AI can change how employers recruit, handle people-related information, and manage work, but it does not have one predictable effect on jobs. The clearest evidence points to tasks being reshaped more often than entire occupations disappearing. For payroll in particular, available evidence here does not establish how much AI reduces errors, saves time, or cuts costs.

How AI is changing HR, payroll, and workforce management

AI is a group of tools, not a single HR system. Depending on the task, it may generate or summarize text, classify information, identify patterns, or help people search large records. The practical question is not simply whether an employer “uses AI,” but which task it assigns to a system, what information the system uses, and who checks the result.

In HR, possible applications include helping staff organize applications, draft routine communications, or find information in policies. In payroll, candidate uses might include classifying employee questions, preparing draft responses, or flagging records for a person to review. These are examples of tasks an organization could consider, not measured evidence that AI is already improving payroll performance. The sources available do not establish payroll-specific error reductions, time savings, or cost savings.

Workforce-management systems can also use data to allocate work, monitor activity, or guide decisions about schedules and performance. Those choices can affect workers’ pace, discretion, skills, and interactions with managers and colleagues—not just administrative efficiency. The International Labour Organization (ILO) cautions that surveillance and restricted worker discretion can damage job quality, while worker participation in design and ongoing feedback can help improve job satisfaction and performance. ILO, 2024

Does AI mean HR jobs will disappear?

No single exposure estimate predicts job losses. The ILO’s 2025 global index estimates that one in four workers is in an occupation with some exposure to generative AI. Its analysis finds that transformation of jobs is the most likely overall effect: most occupations include tasks that still require human input. Exposure means that work could be affected; it does not mean a job will be automated or a worker will be displaced. ILO, 2025

Clerical occupations have the highest exposure in the index. The estimates vary by gender and by country income, but they are occupational exposure estimates—not forecasts of job losses, nor payroll-specific predictions.

ILO estimate What it describes
One in four workers globally Employment in occupations with some generative-AI exposure; not a prediction that one in four workers will lose a job.
3.3% of global employment Employment in the index’s highest exposure category.
4.7% of female employment; 2.4% of male employment Employment in the highest exposure category globally.
9.6% of female employment; 3.5% of male employment Highest-category estimates in high-income countries.
11% in low-income countries; 34% in high-income countries Overall occupational exposure estimates by country-income group.

These figures come from the ILO’s refined 2025 exposure framework, which draws on task-level occupational information, survey inputs from 1,640 people across ISCO-08 major groups, expert discussions, and model predictions. They describe estimated exposure, not observed adoption or employment outcomes. ILO, 2025

For HR teams, the useful implication is to examine how particular tasks may change: which steps become easier to support, which still depend on judgment or context, and what new review work the system creates. An occupation-level exposure number cannot answer those questions for an individual employer.

How AI may affect hiring—and whether it can make hiring fairer

AI can support parts of a hiring workflow, but its presence does not guarantee fairer decisions. A tool may make a cumbersome process faster while also scaling weaknesses in the process or the data used. In a 2026 article, ILO Senior Economist Janine Berg describes this as a “paradox of automation”: technology introduced to address management problems can reproduce or magnify flawed practices. That warning does not establish that every AI hiring tool is discriminatory. ILO, May 15, 2026

Accessibility and discrimination risks deserve attention when employers assess, acquire, and deploy hiring technology. The U.S. Department of Labor’s (DOL) AI & Inclusive Hiring Framework is intended to help employers reduce unintentional discrimination and accessibility barriers. DOL says the framework has ten focus areas and is based on NIST’s AI Risk Management Framework, including its inclusive-hiring practices. It is a practical framework, not evidence that a particular tool is fair or a complete account of applicable law. DOL, September 24, 2024

For an employer evaluating a hiring tool, the practical test is whether it works for the people who will use it and be assessed by it, whether its role in a decision is understandable, and whether errors or barriers can be identified and corrected. A human reviewer should be able to examine the basis for consequential decisions rather than treating a system’s output as self-justifying.

What responsible use looks like for employers

DOL’s 2024 AI Best Practices are a roadmap for employers and developers, not a complete statement of current legal requirements. The agency highlights governance, meaningful human oversight for significant employment decisions, transparency and worker input, protection of worker rights, worker training, and worker-data security. DOL, October 16, 2024

  • Set a clear purpose. Identify the work task the tool is meant to support and what decisions it must not make on its own.
  • Keep meaningful human review for consequential decisions. Review should be capable of changing an outcome, not merely approving a system’s recommendation by default.
  • Check accessibility and disparate impact. Assess who may be excluded or disadvantaged, especially when a system screens, ranks, or assesses applicants or workers.
  • Be transparent and involve workers. Explain where a system is used, what it does, and how its output affects work; create a way for workers to raise concerns and provide feedback.
  • Protect worker data. Limit access and handle employee information with appropriate security and care.
  • Plan for correction. Establish how staff can identify, challenge, and correct inaccurate records or outputs before they affect pay, hiring, evaluation, or work allocation.
  • Evaluate effects on job quality. Consider whether monitoring or automated direction changes worker autonomy, workload intensity, skill use, or relationships at work.

Worker engagement matters because a system’s effects are often visible in the details of a job. The ILO recommends dialogue and worker participation in design, feedback, and iteration; it warns that surveillance and limits on discretion can undermine job quality. ILO, 2024

What employers should know about AI and payroll

AI may be considered for payroll-adjacent tasks such as answering routine questions, organizing incoming requests, or flagging information that needs review. But the evidence cited here does not quantify payroll-specific accuracy, error reduction, processing speed, or cost effects. It also does not compare payroll products or establish that any particular system has these capabilities.

That distinction matters because payroll outcomes can affect whether employees are paid correctly and on time. An employer considering AI in this area should first define the exact task, identify the source records the system would use, decide who verifies changes, and provide a route to resolve mistakes. For calculations or consequential changes, retain the checks and accountability appropriate to the employer’s process and jurisdiction; do not treat a generated answer or flagged record as proof that payroll is correct.

How to prepare workers and managers

Training should help people understand both what a tool can do and where its output needs human judgment. In February 2026, DOL’s Employment and Training Administration released an AI Literacy Framework with five foundational content areas and seven delivery principles to guide workforce and education program design. It can inform training plans, but it does not guarantee a particular skill or employment outcome. DOL, February 13, 2026

For HR, payroll, and line managers, useful preparation includes understanding the tool’s role, checking outputs against authoritative records, protecting sensitive information, recognizing when an issue needs escalation, and knowing how workers can question or correct an outcome. The aim is not to make every employee an AI specialist; it is to ensure people can use tools appropriately within their responsibilities.

What to take away

AI is changing people operations by shifting tasks and influencing how work is monitored and managed. The strongest evidence supports a picture of job transformation, with potential benefits and risks depending on how systems are designed and used—not a simple forecast of HR job replacement. Hiring fairness, worker autonomy, transparency, privacy, and oversight deserve attention alongside efficiency. For payroll specifically, claims about accuracy gains, savings, or automation rates should wait for measured evidence tied to a defined system and process.
