AI “nudify” apps use generative AI to turn images of real people into fabricated nude or sexually explicit images or videos. For children, the danger is not limited to whether an image is authentic: being targeted, threatened, harassed or exposed to sexualized imagery can cause real harm and make a child afraid to participate online.
What makes these apps a threat to children?
Nudification tools can sexualize an image of a real person without that person’s consent. The UK Children’s Commissioner has described children’s fears of being targeted by strangers, classmates or friends, and girls told the Commissioner they avoid posting or engaging online because of the risk. Commissioner Dame Rachel de Souza said, “There is no positive reason for these to exist.”
A fabricated image can be used to humiliate, intimidate, bully or pressure a child. It may be shared or threatened with sharing, and a child may not know who has seen it or whether another copy exists. The fact that an image is AI-manipulated does not make the experience harmless. The FBI has described cases involving altered images of actual children, while the Children’s Commissioner has documented children’s fear and reduced participation online.

How widespread is the problem?
The available figures describe different things and should not be combined into a count of affected children. The UK Home Office and Department for Science, Innovation and Technology reported that one dedicated site hosted 276,149 sexual deepfakes in 2023, 96% depicting women. The same departments reported that, among people who contacted the UK’s Report Remove service between January and September 2025, 19% said some or all of their imagery had been manipulated using AI. That is a figure about service reporters, not a population-wide prevalence estimate.

In Australia, the eSafety Commissioner reported nearly 40,000 visits to one unnamed nudification platform during March 2026. Visits are not a count of unique users, victims or images. These figures do not establish how many children are affected overall; a representative cross-country estimate is not established by the cited material.
What can be done—and at which stage?
Responses act at different points in the chain of harm. A safeguard that aims to prevent generation is different from a reporting route that responds after an image has been made or shared. Official sources describe examples of each, but do not establish that one category is more effective than another.

These examples are jurisdiction-specific, and an announced plan is not the same as a law or protection already in force. The cited sources do not establish comparative effectiveness across safeguards, access controls, reporting and enforcement.
What should you do if a child is targeted?
Respond calmly and make clear that the child is not to blame. Focus first on their immediate safety and support, rather than asking them to prove what happened. If there is an immediate threat, coercion, blackmail or danger to the child, contact local emergency services or the appropriate child-protection or law-enforcement authority.

- Listen and reassure. Tell the child you believe them, that they did not cause the abuse, and that you will work through next steps together.
- Do not forward or repost the image. Avoid downloading or circulating suspected sexual images of a child. Keep relevant non-image evidence such as usernames, account names, message text, dates and links where it is safe and lawful to do so.
- Use a reporting route for your location. In the United States, FBI guidance directs reports of suspected CSAM to the NCMEC CyberTipline and FBI IC3. In the United Kingdom, IWF and Childline’s Report Remove are identified routes for image-abuse support. Elsewhere, use the local child-safety authority, police or image-abuse reporting service.
- Report the content to the platform. Use its reporting process and request removal. A report does not guarantee removal or prevent further sharing, so keep a record of the report and any response without redistributing the image.
- Arrange support for the child. Offer a trusted adult, school safeguarding lead, counselor or local child-support service, according to the child’s needs and safety. Do not promise a specific legal or platform outcome.
US FBI/IC3 guidance published in March 2024 says generative AI can create “realistic artwork, images, and videos — including CSAM — from text prompts,” states that AI-generated CSAM is illegal, and directs reports to NCMEC CyberTipline and FBI IC3. Those are US federal guidance and reporting routes, not a statement of law everywhere.

Rules and regulator powers vary by country. In the UK, a government response describes relevant intimate-image offences as taking effect on 31 January 2024 and refers to online-safety duties for in-scope services. That response is dated government material, not a complete current legal guide. Separately, the UK government’s December 2025 strategy announced plans concerning the creation and supply of nudification tools; the announcement alone should not be read as proof that every proposed measure is already in force.

In Australia, the eSafety Commissioner reported in 2026 that it issued a May Direction to Comply under age-restricted material codes that commenced in March 2026. That is a regulator action tied to a particular jurisdiction, code and service context, not a universal rule. For advice about a specific incident, check current local government guidance or contact a qualified local support service.
