repeat promising cases to separate a one-off anomaly from a reliable exploit.
- Rate impact and control failure. Describe the affected asset or user, required access, likelihood of reproduction, scale, business consequence, and the missing safeguard. A persuasive report explains the causal chain, not just the final text.
- Remediate and retest. Fix the responsible layer—such as retrieval filtering, authorization, output encoding, tool scope, confirmation logic, rate limits, or model policy—and rerun the original case plus nearby variants.
OWASP’s generative-AI testing guidance separates model evaluation, implementation testing, infrastructure assessment, and runtime behavior analysis. That structure prevents a team from treating a model benchmark as proof that the complete AI application is safe.
How a penetration test works
- Planning. Establish written authorization, goals, in-scope assets, excluded systems, test windows, source IPs, emergency contacts, data-handling rules, and limits on destructive actions. Production testing requires an explicit decision, not an assumption.
- Discovery. Gather approved information, map domains and APIs, identify exposed services, fingerprint technologies, review authentication flows, and scan for likely weaknesses without exceeding the agreed rate or scope.
- Attack and validation. Safely exploit selected findings to prove impact, chain weaknesses where appropriate, test privilege boundaries, and stop before irreversible damage. Use synthetic accounts and data whenever possible.
- Post-exploitation and analysis. Determine what access an attacker would retain, what additional systems or data become reachable, and which control failed first. Remove test artifacts and restore changed settings.
- Reporting and retest. Deliver evidence, affected assets, severity, root cause, remediation priorities, and a retest result that distinguishes fixed, partially fixed, and unresolved findings.
NIST warns that penetration testing is labor-intensive, requires expertise and planning, and can disrupt or damage systems if it is not carefully controlled. A signed rules-of-engagement document and a tested stop procedure are therefore part of the security control, not paperwork added afterward.
What each report should contain
AI red-team report
- System version, model identifier, policy configuration, tools, retrieval sources, and test environment.
- Attack transcript with exact inputs, retrieved context, outputs, tool calls, and observable side effects.
- The violated boundary: confidentiality, integrity, safety policy, user authorization, tenant isolation, availability, or cost control.
- Reproduction rate, prerequisites, affected users or data, potential scale, and confidence in the result.
- Specific owner and fix, such as changing authorization code, isolating retrieval data, constraining a tool, encoding output, or adding a human approval step.
- Regression tests and retest results showing whether the original attack and related variants are blocked.
Penetration-test report
- Scope, dates, authorization, methodology, assumptions, exclusions, and any production-impact limits.
- Asset and endpoint evidence, request and response details, exploit steps, credentials or privileges obtained, and data accessed.
- Severity based on realistic impact and exploitability, including chained attack paths.
- Root cause, remediation guidance, compensating controls, and a retest record.
- A separate executive view that identifies the highest-risk paths without hiding technical evidence needed by engineers.
When to choose one test or both
Choose AI red teaming first when:
- The main uncertainty is prompt injection, jailbreak resistance, unsafe advice, data leakage through context, or policy inconsistency.
- The product uses retrieval, memory, autonomous planning, multimodal input, or tools that can affect external systems.
- Product and safety teams need evidence about misuse scenarios that ordinary vulnerability scanners cannot model.
Choose penetration testing first when:
- The system has never had an authorized assessment of its public attack surface, APIs, identity, cloud configuration, or network segmentation.
- You suspect broken access control, exposed services, vulnerable dependencies, insecure secrets, or excessive infrastructure privileges.
- A release changes authentication, authorization, network boundaries, storage, or a high-impact integration.
Run both when:
The threat model crosses the model and infrastructure layers—which is common for an AI-enabled product. A practical sequence is to red-team the model and workflow, then use the resulting attack paths to inform a penetration test of the API, identity, network, storage, retrieval service, and tool endpoints. The order can be reversed when the infrastructure has an obvious critical exposure, but neither exercise substitutes for the other.

A layered test plan for an AI application
- Map trust boundaries. Draw the path from user input to prompt assembly, retrieval, model inference, output parsing, tool invocation, storage, and external services. Mark every point where untrusted text becomes an instruction or executable data.
- Assign owners. Give model behavior and misuse cases to AI safety or product-security specialists; give code, identity, cloud, and network weaknesses to penetration testers and platform teams. Coordinate evidence so the same chain is not treated as two unrelated bugs.
- Test in a controlled environment. Use synthetic documents and accounts, restricted credentials, non-destructive tools, monitoring, budget ceilings, and an emergency shutdown path. Production exceptions should be documented and approved.
- Correlate findings. For example, an indirect injection may be a red-team finding, while the ability to use the resulting tool call against every tenant is an authorization finding. Fix both links in the chain.
- Retest continuously. Repeat high-risk cases after model updates, prompt changes, retrieval-index changes, new tools, permission changes, and major infrastructure releases. Keep attack transcripts and infrastructure evidence versioned with the release.
Common mistakes and how to avoid them
Calling a vulnerability scan a penetration test
A scanner can identify likely outdated software or misconfiguration, but it does not necessarily prove a usable attack path. Require manual validation, impact evidence, and an explanation of chained weaknesses for findings labeled as penetration-test results.
Testing only the model in a chat window
A standalone chat evaluation misses retrieval poisoning, parser behavior, permissions, tool execution, tenant isolation, logging, and cost controls. Test the deployed workflow with representative context and tools, using safe substitutes for consequential actions.
Using the system prompt as the security boundary
Instructions can be extracted, ignored, or overridden. Enforce authorization in code and at each tool or data service, then use red teaming to verify that the model cannot turn an ambiguous or hostile request into an unauthorized operation.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Allowing uncontrolled testing
Unbounded prompts, real customer data, unrestricted credentials, or live destructive tools can turn an assessment into an incident. Define scope, stop conditions, data handling, contacts, rate limits, and rollback procedures before the first test.
Reporting text without consequences
“The model produced unsafe content” is incomplete. State what input caused it, which policy or control failed, who could trigger it, what data or action was affected, whether it was repeatable, and what change prevents recurrence.
What is and is not established about comparative effectiveness
There is no authoritative single success-rate statistic showing that AI red teaming finds a particular percentage more issues than penetration testing, or vice versa. The tests operate on different targets and produce different evidence, so a single score would be misleading. Evaluate them by coverage of the threat model, quality of reproducible findings, remediation, and successful retesting.
Bottom line for product teams
Use AI red teaming to challenge behavior, misuse resistance, retrieval boundaries, output handling, autonomy, privacy, and consumption controls. Use penetration testing to validate that applications, APIs, identities, networks, hosts, storage, and security controls withstand realistic technical attacks. If an AI system can both generate decisions and reach protected data or tools, plan both assessments under explicit authorization and rules of engagement.
