There is no defensible single winner for prompt following or filter strictness. The major generators expose different controls and safety layers. Gemini is easiest to steer with ordinary conversational language, while its API exposes explicit safety thresholds. ChatGPT Images can refuse before generation and block outputs afterward. Midjourney offers the most visible parameter and region-editing controls, but website creations are public by default. Firefly emphasizes licensed training data and provenance features, with credits and model access determined by the Adobe plan. Choose by the control surface, privacy requirement and editing workflow you actually need—not by an unverified “best” ranking.
What this comparison measures
“Prompt following” is not one measurable feature. A generator may understand a long description but provide few controls for changing one detail; another may expose aspect-ratio flags, image references, masks or variation tools that make precise iteration easier. Safety behavior is equally multi-stage: a system can refuse a request before it reaches the image model, remove an image after generation, or return category ratings and thresholds to an API caller.
The information below separates consumer applications from developer APIs and reports vendor-documented behavior. The official material available for these products does not provide a current, controlled, cross-platform test of adherence, image quality, false refusals or refusal rates. Any claim that one service “follows prompts best” or has the “strictest filter” would therefore require a dated, same-prompt evaluation rather than inference from policy pages.

Gemini: simple prompts in the app, adjustable thresholds in the API
Consumer prompting
Google’s user guidance favors a clear sentence that starts with an action. “Start your prompt with words like draw, generate, and create,” the help page says. Follow that verb with the subject, what it is doing, the setting and the desired visual style. For example, specify “generate a studio photograph of a red ceramic teapot on a linen table, morning window light, 4:3 composition” rather than a list of disconnected nouns.

The consumer help also says an image can be removed if systems detect a possible violation of Google’s Terms or Prohibited Use Policy. That explains why an apparently successful generation might disappear, but it does not give app users a documented control for lowering or raising a filter threshold.
API controls and feedback
The Gemini API is a separate surface. Its safety settings document four categories—harassment, hate speech, sexually explicit content and dangerous content—and allow a developer to select thresholds from BLOCK_NONE through BLOCK_LOW_AND_ABOVE. A request can carry its own settings, and a blocked result can expose prompt feedback or safety ratings attached to a candidate. This is useful for diagnosing a rejection in software, not a promise that the consumer app offers the same switches.
The documentation states that Gemini 2.5 and 3 models use an Off default when no threshold is supplied. Treat that as model- and API-specific: defaults, model names and availability can change, so check the current reference for the exact endpoint you deploy.

Google’s current Gemini API image page says, “Imagen models are shut down.” It labels Imagen a legacy image-generation model that is no longer available through that API and points developers to Nano Banana, including gemini-2.5-flash-image and Nano Banana 2 names such as gemini-3.1-flash-image, called through generate_content or generateContent. The consumer Gemini app can have different model availability; do not use the API status to make a claim about every Gemini interface.

ChatGPT Images: refusal before generation and blocking afterward
OpenAI’s ChatGPT Images 2.0 safety-stack description places upstream classifiers before the image-generation model. If the request is judged to violate policy, it is refused at that stage. This is an architectural description, not a measurement of how often the system refuses compared with another service.
A separate GPT-4o native image-generation addendum describes the chat model as a first defense that may decline to trigger image generation, followed by post-generation output blocking. The controls named there include classifiers for child sexual abuse material and a safety-focused reasoning monitor. Because the two documents address different product/version contexts, do not merge them into a single claim about every ChatGPT image feature.
The addendum says OpenAI used vetted external red-teamers and automated evaluations that measured both unsafe outputs and incorrect refusals. It does not publish a cross-vendor result that can rank ChatGPT as stricter or more permissive.

Midjourney: explicit parameters and local regeneration
Parameter-level prompt control
Midjourney’s --ar parameter sets a width-to-height ratio, making composition control explicit instead of leaving it entirely to a conversational model. Remix mode allows you to edit the prompt text while creating variations, which is useful when the subject is right but the clothing, lighting or setting needs to change. Vary Region selects part of an image and regenerates that area, so you can repair a face, object or background without discarding the whole composition.

Privacy is not the default
Midjourney’s website documentation says prompts and images are public by default. Stealth is included with Pro or Mega plans, but private creations still fall under the Terms and Community Guidelines, and the team can view Stealth images for moderation. An image made in a public Discord channel can remain visible there even if website settings are private. Stealth therefore protects a specific website workflow, not every route by which a creation may appear.
Firefly: provenance claims, credits and partner-model boundaries
Training-data and Content Credentials statements
Adobe says its current Firefly generative AI models are trained on licensed content, including Adobe Stock, and public-domain material. It describes Content Credentials as tamper-evident information that can record details such as creation date, tools and edits; certain Firefly exports include credentials automatically. These statements apply to Adobe’s own models and workflows. An image made inside an Adobe application is not automatically proof that a Firefly model, rather than a partner model, generated it.
Credits and commercial use
Firefly plans allocate monthly generative credits, with access to standard or premium features varying by plan. Some Firefly and partner-model generations consume credits. Whether a feature is in beta, which model is selected and what commercial-use terms apply can all change the entitlement. There is no single credit amount or universal price that accurately describes every Firefly user.

A block can occur at different points:
- Pre-generation refusal: a classifier or chat model rejects the request before an image model runs.
- Generation-time moderation: policy checks influence whether the model is allowed to continue.
- Post-generation blocking or removal: an image is created but hidden or deleted after output checks.
- API feedback: a developer receives category ratings or prompt feedback explaining the blocked candidate.
These stages produce different user experiences. A consumer app may simply remove an image, while an API response can identify a category and threshold. A missing image is not evidence that the prompt was understood and then censored, nor does a successful image prove that another service would accept the same request.

What to do when a prompt is blocked
- Read the message literally. Record whether the service refused before generation, returned a blocked candidate, or removed an already-created image.
- Remove unnecessary sensitive detail. Keep the benign creative goal and delete wording that is not needed to describe the scene.
- State context plainly. If a historical, educational or safety-related context matters, describe that context without asking the model to bypass a policy.
- Use documented controls only. In the Gemini API, inspect prompt feedback and safety ratings and adjust thresholds only within the policy and model documentation. Do not attempt to circumvent abuse protections or safety filters.
- Save a compliant alternative. If the exact scene remains disallowed, change the subject or framing rather than repeatedly obfuscating the same request.
Can you edit only one part of a generated image?
Yes, when the product exposes region-based editing. Midjourney’s Vary Region is the clearest documented example here: select an area and regenerate it. Remix changes the prompt during a variation, which can target a local change while retaining the broader composition. Other chat-oriented tools may require a new prompt, an uploaded reference or an in-app mask; the available controls differ by product and account.
For any generator, describe what must remain unchanged (“keep the camera angle, background and clothing”) and identify the replacement region precisely. Expect some surrounding pixels to change because generative inpainting reconstructs boundaries rather than performing a conventional pixel-for-pixel edit.

How to run a fair prompt-following and filter test
If you need a ranking for a team or publication, create your own dated evaluation. Declare the product, model or version, account type, region and whether you used the consumer app or API. Use the same prompt set on every service, including composition, text rendering, object counts, safety-sensitive edge cases and an editing task.
- Run each prompt several times to account for stochastic variation.
- Record successful generations, pre-generation refusals, post-generation removals and API feedback separately.
- Score each required element independently instead of assigning one impressionistic grade.
- Measure false refusals with clearly compliant prompts as well as policy-edge prompts.
- Publish the date, settings, retries and any plan or credit limits so readers can reproduce the comparison.
Until such a test is published, vendor documentation can explain controls and intended safeguards but cannot establish which generator follows prompts best or blocks the most.

Practical prompting patterns
For a conversational app
Start with an action, then specify subject, action, setting, visual language and output constraints: “Create a flat editorial illustration of a cyclist repairing a red touring bicycle outside a rural station at dawn; limited navy and ochre palette; leave clear space at the top for a headline; landscape composition.” Iterate by changing one variable at a time so you can tell which instruction affected the result.
For an API workflow
Keep the image prompt and safety configuration as separate fields in your application. Log the model name, threshold settings and returned feedback. Handle blocked candidates as an expected branch rather than assuming every request returns an image.
For a region edit
Identify the selected area, state the replacement, and list the elements that must remain. This reduces accidental redesign of the entire scene, although no generative editor guarantees that pixels outside the mask will remain identical.

Gemini, ChatGPT Images, Midjourney and Firefly differ more in exposed controls, moderation stages and privacy defaults than in any proven universal prompt-following score. Use Gemini’s API when threshold and feedback controls matter, Midjourney when explicit parameters and region variations matter, Firefly when Adobe’s documented provenance workflow fits your production process, and a chat-based app when quick natural-language iteration is the priority. Verify the current model, plan, credits and privacy terms immediately before deployment, and treat any “best” or “strictest” claim as unproven without a transparent same-prompt test.
