AI may help public agencies forecast spending, test budget scenarios, monitor variances, and flag unusual transactions. It has not, however, been shown by the evidence reviewed here to deliver reliable, budget-specific savings or better fiscal outcomes. The OECD’s 2025 analysis identifies promising applications but says public feasibility and cost studies are rare and impact assessments are still anecdotal. Treat AI as an option to evaluate—not as a demonstrated cure for weak forecasts, poor data, or inefficient budget processes.
This article brings together OECD cross-country analysis, U.S. Government Accountability Office (GAO) findings on federal AI accountability and privacy, and United Kingdom central-government budgeting guidance. These sources provide practical principles, not one universal legal rulebook. Requirements will differ by country, level of government, procurement regime, and the sensitivity of the data involved.
What the evidence actually shows
The strongest defensible claim is that AI could support parts of public financial management. The OECD discusses forecasting, budget planning, and monitoring as areas where use may grow. It also identifies decision support, process automation, and anomaly detection as common government objectives.

| Cross-government objective | Share of the 200 cases | What the figure means |
|---|---|---|
| Automating, streamlining, or tailoring processes and services | 57% | The stated purpose of cases across government functions, not verified savings in budget systems. |
| Decision-making, sense-making, or forecasting | 45% | An intended use, not evidence of improved forecast accuracy or fiscal performance. |
| Accountability or anomaly detection | 30% | A goal such as finding unusual patterns; an alert still requires human validation. |
The OECD’s public-financial-management discussion is unusually cautious. It says that, although many financial-management agencies see potential for large productivity gains, public studies of feasibility and costs are rare and assessments of results and impacts remain anecdotal. Any claim that an AI budget project will save a particular amount, reduce fraud, or improve forecasts should therefore be treated as a hypothesis until a specific evaluation supports it.
“As forecasting and budget planning and monitoring could increasingly be conducted by AI, there should be robust frameworks to ensure transparency and explainability regarding governments’ use of AI systems and their underlying data.”

Where AI could assist a budget office
Forecasting and scenario analysis
A model can process historical expenditure, payroll, caseload, economic, and operational data to produce projections or highlight assumptions that deserve review. It might generate several scenarios when inflation, demand, staffing, or grant income changes. That can help analysts spend less time assembling information and more time testing whether the assumptions make sense.
Nothing in the cited evidence establishes that an AI model is more accurate than a well-designed statistical forecast. Accuracy must be demonstrated for the agency, service, time horizon, and economic conditions in question. Keep a conventional baseline forecast so that an AI output can be compared with an established method rather than accepted on appearance.
Budget planning and option appraisal
AI could organize proposals, map them to programs and accounting classifications, identify duplicated descriptions, or summarize how a change would affect projected expenditure. A language model may help staff find relevant documents, but generated summaries should be checked against the authoritative budget, legal restrictions, and the latest policy decisions.
For major choices, require the system to expose the data and assumptions behind each result. An apparently attractive option may reflect historical spending patterns rather than a policy objective, legal requirement, or equitable service level.

Monitoring actual versus planned spend
Monitoring tools could compare commitments, invoices, payroll, and payments with approved budgets and highlight emerging underspending or overspending. They may also identify departments whose monthly profile differs materially from the plan.
HM Treasury’s central-government guidance makes the underlying management objective clear without requiring AI: budget holders need timely actual-versus-planned information and robust full-year forecasts. Its Budget holder forecasting handbook states, “Accurate and timely forecasting enables you to make better decisions earlier.” In the United Kingdom, the OSCAR system is used to collect, analyse, and report spending information. The lesson is general: reliable data and a disciplined reporting cycle are prerequisites for useful automation.
Anomaly detection and decision support
Pattern-detection systems can flag an unusual payment, supplier relationship, account-code combination, or spending trajectory for investigation. An alert is a lead, not proof of fraud, waste, error, or misconduct. Legitimate one-off projects, emergency spending, seasonal demand, or a classification change can look anomalous.
Decision-support tools can rank issues for analysts or explain which variables contributed to a flag. Officials must retain authority to challenge the ranking, request additional evidence, and record the final disposition.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAdministrative assistance
Automation may reduce repetitive work such as extracting figures from documents, reconciling fields, preparing draft variance commentary, or locating rules in a large internal knowledge base. The evidence does not justify a universal percentage for time saved. Measure the effect in the actual process, including review time, correction rates, security controls, and maintenance.
Risks that are specific to public budgeting
Historical data can reproduce policy bias
Budget data records past choices. It may contain classification changes, one-time appropriations, missing transactions, inconsistent departmental coding, or service levels that were never equitable. A model trained on those records can make an established pattern look like an objective recommendation.
- Document the origin, definitions, transformations, and owners of every material input.
- Test results across departments, population groups, regions, service types, and economic conditions that matter to the decision.
- Separate recurring expenditure from temporary measures and mark changes in accounting or program structure.
- Check whether a variable is a proxy for protected characteristics or unequal access to services.
Opacity weakens scrutiny
If an official cannot explain what data shaped an output, which version of the model produced it, or why an alert was raised, legislative oversight and audit become harder. The same problem arises when a vendor changes a model without preserving a record of the change.

For each production use, keep a plain-language purpose statement, data dictionary, model and prompt versions where relevant, assumptions, validation results, known limitations, reviewer identity, approvals, and the final decision. Make it possible to reproduce the information available to the decision-maker at the time.
Privacy and confidential information
Financial systems can contain personal, payroll, supplier, health, tax, or law-enforcement information. GAO has warned that AI can reveal sensitive information in raw datasets and that government-wide guidance did not fully address selected privacy challenges.
- Minimise data to what the task requires; do not copy entire case files into a general-purpose service.
- Apply role-based access, encryption, retention limits, logging, and segregation of test and production data.
- Obtain a privacy and security assessment before connecting a model to live records.
- Confirm where data is processed, whether it is retained for training, and which subcontractors can access it.
- Define a breach response and a process for notifying affected authorities or individuals where required.
Overreliance and propagated errors
Confidently worded output can receive more trust than it deserves. An incorrect assumption copied into a forecast can then flow into a budget submission, a monitoring dashboard, and a management decision. The OECD identifies overreliance and systemic error propagation as threats to trust.
Require a qualified official to review material outputs. Show uncertainty ranges or confidence information when technically meaningful, record disagreements, and provide a route to override the system. Monitor for drift when economic conditions, policy, suppliers, or accounting structures change.
Cybersecurity and adversarial manipulation
Connected systems introduce attack surfaces beyond the underlying finance application. An attacker might alter source data, exploit a prompt or document, steal model inputs, or manipulate thresholds so that risky activity is missed. Treat model access, data pipelines, integrations, and update mechanisms as part of the agency’s security boundary.

Purchase price is only one component of an AI project. Budget for data preparation, integration, testing, independent validation, security review, staff training, model monitoring, records management, accessibility, support, and eventual replacement. The OECD identifies tight budgets, skills gaps, limited data, and older information systems as recurring government constraints; it also notes that public financial-management systems may be difficult to modernise.
Accountability controls before deployment
GAO’s accountability framework groups practical controls into four complementary principles: governance, data, performance, and monitoring. Use the following questions at approval, pilot, and review stages.

Governance
- What public problem is being addressed, and why is an AI approach necessary?
- Who is the accountable senior owner, who operates the system, and who makes the final budget decision?
- Which finance, policy, legal, audit, privacy, security, procurement, and affected-service stakeholders were involved?
- What decisions are prohibited from being made solely by the system?
- What records must be retained for legislative scrutiny, public reporting, and audit?
Data
- Are the data complete, timely, consistent, representative, and legally usable for this purpose?
- Can every important figure be traced to an authoritative source and transformation?
- How are missing values, outliers, classification changes, and one-off events handled?
- Are privacy, access, retention, and cross-border processing controls documented?
Performance
- What baseline will the system be compared with: an existing statistical model, rules, or human process?
- Which measures matter—calibration, false positives, missed risks, processing time, or reproducibility?
- Were tests run on periods and conditions not used to train the model?
- What error level is acceptable for this decision, and who accepts the residual risk?
Monitoring
- How often will data quality, accuracy, drift, access logs, and security events be checked?
- What threshold triggers a pause, rollback, retraining, or independent review?
- How can an affected person, department, auditor, or legislator challenge an output?
- When will the system be retired if it no longer adds value?
A practical, staged way to evaluate an AI budget use case
- Define the decision and harm. Specify whether the tool forecasts, prioritises review, reconciles records, or drafts text. Identify who could be harmed by a false positive, missed risk, delayed payment, or incorrect allocation.
- Document the current process. Record inputs, hand-offs, cycle times, controls, known failure points, and the cost of the existing method. This prevents automation from hiding a process problem.
- Improve the data first. Reconcile actual and planned spending, standardise classifications, establish ownership, and fix timeliness gaps. An AI layer cannot reliably compensate for missing or contradictory records.
- Choose a baseline and alternatives. Build or retain a statistical forecast, rules-based threshold, or human-led review so the proposed system has a fair comparator.
- Run a controlled pilot. Use historical back-testing and a limited live trial with no automatic authority to commit public funds. Keep reviewers blind to the model where feasible when measuring the existing method, and log every intervention.
- Evaluate more than accuracy. Measure calibration, false alerts, missed issues, explainability, reproducibility, privacy incidents, staff time, integration effort, and maintenance cost. Examine results across relevant departments and conditions.
- Set release gates. Require documented acceptance criteria, security and privacy sign-off, an operating owner, user training, an escalation route, and a rollback plan before production use.
- Review continuously. Compare live performance with the baseline, investigate drift, sample decisions for audit, publish appropriate information, and stop the system when controls or assumptions fail.
Non-AI alternatives remain credible
Public agencies do not need AI to improve budgeting. Official guidance emphasises forecast quality, timely information, and risk management rather than mandating a particular technology.
Statistical forecasting
Time-series, regression, cohort, or driver-based models can be transparent, inexpensive to reproduce, and well understood by finance teams. They may be insufficient when relationships change abruptly, but their assumptions can be inspected and challenged.
Rules-based monitoring
Thresholds, reconciliations, segregation-of-duties checks, and duplicate-payment rules are often effective where the risk is clearly defined. They are easier to audit and explain, although they can miss novel patterns and require maintenance as policies change.
Human-led analysis
Analysts using standard financial-management systems can investigate variances, consult program managers, and incorporate context that is absent from transaction data. The trade-off is capacity: manual review may be slower and inconsistent unless procedures and quality checks are standardised.
Process and data improvements
More frequent reconciliation, consistent chart-of-accounts definitions, better commitment recording, timely monthly reporting, and clear forecast ownership can deliver value before any advanced model is considered. HM Treasury’s 2025–26 consolidated budgeting guidance places these institutional practices at the centre of spending control.
Human-supervised AI assistance
A lower-risk design may use AI to retrieve information, draft analysis, or rank items while leaving approval, payment, and policy decisions to named officials. This can test whether assistance is useful without granting the system autonomous authority.

| Criterion | Questions to answer |
|---|---|
| Accuracy and calibration | Does the method produce reliable forecasts or appropriately ranked alerts on unseen periods? |
| Explainability | Can an analyst, auditor, and decision-maker understand the assumptions and reasons? |
| Data quality and privacy | What data is required, how sensitive is it, and how will errors or access be controlled? |
| Auditability | Can the result be reproduced with the same data, rules, model version, and settings? |
| Integration | Will it work with existing finance, procurement, payroll, and reporting systems? |
| Whole-life cost and skills | Can the agency fund implementation, training, monitoring, support, and replacement? |
| Resilience | How does performance change when policy, suppliers, demand, or economic conditions shift? |
| Consequence of error | What is the harm of a false alert, missed risk, delayed payment, or wrong forecast? |
HM Treasury’s forecasting handbook poses the value-for-money question directly: “Would alternative proposals, or doing nothing, deliver better value for the Exchequer as a whole?” That question is equally useful for state, local, and other public bodies, provided it is adapted to their own legal and financial context.
Geographic and legal limits of this guidance
The OECD material is cross-country and describes patterns and enabling conditions rather than binding law. GAO’s accountability and privacy findings concern U.S. federal agencies and do not automatically establish requirements for states, municipalities, or other countries. HM Treasury’s documents describe UK central-government practice, including the 2025–26 budgeting cycle, and are not a universal rulebook. Before deployment, consult the applicable public-records, procurement, privacy, equality, cybersecurity, financial-control, and audit requirements in your jurisdiction.
Bottom line: when AI is and is not justified
AI is worth evaluating when a clearly defined budgeting problem has sufficient, lawful, well-maintained data; a credible non-AI baseline; measurable success criteria; and an accountable official who can challenge every material output. Start with a reversible, human-supervised use such as document retrieval, variance triage, or scenario support.
Do not adopt AI merely because it is fashionable, because a vendor promises savings, or because a dashboard can produce a plausible forecast. If data quality, ownership, security, explainability, or monitoring cannot be established, improving the underlying budget process or using a transparent statistical or rules-based method is the safer and more defensible choice.
Frequently Asked Questions
Has AI already been proven to save governments money on budgets?
No. The OECD reports that public feasibility and cost studies are rare and that assessments of results and impacts remain anecdotal. Cross-government use-case percentages describe intended objectives, not verified budget savings.
Can an AI anomaly alert be treated as evidence of fraud?
No. An alert identifies a pattern for investigation. Officials must check the transaction, context, source records, and applicable rules before drawing a conclusion.
What should a small public agency do first?
Improve data definitions, reconciliation, forecast ownership, and monthly reporting; document a baseline process; then test a narrowly scoped, human-reviewed use case with clear stop conditions.
