AI-powered detection is best treated as an augmentation to a traditional security operations capability, not a proven replacement for analysts. In critical infrastructure, the deciding question is whether a narrowly defined AI use case adds trustworthy context or earlier warning without jeopardizing operational technology (OT) safety, availability, or recovery. Current government guidance identifies useful applications, but no directly relevant, controlled study establishes that AI consistently outperforms established security operations across critical-infrastructure environments.
What the comparison actually means
“Traditional security operations” is not synonymous with outdated software. It is the combined function of people, procedures, telemetry, monitoring platforms, investigation, incident response, change control, and recovery. A conventional security operations center (SOC) may use signatures, rules, statistical thresholds, asset inventories, network sensors, endpoint records, identity logs, physical-access events, and analyst judgment. Its effectiveness depends on how well those elements are connected and maintained.
“AI-powered threat detection” describes a function rather than a single product category. Machine-learning models, large-language-model assistants, statistical models, and logic-based automation can classify events, identify anomalies, summarize evidence, hunt for patterns, recommend response actions, or automate assessment workflows. The label does not reveal the model’s data quality, explainability, operating limits, or safety controls. A detector that produces a score or recommendation still has to fit the same investigation, approval, containment, and recovery processes as any other security signal.

For an electric utility, water plant, pipeline, transport operator, or other essential service, IT and OT cannot be evaluated in isolation. OT systems monitor or control physical processes, so a technically correct security action can still create an unsafe state if it interrupts a controller, delays a protection function, overloads a device, or changes a process at the wrong time.

Where AI may add value
The U.S. Department of Energy’s Cybersecurity, Energy Security, Emergency Response (CESER) AI-FORTS program identifies several defensive areas: threat detection, threat hunting, OT/ICS visibility, anomaly detection, incident-response decision support, automated assessment workflows, resilience, and securing AI systems used to operate, control, or defend energy systems. Those are program priorities and development areas, not evidence that every deployment has delivered a measured benefit.
High-volume event triage
A model can group related authentication, network, process, and endpoint events, then present an analyst with a suspected sequence instead of thousands of unrelated records. This is useful only if the grouping preserves the chronology and asset relationships that matter to the process being protected. A concise summary that omits a maintenance window, a safety-system dependency, or a plant operator’s authorized action can be more dangerous than a long raw event list.
Anomaly detection in OT and ICS
Models can establish a baseline for commands, communications, process values, or engineering changes and flag deviations. Baselines must account for startup, shutdown, seasonal demand, emergency operation, scheduled maintenance, controller replacement, and changes in production. An unusual value is not automatically an attack; it may be a legitimate operating condition. OT operators therefore need to validate what the model considers normal and review the consequences of collecting telemetry from fragile or bandwidth-constrained equipment.
Recommended Free Tools
Threat hunting and cross-domain correlation
AI can help search large data sets for weak signals that span enterprise IT, OT/ICS, identity systems, and physical access. A compromised account, a remote connection to an engineering workstation, an unexpected logic change, and a badge event may be individually inconclusive but significant together. The value comes from correlation and investigation, not from the model label alone.
Decision support during an incident
An assistant can organize known facts, map them to procedures, identify missing evidence, or suggest questions for the incident commander. In a safety-sensitive environment, recommendations should remain advisory unless a separately approved control system authorizes an automated action. The operator who understands the process must retain authority over isolation, shutdown, failover, and restoration decisions.
Assessment and resilience workflows
AI may help compare configurations with approved baselines, prioritize vulnerabilities by asset importance, or identify dependencies that affect the ability to operate through a compromise. These uses still require accurate asset inventories, controlled data access, and review of every proposed change. Automation that updates a record or opens a ticket is different from automation that modifies a live controller.

What traditional operations still provide
NIST’s electric-utility situational-awareness practice guide describes enduring requirements that do not disappear when AI is introduced. An organization needs mechanisms to capture, transmit, view, analyze, and store real-time or near-real-time information; correlate individual and related events; detect anomalous conditions; investigate the chain of events; and respond, mitigate, and share findings. The guide presents a standards-based example implementation, not a mandatory regulation or a current product ranking.
Operational context and accountability
Experienced analysts and OT personnel know which assets are safety-critical, which changes are authorized, and which symptoms indicate a process problem rather than malicious activity. They can challenge a model, seek confirmation from a control-room operator, and document why a response was or was not taken. That accountability is essential when a decision can affect public safety or service continuity.
Resilient collection and degraded-mode operation
Traditional controls can be designed to continue when cloud connectivity, a model service, or a data pipeline is unavailable. Local logs, network segmentation, allowlists, manual operating procedures, and out-of-band communications provide fallback options. Any AI design must preserve those capabilities rather than making them dependent on a single model, vendor interface, or high-bandwidth link.
Deterministic controls where predictability matters
Rules and engineering constraints are often easier to test for a narrow condition: prohibit an unauthorized protocol, require approval for a logic download, or alert when a protected workstation communicates with an unapproved zone. Deterministic controls can generate false positives, but their behavior is generally easier to explain, validate, and reproduce than a changing model. They remain useful alongside probabilistic detection.
Side-by-side decision framework
AI and traditional operations should be compared as layers in one operating model, not as mutually exclusive products. The following questions are appropriate for a local evaluation.
| Decision axis | AI-enabled capability to test | Established operations to preserve | Evidence to collect locally |
|---|---|---|---|
| Detection coverage and context | Can models correlate OT/ICS telemetry with enterprise IT, identity, and physical-access signals? | Are those sources inventoried, time-synchronized, retained, and available to investigators? | Representative scenarios showing which relationships the system finds or misses. |
| Alert quality and workload | Does prioritization reduce duplicate investigation without hiding low-frequency, high-impact events? | Do analysts have documented triage rules, escalation paths, and time to investigate? | Locally measured alert dispositions, investigation time, and missed-event review; no universal rate is established by the cited sources. |
| Safety and availability | Can collection, inference, updates, or automated actions affect controllers, networks, latency, or safe states? | Are maintenance windows, isolation procedures, and manual fallbacks tested? | Impact tests in a representative lab or segmented pilot, with OT approval. |
| Explainability and authority | Can the system show the evidence, confidence, and limits behind a recommendation? | Are analysts and operators accountable for approval, containment, and recovery? | Whether an operator can reproduce the reasoning and challenge an alert before action. |
| Data and model assurance | Are training, inference, and output data protected from tampering, leakage, and unauthorized access? | Are collection systems, software, credentials, and logs subject to change control? | Integrity checks, access reviews, drift reports, update records, and rollback tests. |
| Integration and resilience | Does the capability work with legacy protocols, segmented networks, and intermittent connectivity? | Can the SOC operate during model, sensor, or communications failure? | Failover exercises, degraded-mode procedures, and recovery times measured in the target environment. |
| Governance and evidence | Is there a bounded business case, acceptance test, monitoring plan, and owner? | Are existing policies, incident plans, and regulatory obligations mapped to the use case? | Baseline-versus-pilot results and a documented go/no-go decision. |

The guidance organizes its recommendations around four principles:
- Understand the technology and its risks. Identify what the model does, what it cannot do, which data it uses, and how errors appear to operators.
- Assess the specific OT use case. Examine the process consequence of a false negative or false positive, the data and vendor dependencies, and the longer-term integration burden.
- Establish governance and assurance. Assign ownership, define approval thresholds, document changes, and require evidence before expanding scope.
- Embed safety and security practices. Include human oversight, transparency, continuous monitoring, validation, refinement, and incident-response planning.
These principles mean that a detector should normally begin in a read-only or advisory mode. Collection must be engineered so that probes, agents, model updates, and telemetry bursts cannot disrupt a control loop. Automated blocking or isolation belongs behind a separately approved safety analysis, with a tested way to reverse the action.
AI-specific security and assurance risks
NIST notes that AI systems inherit ordinary information-system risks involving confidentiality, integrity, availability, software, hardware, and access control. They also expose additional concerns involving training data, inference data, output data, and the model itself. Identified risk classes include evasion, model extraction, membership inference, availability attacks, and weaknesses across the broader AI attack surface. These are categories to assess, not proof that a particular detector has been compromised.

Data poisoning and drift
If an attacker or faulty sensor changes the data used for baselines or retraining, the model may learn an unsafe normal. Operating conditions also change legitimately. Freeze retraining behind change control, record data provenance, review drift, and require a known-good model or ruleset for rollback.
Evasion and adversarial inputs
An attacker may shape traffic or process values to remain below a detection threshold, exploit blind spots between IT and OT, or craft content that misleads an assistant. Test with realistic edge cases and combine model output with deterministic controls, asset criticality, and operator confirmation.
Confidentiality and model extraction
Industrial telemetry, engineering drawings, credentials, and incident records may be sensitive. Limit what is sent to external services, separate tenants and environments, encrypt data in transit and at rest, and control who can query or export model behavior. Assume that repeated queries could reveal information about the model or its training data.

Availability and dependency failure
A detector that cannot score events during a network partition is not a complete protection strategy. Define local buffering, queue limits, alternate alert paths, and manual procedures. Exercise the system when the model, update server, identity provider, or central SOC is unavailable.

A pilot should answer a specific operational question, such as whether correlation can identify a defined attack sequence earlier or with less duplicate investigation. It should not be framed as a general promise that AI will “replace the SOC.”
- Define a bounded use case. Name the assets, data sources, operating modes, decision owner, and prohibited actions. Start with detection, hunting, or summarization rather than autonomous control.
- Document the current baseline. Record existing coverage, alert volume, investigation steps, response time, missed-event examples, staffing assumptions, and fallback procedures. These are measurements to compare, not industry benchmarks.
- Prepare representative data safely. Use a lab, digital twin, replay, or a tightly segmented observation point where feasible. Include normal operations, maintenance, startup, shutdown, and known incident scenarios.
- Validate with OT operators. Have control-room and engineering personnel label events, identify unsafe recommendations, and confirm whether timestamps, asset names, and process context are correct.
- Keep consequential actions under human approval. Require an accountable person to approve isolation, shutdown, logic changes, credential revocation, or other actions that could affect safety or availability.
- Test failure and fallback. Disconnect the model service, corrupt a data feed, delay telemetry, and simulate a bad recommendation. Verify that analysts can continue with established tools and procedures.
- Measure useful outcomes locally. Track coverage of the selected scenarios, analyst acceptance and rejection, investigation effort, explainability, unsafe recommendations, data-quality failures, and recovery behavior. Do not convert these pilot results into claims about all critical infrastructure.
- Set continuation criteria. Define who can stop the pilot, what evidence permits expansion, how model updates are approved, and when the capability must be rolled back.
Governance, standards, and current status
The NIST AI Risk Management Framework (AI RMF) 1.0 is voluntary and is being revised. NIST released a concept note on April 7, 2026, for a profile addressing trustworthy AI in critical infrastructure. A concept note is not a finalized sector standard or a binding rule; organizations must still determine which laws, regulators, contracts, and safety obligations apply in their country and sector.
NIST Special Publication 800-82 Revision 4 was an initial public draft published September 21, 2026, with a listed comment deadline of November 30, 2026. The draft addresses OT security’s performance, reliability, and safety requirements, expands asset-management and monitoring guidance, and aligns its structure with NIST Cybersecurity Framework 2.0. Because it was still a draft at the stated date, verify its status and final text before treating it as a current reference.
Use these documents as governance inputs, not as evidence that one detection approach is superior. A defensible program connects the chosen use case to asset criticality, safety engineering, change management, privacy and confidentiality controls, incident response, procurement terms, and independent assurance.
Common failure modes and corrections
“The model replaces analysts.”
Why it fails: Models do not own operational risk or understand every process exception. Correction: assign human authority, require explainable evidence, and use AI for bounded assistance until local validation supports a broader role.

“More alerts mean better detection.”
Why it fails: additional signals can increase triage burden and hide important events. Correction: evaluate whether alerts produce actionable context, not merely higher volume.
“An anomaly is an attack.”
Why it fails: OT has legitimate transitions and unusual but safe conditions. Correction: encode operating modes, maintenance calendars, asset criticality, and operator validation.
“The cloud or model service is always available.”
Why it fails: connectivity and dependencies can fail during an incident. Correction: design local buffering, alternate telemetry, manual response, and tested rollback.
“A framework label proves compliance.”
Why it fails: voluntary frameworks and draft publications do not automatically satisfy sector-specific obligations. Correction: map controls to applicable requirements and document evidence.
Questions to ask a provider or internal development team
- Which OT protocols, asset types, and operating modes are supported, and which are out of scope?
- Where is data processed and retained, and can sensitive telemetry be kept within the required jurisdiction?
- What evidence accompanies an alert, and can an analyst reconstruct the event chain?
- How are model updates, retraining, feature changes, and emergency rollbacks approved and recorded?
- What happens when telemetry is delayed, missing, manipulated, or disconnected?
- Can the capability run read-only, and are automated actions separately permissioned?
- How are false positives, false negatives, drift, unsafe recommendations, and analyst overrides reviewed?
- What support exists for incident response, forensic export, and operation through a compromised or degraded environment?
What the evidence establishes—and what it does not
Government programs and guidance establish that AI has plausible, concrete defensive uses and that OT environments require special attention to safety, reliability, availability, human oversight, and assurance. NIST’s situational-awareness work establishes the continuing need to correlate OT, IT, and physical-access events and to support investigation and response.
The reviewed sources do not establish a controlled, head-to-head performance advantage for AI-powered detection over traditional security operations in critical infrastructure. They provide no attributable universal detection rate, false-positive reduction, cost saving, or response-time improvement. Those outcomes must be measured in the specific environment, against a documented baseline, with OT operators involved in acceptance decisions.
