AI-designed viruses and traditional genetic engineering are not opposing categories. AI can propose, rank or evaluate biological designs, but a computer-generated sequence is only a hypothesis. Building a self-replicating, transmissible virus still requires real genetic material, specialist expertise, laboratory work and evidence that the resulting system functions as predicted.

The National Academies’ 2025 assessment found that available AI-enabled tools could not design a virus de novo and then build a complex agent that successfully replicates as a transmissible organism with epidemic or pandemic potential. That is a date-bound capability assessment—not a permanent guarantee—and it does not mean that AI has no dual-use risks in biology.

What the comparison actually means

The phrase “AI-designed virus” can suggest that software independently creates a finished pathogen. In practice, AI is a set of computational methods inserted into parts of a much longer biological workflow. A model may generate candidate sequences, predict a structure, identify likely mutations, rank designs or help interpret experimental data. None of those outputs, by themselves, establishes that a virus will replicate, spread, cause disease or evade a medical countermeasure.

“Traditional genetic engineering” is also broader than a single technique. It includes established experimental and computational methods for changing, assembling or studying genetic material. Researchers may edit an existing biological system, combine genetic elements, or use computer models to choose what to test. A conventional construct is likewise a proposal until biological experiments show what it does.

Consequently, the useful question is not whether AI replaces genetic engineering. It is which steps AI can accelerate, which biological bottlenecks remain, and whether a person or organization has the capability to turn a design into a functioning system.

AI-assisted biological design

AI systems learn statistical relationships from biological data or use learned representations to generate and evaluate candidates. Depending on the tool, the output might be a protein sequence, a predicted three-dimensional structure, a set of mutations, a ranking of candidates or a design intended for later synthesis. The output is probabilistic: it reflects what the model has inferred from its data and objective, not a guarantee about a living system.

Conventional genetic engineering

Conventional engineering starts from biological knowledge, an experimental objective and available laboratory methods. Researchers design or select genetic changes, obtain or assemble material, introduce it into an appropriate system, and measure the result. Computational prediction may be part of this process, but the defining work is still biological construction and testing.

Why the categories overlap

A laboratory could use an AI model to suggest candidates and then apply ordinary synthesis, assembly and validation methods. Conversely, a conventional project can use non-AI software for sequence analysis or structural modeling. Calling a project “AI-designed” describes one source of design assistance; it does not describe a separate kind of biology or prove that AI performed the entire process.

Can AI design a virus from scratch?

As of the National Academies’ 2025 assessment, no available AI-enabled biological tool had the capability to design a virus de novo, or from scratch. The report examined three broad problem types: designing biomolecules such as proteins or toxins, modifying existing pathogens, and creating a virus de novo.

The assessment found that current tools can design or redesign some toxins and other biomolecules. Pathogen modification remains constrained by limited data and by the difficulty of modeling interacting biological networks and evolutionary pressures. For a new transmissible virus, a system would need to predict many linked properties at once, including molecular structure, replication, virulence, host interaction and transmission.

The report’s detailed conclusion is narrower and more useful than a headline claiming that “AI cannot make viruses.” It says that the relative lack of mechanistic understanding of virulent phenotypes, together with a shortage of high-fidelity biological data, means current tools cannot de novo design and subsequently build complex biological systems that successfully replicate as transmissible agents with epidemic or pandemic potential.

This finding covers both design and realization. Even an accurate-looking sequence would not remove the physical bottlenecks of obtaining material, assembling a viable system, testing it safely and confirming the phenotype. The National Academies identified future developments that would require renewed assessment, including more accurate prediction of pathogenesis and transmissibility, designs for fully replicating infectious agents, and systems that greatly reduce the need for experimental testing.

AI-assisted design versus conventional engineering

Comparison axis AI-assisted design Conventional genetic engineering What the evidence supports
Role in design Models can predict, generate, rank or help select biological designs. Researchers use established experimental and computational methods to alter or assemble genetic material. The approaches can be combined; they are not mutually exclusive.
Demonstrated scope Current tools can design some biomolecules but have important limits for complex pathogen phenotypes and de novo virus design. Engineering can modify biological systems, but results depend on biological complexity and experimental work. AI alone is not shown to create a functional virus.
Prediction versus function A model output is a candidate or prediction. A genetic construct is also not proof of a particular phenotype until tested. Predicted structure, measured activity and whole-organism effects must be kept distinct.
Main bottlenecks Data quality, phenotype prediction, synthesis, testing, expertise and resources remain limiting. Wet-lab capability, biological knowledge and testing remain limiting. Available evidence does not show that AI removes the build-and-test burden for viruses.
Risk lens Assess what function could change, the consequence and whether an actor could achieve it. Assess the same biological effects when produced without AI. “AI” is not itself a risk score; outcome and actor capability matter.

Why a virus is a harder design target than a protein

A protein-design model can optimize a defined molecular objective, but a transmissible virus is an interacting biological system. Its behavior depends on a genome, gene expression, structural assembly, replication, host-cell entry, immune interactions, stability outside a host and transmission between hosts. Changes that improve one property can damage another or produce an unexpected effect.

Several features make the prediction problem especially difficult:

  • Multiple coupled functions: replication, assembly, host interaction, tissue targeting, immune response and transmission are linked rather than independent settings.
  • Context dependence: the same sequence can behave differently in different cells, hosts or environmental conditions.
  • Evolutionary feedback: replication and transmission can change as variants arise, so a one-time sequence prediction does not describe every future population.
  • Incomplete training data: viral sequence collections often do not pair a sequence with reliable measurements of phenotype, limiting what a model can learn.
  • Emergent effects: interactions among many components can produce a phenotype that is not obvious from any individual mutation or predicted structure.

These constraints explain why a model that performs well on a narrow molecular task cannot automatically scale to designing a pathogen with a specified epidemiological profile.

Design output is not biological function

The distinction between a prediction and a measured result is central to both AI and conventional engineering. A model may predict that a sequence adopts a structure similar to a known template. That prediction can be useful for selecting experiments, but structural similarity does not ensure that the sequence retains activity, behaves correctly in cells or has the intended effect in an organism.

NIST’s June 2025 summary of a Science study illustrates this problem using safe proteins as proxies for AI-assisted design. The researchers found that generated homologs could have predicted structures similar to a native protein without necessarily retaining its activity. They also reported that current systems were not yet powerful enough to reliably rewrite a protein sequence while both retaining activity and evading biosecurity screening.

The study was not a test of AI-designed viruses. It was an experimental evaluation of protein-design proxies, so its findings should not be converted into a direct claim about viral capability. Its practical lesson is that validation remains expensive and technically demanding: generated sequences must be synthesized or otherwise produced, tested with appropriate assays and interpreted by people who understand the biological system.

David Baker and George Church made a related point in their 2024 Science editorial on protein design and biosecurity: “DNA synthesis plays a critical role in materializing designed proteins.” They recommended collecting synthetic-gene sequence and synthesis data in repositories that would be queried only in emergencies. That is an expert recommendation, not an adopted universal policy, but it highlights why design software and physical access to biological materials are separate parts of the risk picture.

What AI changes in the design cycle

AI can alter the speed, scale or search strategy of particular tasks without changing the need for biological verification. In a legitimate research setting, its contributions may include:

  • searching large sequence or structure spaces more quickly than manual selection;
  • ranking candidates against a stated objective;
  • predicting structural features or likely interactions;
  • identifying patterns in experimental data;
  • suggesting variants for a researcher to evaluate; and
  • helping prioritize experiments when time or material is limited.

Each contribution has failure modes. A training set can be biased or too small. An optimization target can reward a proxy rather than the desired biological property. A model can be confidently wrong outside the data distribution. A ranking can hide uncertainty if users see only a score. And a candidate that looks promising computationally can fail during synthesis, expression, assay or organism-level testing.

What AI does not remove

  • Biological knowledge: someone must define the objective, interpret uncertainty and recognize implausible outputs.
  • Material and laboratory requirements: computational designs do not test themselves or establish that a construct is viable.
  • Experimental validation: activity, toxicity, replication and other phenotypes require appropriate measurements.
  • Safety controls: oversight, screening and containment remain necessary even when software is involved.
  • Resources and time: skilled personnel, instruments, reagents and repeated experiments can remain the dominant constraints.

Risk is multidimensional, not an “AI or no AI” label

RAND’s 2026 framework proposes evaluating possible AI-enabled viral modifications through both biological impact and actor capability. It identifies five viral functions that may matter when considering a modification:

Risk dimension Question an assessment would ask
Host range or tropism Could the change alter which species, tissues or cell types the agent can enter or infect?
Genome replication Could it increase the efficiency or amount of replication?
Immune or medical-countermeasure evasion Could it reduce recognition by immune defenses or the effectiveness of medical countermeasures?
Environmental stability Could it persist longer under relevant environmental conditions?
Transmission dynamics Could it change how readily, how long or under what circumstances the agent spreads?

These are categories for structured analysis, not measured incidence rates or a universal scoring standard. RAND’s second component considers whether an actor has the technical skill and resources to achieve the modification and how much AI might enhance that capability. The report notes that practical thresholds still need expert work, empirical testing and case studies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This framework prevents two opposite errors. It avoids treating every AI biological application as equally dangerous, and it avoids assuming that an AI label makes an otherwise familiar biological effect harmless. A conventional method that produces the same change can have the same biological consequence. Conversely, a model that suggests a candidate without a feasible path to construction may have limited immediate impact.

Separating demonstrated evidence from future scenarios

Current evidence supports several statements:

  • AI tools can design or redesign some biomolecules.
  • Protein-design systems can produce candidates whose predicted structures look plausible while measured activity is lost.
  • Current AI tools, as assessed by the National Academies in 2025, did not have the demonstrated ability to design and build a transmissible virus de novo with epidemic or pandemic potential.
  • Turning a computational candidate into a functioning biological system still requires expertise, materials, testing and resources.

Those findings do not establish that future systems will remain at the same capability level. The relevant warning signs for reassessment would include substantially better phenotype and transmissibility prediction, reliable designs for fully replicating infectious agents, or automation that sharply reduces the need for experiments. They also do not establish a probability of misuse; the available assessments provide no universal percentage.

Readers should therefore distinguish a demonstrated tool capability from a hypothetical pathway. A paper showing sequence generation, a model benchmark or a plausible structure is evidence about a design task—not proof that someone can produce a viable, transmissible pathogen.

How to evaluate a claim about an “AI-designed virus”

When a news story, product announcement or research paper uses that phrase, ask the following questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What was actually generated? Was it a protein sequence, a fragment, a model prediction, a modified existing construct or a complete viral genome?
  2. Was anything built? A computational output is different from synthesized material, and synthesized material is different from a tested biological system.
  3. What was measured? Look for retained activity, replication, host interaction, stability or transmission evidence rather than a structural prediction alone.
  4. What safety model was used? A study using safe proteins as proxies should not be presented as a direct virus demonstration.
  5. Which date and system version apply? AI capabilities change quickly; a 2025 assessment should not be treated as a timeless statement about every future model.
  6. What uncertainty remains? Missing phenotype data, out-of-distribution designs, failed candidates and untested assumptions are material limitations.
  7. Is the claim about impact or capability? A severe hypothetical consequence does not show that an actor can achieve it, while a demonstrated capability does not by itself determine its real-world impact.

Practical implications for researchers, policymakers and readers

For researchers

Document the model, training data, objective, uncertainty and validation pathway. Treat generated candidates as hypotheses, apply appropriate screening and obtain expert review before any biological work. Do not infer whole-organism behavior from a molecular score.

For policymakers and security teams

Monitor capabilities rather than relying on labels. Screening and reporting systems should consider sequence and synthesis data, access to specialized equipment, personnel expertise and the possibility that AI may lower search costs without eliminating experimental barriers. The Baker–Church repository idea illustrates one possible governance approach, but it remains a recommendation rather than a settled international rule.

For general readers

Be cautious with headlines that collapse prediction, construction and transmission into one event. Check whether the source is discussing a protein proxy, a modified existing pathogen or a genuinely de novo viral system, and note the assessment date.

Bottom line

AI is changing how biological designs can be proposed and prioritized, not removing the requirement that biology work in the real world. Traditional genetic engineering and AI-assisted design share the same essential constraints: incomplete knowledge, difficult construction, demanding validation and the need for responsible oversight. The strongest current assessment, published by the National Academies in 2025, found no available AI tool capable of designing and building a pandemic-capable virus from scratch. That conclusion should guide present decisions while leaving room for continued monitoring as models, data and laboratory automation improve.
