AI data centers can face a power bottleneck even when a region has enough electricity generation: the local grid may not be able to deliver it to a large new facility quickly. Concentrated demand is growing, but the risk is uneven. Available evidence points to a developing urban and regional infrastructure challenge, not a proven constraint in every city.

Why AI data centers are driving up electricity demand

Data centers use electricity to run computing equipment and keep facilities operating, including cooling systems. AI is adding to that demand, while the higher power density of AI servers can make the amount of electricity needed at a single facility especially concentrated.

The International Energy Agency (IEA) reported that global data-center electricity demand grew 17% in 2025, compared with 3% growth in global electricity demand overall. In its 2026 outlook, the IEA estimated data-center consumption at 485 TWh in 2025 and projected 950 TWh by 2030; it also projected AI-focused data-center consumption to triple over that period. These are global estimates and projections, not measurements of individual cities.

The scale of the equipment is changing, too. The IEA’s 2026 update says AI-server power density increased 11 times from 2020 to 2025 and projects a further fourfold increase by 2027. It estimates that one rack in an advanced data center could have peak power demand equivalent to 65 households by 2027. That comparison is for a rack’s peak demand, not for an entire facility.

What the U.S. outlook says

A June 2026 Lawrence Berkeley National Laboratory (LBNL) estimate puts data centers at 11.8% of U.S. electricity use in 2030, with modeled scenarios ranging from 9.5% to 15.3%. Its bottom-up model accounts for planned equipment shipments, device electricity use, cooling performance, facility types, and locations. The range underscores that the U.S. outlook depends on assumptions about how much equipment will be installed and how facilities operate.

Why a city can have a power bottleneck despite regional generation

Electricity has to travel through a connected network from generation to the facility. A data center needs a viable connection and enough capacity through the specific substations, transformers, feeders, and cables that serve its site. If one part of that local path is constrained, additional generation elsewhere may not fix the delivery problem.

Network upgrades can also take longer than building a data center. Connection studies, utility planning, equipment availability, construction, and permitting can all affect when a project can be served. The IEA’s 2025 World Energy Outlook describes data centers clustering in and around large cities, alongside growing congestion, long connection queues, and pressure on equipment supply. It reports that most projects in its pipeline are larger than 200 MW and are primarily in the United States, China, and Europe.

For that 2025 report, the IEA described average U.S. data-center connection waits of one to three years, up to seven years in northern Virginia, and waits as high as seven or ten years in the United Kingdom and parts of Europe. Those are observations reported in 2025, not verified queue status for October 2026. The same report estimated that grid constraints and related bottlenecks could put around 20% of projected global data-center additions by 2030 at risk of delay. That estimate is not a probability for any particular city.

Why AI loads create additional grid challenges

More computing capacity is not the only issue. The IEA’s 2026 update says rising rack power density and rapid changes in demand test supplies of transformers and power electronics. The speed and scale of those swings can also make it harder to maintain reliable supply. Storage may help manage some operating needs, but a battery does not automatically remove a constrained grid connection.

The relationship runs in both directions, as the IEA put it in its 2026 grid-modernisation report: “The relationship runs both ways: the data centres behind AI are a fast-growing source of demand that can worsen grid congestion, while AI applied to energy systems holds the promise of huge potential benefits for system reliability and efficiency.” Digital tools may help the grid, but that potential does not eliminate the need to plan for the added load.

What utilities, grid operators, and data-center developers can do

There is no single fix for every location. The right response depends on where the constraint is, how quickly new capacity is needed, what reliability the facility requires, and who bears the cost. The approaches below may be combined; they are not substitutes for understanding the specific network and project.

Approach What it can address Key limits and trade-offs
Expand grid infrastructure and equipment Adds network capacity where planning studies identify a need, including through upgrades to substations, transformers, and cables. Construction, permitting, and equipment lead times can delay added capacity. Costs and who pays for upgrades need to be addressed.
Coordinate connections earlier Utilities, grid operators, regulators, and developers can assess proposed loads and connection needs earlier in planning. Forecasts are uncertain, and proposed projects may not all proceed. Planning should account for how committed a project is and avoid double-counting speculative demand.
Improve monitoring and use of existing networks Digital monitoring, forecasting, and grid-enhancing tools may help operators use available network capacity safely and identify constraints. These tools can improve use of existing infrastructure, but do not necessarily create enough capacity where physical limits remain.
Use storage or flexible operations Storage or shifting some computing workloads may help manage peaks or rapid changes in demand when service requirements allow. Flexibility depends on the facility’s workload, operating requirements, and appropriate incentives. Storage also has cost and siting considerations.
Consider onsite generation Generation at or near a facility is one possible response when a grid connection is slow or limited. It brings questions about cost, reliability, emissions, permitting, and whether the plant can follow variable AI loads; it does not automatically resolve a network constraint.

When evaluating a proposal, decision-makers should compare deployment time, the actual location of the constraint, reliability, affordability, cost allocation, emissions, and operational flexibility. A solution that works in one place may not fit another.

What is known—and still uncertain—about local impacts

National and global forecasts do not establish which individual city, substation, or feeder is constrained today. The IEA’s 2025 report gave examples of long queues and reported a pause on new data-center requests in Dublin through 2028. That is a dated report example, not confirmation that the pause remains in force in October 2026.

Large new loads can prompt investment in generation and grid infrastructure, raising a question of affordability: who should pay for upgrades that serve a data center and potentially other customers? The IEA’s 2026 update and an IEEE 2025 grid-readiness report support treating cost allocation, project commitment, uncertain forecasts, and flexibility as planning questions. They do not establish that ratepayers in a named city are paying a specific amount for data-center upgrades.

The IEA’s 2025 report states, “There is no AI without energy – specifically electricity for data centres.” Whether that energy can be delivered in time depends on local network conditions as well as the amount of generation available. The evidence supports an emerging and uneven infrastructure risk; it does not support treating every city as already short of power.
