AI governance decides whether and how your organization may use an AI system; AI security protects that approved system from compromise, misuse, manipulation and data loss. Governance sets risk appetite, accountability, documentation, oversight and lifecycle rules. Security turns those decisions into technical and operational safeguards across models, data, applications, interfaces and infrastructure.
You need both. A cybersecurity team can harden an LLM or agent yet have no authority to approve a high-impact use, define acceptable evidence, assign an accountable executive or decide when a system must be withdrawn. Conversely, a policy that approves an AI use is ineffective if attackers can steal its model, poison its data or make its tools perform unauthorized actions.
What AI governance covers
Permission, purpose and accountability
Governance answers the business questions that technical controls cannot: Should this AI be used at all? For which purpose, users and jurisdictions? What level of risk is acceptable? Who is answerable for an outcome, and what evidence must exist to show that the decision was responsible?
A governance program normally defines permitted and prohibited uses, risk classification, impact-assessment requirements, human-oversight rules, transparency expectations, retention periods, supplier requirements and conditions for changing or retiring a system. It applies to internally built models, purchased products, embedded features and employee use of public services.

Organization-wide processes
Governance is cross-functional. It connects executive priorities and organizational values to product, legal, privacy, compliance, procurement, security, data-science and operations decisions. NIST’s AI Risk Management Framework (AI RMF) describes four functions—govern, map, measure and manage—and says governance is infused throughout the other three functions rather than being a one-time approval gate.
Governance should maintain an inventory of AI systems and their owners; record business purpose, model version, data sources, vendors, users and dependencies; define review and escalation paths; and preserve approvals, assessments, training records, monitoring results and corrective actions. It also needs a controlled process for safe decommissioning so a retired system, its credentials and its data connections cannot continue operating unnoticed.
What AI security covers
Defending the AI system and its dependencies
AI security is the set of safeguards that prevents compromise, misuse, manipulation and loss. It covers identity and access, secrets, networks, code, model files, training and retrieval data, endpoints, plugins and tools, cloud resources, logs and recovery mechanisms.
AI systems introduce threats that ordinary application controls do not fully address. NIST identifies adversarial examples, data poisoning and exfiltration of models, training data or other intellectual property through AI endpoints as common security concerns. An attacker might manipulate inputs to evade a classifier, corrupt a fine-tuning set, extract sensitive context through a prompt, steal proprietary weights or persuade an agent to call a privileged tool.
Security is tailored to the use case
Controls should reflect the system’s architecture and consequences of failure. NIST’s COSAiS guidance explains that organizations can select, modify and supplement controls from NIST SP 800-53 for AI systems and use them with an existing cybersecurity risk-management program. A public chatbot, an internal coding assistant and an agent that can issue payments require different trust boundaries, permissions and tests.

Secure-AI work spans design, deployment and operation. CISA and the UK National Cyber Security Centre’s 26 November 2023 guidance addresses data scientists, developers, managers, decision-makers and risk owners—not only a security operations team.
AI governance vs. AI security: the practical difference
| Axis | AI governance | AI security |
|---|---|---|
| Primary question | Should we use this AI, for what purpose, under whose authority and with what evidence? | Can the system and its dependencies resist compromise, misuse, manipulation and data loss? |
| Scope | Policies, risk appetite, inventory, accountability, impact assessment, transparency, human oversight, supplier and lifecycle decisions | Identity and access, secure design, data and model protection, application security, adversarial testing, monitoring, incident response and resilience |
| Typical owners | Board or executives, legal, compliance, risk, privacy, product and accountable-AI owners | CISO, security engineering, platform and application teams, data science, incident response and risk owners |
| Evidence | Policies, risk assessments, model or system cards, approvals, review records, training and supplier attestations | Threat models, security-test results, vulnerability findings, access records, alerts, incident tickets and remediation evidence |
| Failure mode | Unapproved or harmful use, unclear accountability, regulatory breach or inability to explain or audit a decision | Prompt injection, data poisoning, unauthorized access, model theft, sensitive-data leakage or service compromise |
The boundary is functional, not organizational. Governance determines the outcome the business is willing to accept and the proof it needs. Security engineers implement controls and operate defenses that make those decisions enforceable. Both should share risk information: a security test can change a governance classification, while a governance decision can require stronger technical controls.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Why a cybersecurity team alone is not enough
Cybersecurity can verify that an endpoint is authenticated and that a model is patched, but it usually cannot decide whether using customer data for a new purpose is lawful, whether a human must review every recommendation, or whether an automated denial would be unacceptable to the business. Those are governance decisions.
Security also cannot compensate for an unowned system. If nobody maintains an inventory, records model versions or sets a review trigger, a technically secure deployment may continue after its data, vendor, business purpose or legal basis has changed. Governance supplies the authority, context and stopping rules that security needs.
The reverse is equally important. A signed policy does not stop prompt injection, credential theft or an exposed storage bucket. Security evidence is what demonstrates that the approved design remains resistant to attack in production.

Who owns AI risk?
Executive leadership retains accountability for decisions about risks associated with AI development and deployment. NIST states this explicitly in the AI RMF. Day-to-day work can be distributed, but accountability should be named rather than assigned vaguely to “IT.”
| Role | Accountability and evidence |
|---|---|
| Board or executive sponsor | Sets risk appetite, approves material use cases and receives escalation on significant incidents; evidence includes decisions and risk acceptance. |
| Accountable AI or product owner | Owns the system’s purpose, users, performance, human oversight, budget and retirement decision; maintains the system record and review schedule. |
| Legal, compliance and privacy | Assess applicable obligations, rights, notices, retention and data-use constraints; document advice and required safeguards. |
| CISO and security engineering | Threat-model the system, set technical requirements, test defenses, monitor signals and lead security response. |
| Data science and development | Document data and model lineage, implement secure design, evaluate quality and bias, and remediate defects. |
| Procurement and vendor management | Check supplier security, data handling, model-change notices, service limits and exit assistance; retain attestations and contract controls. |
| Internal audit or independent assurance | Test whether policies and controls operate as designed and report unresolved gaps to accountable leadership. |
Use a named escalation path for unsafe outputs, privacy events, security incidents, material model changes and evidence that the system no longer meets its approved purpose. The owner should be able to pause traffic, disable tools or withdraw the system while an investigation occurs.
How NIST, ISO/IEC 42001 and the EU AI Act fit together
NIST AI RMF 1.0
NIST AI RMF 1.0, published in 2023, is voluntary. Its Core is not a checklist or a certification scheme. Organizations select govern, map, measure and manage outcomes according to context, then record why particular outcomes, measures and controls are proportionate.
The framework’s trustworthiness characteristics include validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. Governance establishes the organizational conditions for these characteristics, while security supplies much of the evidence for security and resilience.
ISO/IEC 42001
ISO/IEC 42001 can be used as a management-system structure for establishing, operating and continually improving an AI-management program. In practice, organizations can map its policies, roles, documented information, risk treatment and continual-improvement activities to the governance inventory and review process, then map technical safeguards to their security program. It is complementary to NIST AI RMF: one does not replace the other, and neither removes the need to meet applicable law or to secure a particular architecture.

EU AI Act
For organizations and providers within the Act’s scope, legal obligations depend on the system, role, use and market. The European Commission’s overview says the AI Office and Member State market-surveillance authorities implement, supervise and enforce the Act, with the European AI Board, Scientific Panel and Advisory Forum providing governance support. From 2 August 2026, the AI Office and Member State authorities carry these responsibilities; the AI Office also has enforcement powers over general-purpose AI models.
That institutional timetable does not turn a governance framework into legal compliance by itself. Map each in-scope use to the applicable obligation, retain the required evidence and obtain legal advice on classification, territory and transitional provisions.
An implementation sequence that joins governance and security
- Create the inventory. Record every model, AI-enabled feature, agent, data flow, vendor, business purpose, user group, hosting location, connected tool and accountable owner. Include experiments and employee use that could process company or personal data.
- Classify each use case. Rate impact, legal exposure, data sensitivity and operational criticality. Note whether outputs influence people, control physical or financial processes, expose confidential information or can trigger actions without a person.
- Assign authority and escalation. Name an accountable executive and operational owners for product, data, privacy and security. Document who can approve, pause, accept residual risk and notify regulators or affected parties.
- Set the operating policy. Define permitted and prohibited uses, human-review points, transparency notices, retention and deletion rules, user training, supplier conditions, evidence requirements and triggers for re-approval.
- Threat-model the approved design. Map trust boundaries, identities, secrets, data stores, model access, retrieval sources, interfaces, plugins, external services and administrative paths. Apply controls for least privilege, isolation, encryption, secure development and dependable backups.
- Test before release and after material change. Probe adversarial behavior, data leakage, poisoning, prompt injection, unauthorized tool use, insecure dependencies and unsafe failure modes. Test the exact model, prompts, retrieval corpus, tools and permissions that will run in production.
- Monitor and improve. Collect performance, security and privacy signals, user feedback, incidents, near misses and supplier notices. Record corrective actions, owners and due dates, and reassess when data, model, purpose, users, jurisdiction or connected tools change.
- Retire safely. Disable endpoints and credentials, revoke tool access, archive required records, handle retained data, notify users and vendors, and preserve evidence needed for audit and learning. Verify that scheduled jobs and replicas cannot restart the system.
Controls for an LLM or AI agent in production
Identity, authorization and secrets
- Give every user, service and tool a distinct identity; enforce least privilege and separate development, test and production.
- Keep API keys, system prompts and connection secrets in a managed secret store; rotate them and prevent them from entering prompts, logs or training data.
- Require explicit authorization for sensitive actions. An agent should have an allowlist of tools, arguments, destinations and transaction limits rather than unrestricted network or shell access.
Data and model protection
- Classify prompts, retrieval documents, fine-tuning data, outputs and telemetry. Enforce tenant isolation, encryption in transit and at rest, retention limits and redaction of unnecessary personal or confidential data.
- Maintain provenance and integrity checks for training and retrieval sources. Review new data, scan for poisoning indicators and restrict who can alter corpora or model artifacts.
- Protect model files and embeddings as intellectual property. Limit download and administrative access, monitor unusual extraction and maintain recoverable, known-good versions.
Interface and agent defenses
- Validate and normalize inputs, constrain output formats and apply content, policy and data-loss checks before outputs reach users or downstream systems.
- Treat retrieved text, web pages, documents and tool responses as untrusted instructions. Separate data from control messages and test for indirect prompt injection.
- Use approval gates for external communications, code execution, account changes, payments, deletion and other irreversible actions. Provide a safe refusal and rollback path.
Dependencies, monitoring and response
- Inventory model providers, libraries, containers, plugins and hosted services; pin versions where practical, scan for vulnerabilities and review provider model-change notices.
- Log authentication, model and prompt versions, tool calls, policy decisions, administrator actions, data-access events and failures without storing sensitive content unnecessarily.
- Alert on unusual token or data volume, repeated refusal bypasses, extraction patterns, privilege changes, poisoned-source indicators and tool calls outside the approved profile.
- Prepare incident playbooks for leaked data, compromised credentials, model theft, poisoned data, unsafe output and provider outage. Include containment, key rotation, traffic suspension, rollback, notification and evidence preservation.
These safeguards should be integrated with the organization’s existing cybersecurity program and adjusted to the system’s actual architecture and impact. A generic checklist cannot establish that an agent is safe.

Common failure modes and fixes
“Security approved it, so the use is approved.”
Why it fails: Technical hardening does not establish lawful purpose, acceptable impact or accountability. Fix: require a governance approval that names the purpose, affected people, evidence and decision owner before production access.
“We have a policy, but no inventory.”
Why it fails: Unknown experiments, vendor features and duplicated agents escape review and may retain data or credentials. Fix: make registration a deployment prerequisite and reconcile cloud, procurement and identity records against the inventory.
“The model passed one red-team exercise.”
Why it fails: Behavior changes with new data, model versions, tools and prompts; a single test cannot cover poisoning, leakage and operational failure. Fix: test before release and after material changes, then connect findings to owners, remediation and re-approval.
“The agent can call any internal API because the user is trusted.”
Why it fails: A compromised prompt or retrieved document can turn the agent into a confused deputy. Fix: enforce service-level authorization, tool allowlists, parameter validation, transaction limits and human approval for high-impact actions.
“Retirement means deleting the user interface.”
Why it fails: Credentials, scheduled jobs, replicas, indexes and vendor-side copies may continue processing data. Fix: revoke access, disable integrations, handle retained records and verify that no automated path can restart the system.
What a complete program looks like
A mature program can answer five questions for every AI system:
- Purpose: What business outcome is approved, and what uses are prohibited?
- Accountability: Which executive and operational owners can approve, pause and retire it?
- Evidence: Which assessments, approvals, tests, logs and supplier records demonstrate control?
- Protection: How are identity, data, model, interface, dependency and recovery risks controlled?
- Change: What monitoring and review triggers cause reassessment, remediation or withdrawal?
If the answers are documented, tested and kept current, governance and security reinforce each other: governance determines the conditions for acceptable use, and security provides the continuously operating controls and evidence that those conditions remain true.
