Your business may be unprepared for AI-related cyber risk—but the evidence does not show that an AI-driven catastrophe is inevitable or already sweeping businesses. AI can reduce the time and effort needed for some malicious tasks, while AI systems and especially AI agents can introduce additional security risks. The practical response is to strengthen ordinary cybersecurity and apply clear controls to the AI services, data, and permissions your organization uses.
What does the evidence say about AI cyberattacks?
The case for taking the risk seriously is about capability and preparedness, not proof of an AI-caused wave of business disasters. The FBI says AI can automate tasks that previously required more time, effort, and labor. It also warns that wider AI and machine-learning adoption expands the attack surface and can increase the potential physical and economic costs of a successful attack. Those points describe a risk mechanism; they are not a forecast that a catastrophe is imminent.
The UK Department for Science, Innovation and Technology’s Cyber Security Breaches Survey 2025/2026 measures cyber activity generally. It does not attribute the incidents it records to AI. The survey also counts incidents organizations identified and were willing to report, so it may not include attacks they did not detect or disclose.

|---|---|
| 43% of businesses reported identifying a breach or attack in the previous 12 months. | Cyber incidents are a present business concern. This is not an estimate of AI-enabled attacks. |
| 38% of businesses reported phishing in the previous 12 months. | Phishing was commonly reported, but the survey does not say that AI caused these attempts. |
| 24% of businesses using, adopting, or considering AI said they had cybersecurity practices or processes to manage AI risks. | This points to a reported process gap in that subgroup. It does not mean the other organizations had an AI-related breach. |
These figures are UK-wide survey results from the 2025/2026 report, not global estimates or counts of AI-attributed incidents. The headline risk-identification activities were based on 2,112 businesses and 1,085 charities.

How could AI change the risk to a business?
AI can make some malicious work faster or less labor-intensive. That may lower the effort needed to carry out tasks at scale, but the available evidence here does not quantify how much AI changes attack success rates, business losses, or the number of incidents. It also does not establish that AI is necessary for a cyberattack to succeed. Existing weaknesses in accounts, processes, and recovery plans remain consequential whether an attacker uses AI or not.
There is also a difference between a tool that generates or summarizes information and an agent that can take actions through connected services. The risk depends in part on what the system can access, what it is permitted to do, and whether people can observe and control its actions. CISA and partner agencies’ May 1, 2026 guidance identifies agentic-AI risks involving privilege escalation, emergent behaviors, and accountability gaps. That guidance concerns agentic AI; it should not be treated as a claim that every generative AI tool has the same risk profile.

Which preparedness gaps should a business check first?
In the UK 2025/2026 survey, small businesses reported lower levels of several familiar preparedness measures than in the prior survey year. Across businesses, 47% reported using two-factor authentication. These are self-reported survey findings, not independent audits of security controls.

| Cyber risk assessment | 41% | 48% |
| Formal cyber policy | 52% | 59% |
| Continuity plan covering cyber risk | 44% | 53% |
The survey does not prove that any one missing measure caused an incident. It does show why an organization should not treat AI-specific controls as a substitute for the basics: knowing its risks, documenting responsibilities, protecting access, and planning how to continue or recover after disruption.

What should a business do before using AI or AI agents?
- Make an inventory. Record approved AI services, employee use, integrations, connected business data, and any agents able to take actions. Include who owns each use and what business process depends on it.
- Assess the exposure. For each service or agent, identify the systems and data it can reach, the actions it can take, who controls its identity and permissions, and where its activity is logged. Consider how changes to integrations or capabilities could alter that exposure.
- Apply existing security governance. Put AI use under the organization’s established risk review, policy, and approval processes. NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary; NIST says it is being revised and provides relevant profiles. Check the current NIST material before adopting detailed framework language.
- Limit agent permissions and autonomy. Give an agent only the access needed for its task. Avoid broad access to sensitive information or critical systems, and keep a person accountable for consequential actions. Define when the agent must stop and request human review.
- Use layered defenses and strong identity management. Protect accounts and connected services, monitor activity, and review access as people, tools, and integrations change. A hardware security key may be one option for stronger authentication, but suitability and compatibility depend on the organization’s systems; it is not a universal requirement.
- Test and reassess changes. Threat-model new uses, review logs, and reassess after changes in access, integrations, or capabilities. Do not assume that a system remains within its original risk profile just because its name or provider is unchanged.
- Prepare for continuity and response. Ensure written policies and continuity plans cover cyber incidents, including disruption involving an AI service or connected account. CISA’s business resources offer free cyber guidance and voluntary baseline practices; check current availability and local applicability.
How can a business judge an AI service’s risk?
There is no single product category or tool established by the evidence here as the answer to AI cyber risk. Instead, compare the controls around each use case. Ask these questions before approval and revisit them when the service changes:
- Access: What business systems and data can the service reach, and is that access limited to what the task requires?
- Autonomy: Can it only provide information, or can it initiate actions? Which actions require human approval?
- Identity and permissions: Is the service’s identity distinct and controlled? Can its permissions be reviewed and withdrawn?
- Visibility: Are actions logged, and does someone monitor the activity and know how to investigate it?
- Change management: Who reviews new integrations, changed capabilities, or expanded access, and how are those changes tested?
- Response and recovery: Does the incident process cover the service, its connected accounts, and the business processes that depend on it?
For a vendor product, verify current features, data handling, deployment conditions, and contractual commitments directly with the vendor. A product claim alone cannot establish that a particular service will protect an organization in its actual configuration.

What should happen if a cyber incident occurs?
Use the organization’s incident-response process rather than treating an AI tool as a substitute for response. Preserve relevant logs and other records, escalate to the designated response lead, and contact appropriate authorities when warranted. If a connected AI service or agent may be involved, include its permissions, integrations, and activity records in the investigation. No checklist or product can eliminate risk, so response and recovery planning matter alongside prevention.
What is not established about AI cyberattack losses?
The available evidence does not provide a defensible estimate of business losses specifically caused by AI-enabled cyberattacks. Nor does the UK survey establish that its reported breaches or phishing incidents were AI-driven. The sound conclusion is narrower: AI can reduce effort for some malicious tasks, agentic systems bring particular risks around autonomy and access, and many organizations report gaps in cyber or AI-risk processes. That is enough to justify practical controls without treating catastrophe as a proven outcome.
