An AI agent should not be able to take an action merely because it can call a tool or use a connected account. It needs an identity, narrowly defined authority, and checks at the point where it acts. Dashboards still matter: they help people see activity and investigate problems. But visibility is not the same as permission, and a record of an action does not stop an unauthorized one.
What does “permission to act” mean for an AI agent?
Here, an agent means an LLM-based system that can plan or trigger external tool calls, not a chatbot that only returns text. Anthropic describes agent behavior as a self-directed loop: the system plans, acts, observes results, adjusts, and repeats. That means an agent may do more than suggest a next step; depending on its tools and access, it may change data or initiate a workflow.
Permission is the set of enforceable rules that determine which actions an agent may take, on which resources, and under whose authority. Microsoft’s least-privilege guidance puts the central question this way: “As organizations adopt agentic AI, the security question shifts from whether an agent can complete a task to whether it should be allowed to perform each action, against which resources, and under whose authority.”

The distinction matters because capability comes from the model and its tools, while authority comes from identity and access controls. A model might be capable of issuing a refund; a policy should determine whether this particular agent may issue one, for which order, and within what limits.

Why a dashboard cannot answer the authorization question
A dashboard can show activity, approvals, alerts, and logs. Those are valuable for oversight, incident response, and policy improvement. But monitoring is generally detective: it helps people understand what happened. Authorization is preventive: it decides whether an action is allowed before it reaches a tool or resource.
Confusing the two creates a gap. If an agent can reach a system with broad credentials, a dashboard may reveal that it used them, but the display itself does not limit what it can do. Conversely, a well-enforced permission boundary can block an action even if no person is watching a live dashboard.
The goal is not to remove dashboards or put a person in front of every action. It is to make the authority explicit and enforceable, then use monitoring to check how that authority is being exercised.

How agents get authority—and where risk enters
Agents acting on behalf of a person
A user-initiated agent may rely on a person’s connected account or act in that person’s context. If the agent receives more access than the task requires, or if downstream services cannot distinguish the person’s authority from the agent’s own, it may be difficult to enforce user-level limits. Microsoft describes risks that include permission escalation and propagation, while AWS recommends preserving user context for delegated actions so downstream systems can apply authorization appropriately.
Autonomous agents with their own identities
An autonomous agent may have a separate identity and operate without a person initiating each step. This avoids treating every action as if it were performed by a human, but the agent’s identity still needs a defined purpose, bounded access, lifecycle management, and revocation. Microsoft and AWS both document patterns that distinguish agent identities and permissions from human accounts; these vendor examples illustrate design choices, not proof that one architecture is best for every organization.
Broad or ambiguous access
Shared credentials, inherited permissions, and roles assembled across multiple systems can make effective access hard to see. Reviewing each permission in isolation may miss the combined authority an agent can exercise. The relevant question is what the identity can actually reach and change across its connected tools, not just what one configuration screen appears to grant.

A practical permission stack for safer agent autonomy
1. Give the agent a distinct, managed identity
Use an identity that can be recognized as an agent, rather than an ambiguous shared account. Assign an owner, document its purpose, and manage its creation, review, and retirement through a lifecycle. Distinguishable identities make it easier to apply policy and attribute actions in logs.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →2. Scope access to the actual task
Grant only the tools, data, operations, and users needed for the assigned work. For example, an agent that drafts support replies may need to read a case and prepare a response without receiving permission to change billing details or close accounts. Check the agent’s combined effective permissions across connected services, not only the rights granted by each service separately.
3. Preserve the user’s context when acting for them
When an agent is delegated a task by a person, downstream systems should be able to tell both which agent is acting and on whose behalf it is acting. AWS describes agent-scoped tokens carrying user context alongside separate agent execution roles. This separation supports authorization based on the user’s rights without making the agent’s own execution identity indistinguishable from the user.

4. Enforce policy at the action or resource boundary
Check authorization where the agent calls a tool or accesses a resource. Separate the ability to propose an action from the authority to execute it: a model may suggest a change, while the tool or service independently checks whether the agent identity and context permit that change. A model’s own judgment can assist, but should not be the sole security boundary.
5. Match review to the consequences
Routine, reversible actions can proceed automatically when they fall within a narrow policy. Sensitive, costly, destructive, or difficult-to-reverse actions call for tighter conditions, such as an explicit approval or a stricter limit. This is a design choice, not a universal rule: the appropriate threshold depends on the impact of the action and the organization’s ability to detect and recover from errors.
Requiring approval for every harmless step can make oversight burdensome. Removing review entirely can leave users with little control or visibility. A 2026 survey by Alexandra E. Michael and Franziska Roesner, which reviewed 21 proposals for user-level agent permissions and compared five commercial agents, describes this tension between high-overhead human-in-the-loop enforcement and less transparent LLM auto-review.

6. Make elevation temporary and revocation practical
If an agent occasionally needs stronger access, prefer time-limited, just-in-time elevation over standing privilege. Review its access when the task changes, and make it possible to revoke credentials or permissions without dismantling unrelated systems. Microsoft’s guidance specifically recommends lifecycle-managed identities and just-in-time elevation for higher privileges.
7. Keep logs and use dashboards for oversight
Record which agent acted, under what user or execution context, what resource it touched, and whether the action was allowed or denied. Use dashboards and alerts to identify unusual patterns, investigate incidents, and improve policy. AWS recommends logging agent activity; logs support accountability, but they complement rather than replace enforcement.

When evaluating an agent design, examine the whole path from identity to action rather than relying on a dashboard’s feature list. These questions expose important trade-offs:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Design question | What to look for |
|---|---|
| Whose identity is used? | A distinct agent identity, with human context preserved when the agent acts on someone’s behalf. |
| How broad is access? | Narrow permissions for specific tools, data, operations, and users; assess combined effective access across systems. |
| How is stronger access granted? | Temporary, just-in-time elevation rather than unnecessary standing privilege. |
| Where is authorization enforced? | At the tool or resource boundary, not solely through the model’s decision or a dashboard alert. |
| When is a person asked to review? | Review requirements proportionate to sensitivity, cost, destructiveness, and reversibility, rather than approval for every trivial step. |
| Can people see and stop activity? | Traceable logs, meaningful visibility, and a workable way to revoke access. |
| What is the operational burden? | Whether the approval flow is usable and whether automated review offers enough transparency and control for the risks involved. |
Can automated review replace human approval?
Automated reviewers can help decide whether proposed actions meet a boundary, but they are not a guarantee. OpenAI Alignment’s 2026 article on Auto-review reports an internal evaluation with a 99.1% approval rate on escalated actions and a 99.93% effective approval rate across all actions in its internal deployment. The same internal evaluation reports 90.3% recall on synthetic overeagerness cases, 99.3% recall on synthetic prompt-injection cases, and 96.1% recall on MonitoringBench Hard.
Those are publisher-reported evaluation figures, not independent estimates of real-world effectiveness or proof of security. OpenAI also says the evaluation is not deterministic security protection and describes limitations identified through red-teaming. Automated review can be one layer in a design, but consequential actions still need enforceable permissions and an appropriate route for oversight.
What a sound implementation should make possible
- Identify the agent responsible for an attempted or completed action.
- Determine whether it acted autonomously or on behalf of a person.
- Limit what it can access and do to the task’s defined scope.
- Block disallowed actions where tools or resources enforce policy.
- Use additional review for actions whose impact warrants it.
- Trace activity and revoke access when the agent’s purpose changes or ends.
Agent governance is still developing. OpenAI’s 2023 governance paper proposes baseline responsibilities and safety practices across the agent lifecycle while noting uncertainties that must be resolved before practices can be codified. The practical lesson is to treat identity, authorization, review, revocation, and monitoring as connected parts of deployment—not as a problem a single interface can solve.
