Yes, an AI assistant can cite a page it did not use—or use a page without citing it—and can attach a genuine URL that does not actually support the sentence. Web search and retrieval-augmented generation (RAG) reduce some errors, but they do not guarantee that every claim is entailed by the linked source. Treat each citation as a claim that needs checking, not as proof of accuracy.
What an AI citation does—and does not—prove
A displayed citation can represent several different events. The assistant may have answered from its model memory without fetching the web, retrieved a page as context but omitted it from the answer, cited only a few of the pages it consulted, or generated a plausible statement first and then selected a topically related URL. These are different failure modes, but they look similar to a reader.
The key distinction is between retrieval (a document entered the system’s working context) and attribution (the system showed that document as support for a particular sentence). The Social Science Research Council calls the mismatch between relevant pages read and pages actually cited an “attribution gap.” A citation can therefore be real, resolve successfully, and still fail to entail the claim beside it.

A 2025 Social Science Research Council working paper analyzed approximately 14,000 real-world conversations from LMArena. It reported that 34% of Google Gemini responses and 24% of OpenAI GPT-4o responses were produced without explicitly fetching online content. In the same dataset, Gemini supplied no clickable citation source in 92% of answers.

Those percentages describe the tested conversations, prompts and model versions—not every current product or query. Vendors change routing, browsing defaults and citation interfaces, so the rates should be treated as a dated measurement rather than a permanent property of a brand.

The last two figures come from a 2025 Nature Communications evaluation of medical references. Medical claims are a high-stakes test case; the result should not be generalized as an error rate for every topic.

Why retrieval and RAG do not eliminate bad citations
A typical web-enabled assistant has at least five stages:
- Query interpretation: the system decides what information the question requires.
- Retrieval: a search or index returns candidate pages, papers or snippets.
- Context assembly: selected text, metadata and sometimes page structure are placed in the model’s context window.
- Answer generation: the model writes a response from that context and its learned patterns.
- Citation selection: software or the model chooses URLs to display next to claims.
These stages are connected but not identical. A retrieval system can return a relevant document that is never quoted. Conversely, generation can produce a familiar-sounding statement and citation selection can attach a page that is merely related by topic. Unless the product performs and exposes sentence-level entailment checks, nothing in the pipeline forces the final wording to stay within the source’s scope, date, population or uncertainty.

A Nature study of scientific-literature synthesis found that retrieval generally improved performance and citation coverage compared with non-retrieval systems. It also found fabricated citations remained common in newer systems, and many citations to real papers were not substantiated by the cited abstracts. Retrieval is helpful evidence injection, not a guarantee of faithful quotation.
Document context can introduce another bias. An ACL BlackboxNLP study found that Claude-3 answers changed in response to publication time, source identity and visual appearance when retrieved documents conflicted. A model may therefore be influenced by framing and metadata as well as by the underlying text.

Can an AI invent a reference or miscite a real one?
Yes. Bibliographic hallucination predates modern web search. Studies of ChatGPT-generated references have documented entirely fabricated works as well as errors in authors, titles, dates, journals, page numbers and publishers. Web access can reduce the chance of invention when a system actually retrieves a record, but a plausible citation format is not evidence that the work exists or says what the answer claims.
There are two separate checks: existence (does the URL or publication resolve to the named item?) and support (does the item entail the specific sentence?). Passing the first check does not pass the second.

How to verify an AI citation
Use this workflow whenever a claim matters, and use an independent authoritative source for medical, legal, financial or safety decisions.
- Open the exact URL. Do not rely on a shortened title, citation label or search-result snippet.
- Locate the supporting passage. Use the page’s find function for the relevant term, number or quotation.
- Test entailment. Confirm that the passage states the same fact with the same scope, date, population, conditions and uncertainty. A source saying “may help” does not support “will help.”
- Check provenance. Identify the author, organization, publication date and whether the page is primary evidence, a summary or a repost.
- Cross-check high-stakes claims. Compare the statement with an independent government, professional, academic or regulatory source rather than accepting a second page that copies the first.
- Record the failure precisely. If the page resolves but does not support the sentence, label it an unsupported or misattributed citation. That finding does not automatically make every other sentence in the answer false.
How to compare AI search and research tools
Do not rank systems by the number of links they display. Evaluate the properties that determine whether a reader can audit an answer.

Ask for quotations, page sections and dates when a product supports that format, but still inspect the original page. More retrieved documents or more links can increase noise without improving entailment.
What browsing and RAG can realistically fix
Retrieval can supply current documents, reduce reliance on stale model memory and improve literature synthesis. It cannot by itself prevent a system from selecting the wrong passage, compressing a qualification out of a summary, trusting misleading metadata or inventing a citation when retrieval fails. The practical standard is therefore source-grounded, claim-level verification, not “the answer has links.”
Reported rates are tied to particular datasets, prompts and model versions. When a vendor changes its browsing or citation system, older percentages may no longer describe its behavior; the verification workflow remains necessary.
