There is no universally best AI consulting firm. Accenture, Deloitte, and IBM Consulting are all credible enterprise candidates, and Everest Group places each in its 2025 Leaders category. Forrester’s 2026 evaluation likewise concludes that provider strengths vary by business use case and industry. The practical choice is the firm that can deliver your defined outcome, in your sector, with the governance, production support, team, and commercial model you can defend.

Use the comparison below to build a shortlist, test each bidder with the same evidence requests, and avoid treating a market ranking as a guarantee of project results.

What “best” means in an AI consulting decision

AI consulting is not one service. A provider may be excellent at business-case design but dependent on partners for data engineering; another may have strong platform implementation but less relevant experience in your regulated process. Your decision should therefore start with the business opportunity and operating conditions, not with a logo or league-table position.

Forrester’s article dated July 9, 2026, describes its Q2 2026 AI Consulting Services evaluation of 10 providers: Accenture, Bain & Company, Boston Consulting Group, Capgemini, Deloitte, EY, IBM, KPMG, McKinsey & Company, and PwC. It says the evaluation found capabilities across business strategy, value management, AI operations, data and model engineering, agent development, change management, and security, while strengths differed by operational efficiency, employee enablement, industry, customer-facing work, and back-office processes.

Everest Group’s 2025 global AI and generative AI services assessment covers 27 providers. It places Accenture, Capgemini, Cognizant, Deloitte, IBM Consulting, and TCS in Leaders; BCG, EY, McKinsey, PwC, and others are Major Contenders, while Akkodis, Kyndryl, Sonata Software, Stefanini, and UST appear among Aspirants. These categories help you broaden a shortlist. They do not make every firm interchangeable.

What the published evaluations do—and do not—prove

Assessment Scope Useful interpretation Important limit
Forrester Q2 2026 AI Consulting Services Wave 10 providers; multimonth evaluation described in an article dated July 9, 2026 Shows that major providers cover a broad capability set and have different strengths by use case and industry The public article does not disclose full provider-by-provider scoring
Forrester Q3 2025 AI Consulting Services Landscape 37 profiled providers Useful for discovering additional candidates beyond the largest firms A landscape profile is not a promise of equivalent delivery quality
Everest Group 2025 global AI and generative AI services assessment 27 global providers; based on its 2024 annual RFI process, provider interactions, client references, and market analysis Provides a broad market map and identifies Leaders, Major Contenders, and Aspirants A category is a market-position signal, not a fit assessment for your project
Everest market-share figure in the IBM-licensed report 2024 AI-services estimate shown in bands Accenture and IBM appear in the band above 8% The estimates are not audited company revenue shares; the report notes that some provider estimates may be less complete

Read the labels as screening evidence. The decisive evidence must come from the proposed team, comparable production work, references, controls, and a contract whose assumptions you understand.

Eight comparison axes for a fair shortlist

Score every bidder against the same questions. A polished presentation should not receive credit for a capability that will be supplied by an unnamed subcontractor or deferred to a later phase.

Axis Questions to ask
Business fit What measurable opportunity is being pursued, and which business sponsor owns it?
Industry fit Can the firm show work in your sector, operating model, geography, and regulatory environment?
Delivery scope Can the proposed team cover strategy, data and model engineering, deployment, AI operations, change management, and security, or will it depend on partners?
Production readiness How will a proof of concept become a supported production service? Who owns monitoring, incident response, model or agent updates, and retirement?
Governance What controls address data access, testing, explainability, security, bias, compliance, auditability, and accountability?
People and partnerships Which named specialists will work on the engagement, how much time will they commit, and which technology partners are essential?
Economics What are the milestones, acceptance criteria, fees, expenses, inference assumptions, and ongoing operating costs?
Proof Can the bidder demonstrate a comparable delivered project, provide references, and quantify adoption or business outcomes?

Accenture, Deloitte, and IBM Consulting

Accenture

Everest Group places Accenture in the Leaders category in its 2025 assessment. In the same report’s 2024 AI-services market-share figure, Accenture appears in the band above 8%. Those indicators suggest scale and market presence; they do not establish that Accenture is the best choice for a particular workflow, country, or technology estate.

Ask Accenture to identify the exact operating unit and senior practitioners who will remain through deployment. Require a clear split between work performed directly and work delivered through ecosystem partners. For a large transformation, examine how the proposed team will transfer knowledge to your internal owners rather than leaving a permanent dependency on external specialists.

Deloitte

Everest Group also places Deloitte in Leaders. Deloitte’s global AI page describes work spanning generative AI, intelligent agents, AI infrastructure, governance, and scaling, with company-published examples involving banking, data-center planning, manufacturing, and government.

Those examples demonstrate the range Deloitte says it supports, but they are not independently comparable outcome measurements. Request a reference in your specific process and ask what was in production, how usage was measured, what controls were audited, and what support remained after launch. Confirm that the specialists who designed governance will participate in implementation and operational handover.

IBM Consulting

Everest Group places IBM Consulting in Leaders, and its IBM-licensed assessment describes IBM Consulting as a Star Performer. The profile describes maturity assessment, model development and fine-tuning, LLMOps, governance, and agent orchestration and scaling.

IBM’s public AI consulting page names work with AWS, Google Cloud, Microsoft Azure, and OpenAI. Treat those partnerships as evidence of stated ecosystem coverage, not a promise that your engagement will use a particular platform or receive a particular team. Ask for an architecture that remains portable where practical, a documented model and data-ownership position, and a cost model that includes ongoing inference and operations.

How to use alternatives without creating a random vendor list

Alternatives are valuable when they fill a capability, geographic, sector, or commercial gap in your initial shortlist. Forrester’s 10-provider set includes strategy-led and technology-implementation organizations. Everest adds Capgemini, Cognizant, and TCS as Leaders, while BCG, EY, McKinsey, PwC, and others are Major Contenders. The assessment also names Aspirants such as Akkodis, Kyndryl, Sonata Software, Stefanini, and UST.

Shortlist need How to use the published categories Evidence still required
Broad end-to-end transformation Start with large providers that can show strategy through operations, then test whether the proposed local team has delivered the same pattern Named delivery roles, transition plan, production references, and partner dependencies
Independent strategic challenge Include a strategy-oriented contender alongside implementation-heavy bidders Proof that recommendations were converted into deployed systems, not only road maps
Specialist or regional delivery Consider providers outside the largest global firms when sector or geography is decisive Relevant domain references, staffing depth, security controls, and escalation coverage
Multiple technology ecosystems Invite firms that can work across your required cloud, data, and model environments Written interoperability assumptions, licensing responsibilities, and exit or migration options

Do not infer that a Major Contender or Aspirant is unsuitable. Likewise, do not infer that a Leader will be economical or operationally superior for a smaller, tightly bounded use case.

A step-by-step buying process

1. Define one business opportunity

Write the outcome in operational terms: for example, reducing a documented service backlog, shortening a claims process, improving forecast accuracy, or enabling a controlled employee workflow. Set a baseline, target measure, time horizon, and business owner. Forrester recommends beginning with a business opportunity and assembling business, operations, risk, and technology sponsors.

2. Describe the operating constraints

Document the use case, data sources, data quality, systems that must be integrated, user groups, countries, retention rules, regulatory obligations, and the operational owner after launch. State whether the solution may use external model APIs, private environments, retrieval systems, agents, or human approval gates. Bidders should price and design against the same assumptions.

3. Request comparable proof

Ask each firm for two or three references involving a similar process and production scale. Request a factual account of what was delivered, time to production, adoption, support model, measurable outcomes, failed assumptions, and remaining limitations. Everest identifies experience delivering similar projects, advanced-AI expertise, prior experience with the provider, and industry or domain expertise as sourcing criteria.

4. Evaluate the actual team

Require names, locations, roles, allocation percentages, start dates, and replacement rules. Separate sales leadership from delivery leadership. Identify who owns architecture, data engineering, model evaluation, security, change management, and operations. Ask which roles are employees, subcontractors, or partner resources.

5. Test governance and production design

Have bidders walk through data classification, access controls, evaluation datasets, red-team or abuse testing, human review, logging, incident response, model and prompt changes, rollback, and retirement. Require a production operating model rather than a demonstration script. Forrester specifically recommends building data, AI-platform, and operating-model foundations before scaling use cases.

6. Model the full economics

Require a written model for implementation, licenses, cloud or platform consumption, data preparation, monitoring, support, retraining, and inference. Forrester advises modeling inference and AI operating costs before scaling. Ask bidders to show which costs are fixed, usage-based, pass-through, or subject to change.

7. Compare proposals on common gates

Use identical definitions for acceptance, security approval, production readiness, adoption, and benefits measurement. Everest highlights attractive, value-aligned pricing and flexible value-based commercial models. A value-linked fee is meaningful only when the baseline, measurement method, client dependencies, and payment triggers are explicit.

8. Contract for transition and accountability

Specify deliverables, data and model ownership, documentation, service levels, audit rights, change control, warranty or stabilization support, incident obligations, subcontractor disclosure, and knowledge transfer. Name the party responsible when a partner, model provider, or cloud service changes a dependency.

Governance questions that separate a pilot from a dependable service

Ask for evidence, not policy titles. A credible answer should identify the control, its owner, the test performed, and the artifact you will receive.

  • Data: How are sensitive fields discovered, minimized, masked, retained, and deleted? Can your data be used to train a shared model?
  • Evaluation: Which task-specific metrics, reference sets, human reviews, and failure thresholds determine release?
  • Security: How are prompts, retrieved documents, tools, identities, secrets, and outputs protected against unauthorized access or manipulation?
  • Fairness and explainability: Which populations and edge cases are tested, and how can an affected user obtain an understandable explanation?
  • Operations: Who watches quality, latency, availability, drift, cost, and unsafe behavior? What triggers a rollback or human takeover?
  • Change management: How are users trained, adoption measured, feedback handled, and processes redesigned when the system changes work?
  • Accountability: Which executive accepts residual risk, and how are decisions recorded for audit or regulatory review?

Commercial models and cost boundaries

Public sources reviewed for these firms do not establish directly comparable fee ranges, engagement sizes, or project durations. Do not use an invented day rate or a market-share percentage as a price proxy.

Instead, normalize proposals into work packages such as discovery, data readiness, prototype, production build, deployment, stabilization, and managed operations. For each package, record assumptions about data availability, integrations, user volume, model calls, environments, support hours, and third-party licenses. Ask what happens financially when those assumptions change.

Fixed fees can provide scope certainty but may encourage exclusions when requirements are immature. Time-and-materials arrangements can adapt to discovery but need transparent staffing and a cap or review gate. Outcome-linked fees can align incentives, yet they require an agreed baseline and a way to isolate the provider’s contribution from market, staffing, or policy changes. A blended structure with stage gates often makes those dependencies visible.

Common failure modes and how to prevent them

Choosing the category leader by default

Why it fails: A broad leadership label says little about your local team, process, or risk profile.
Prevent it: Make references, named staff, production evidence, and governance artifacts mandatory evaluation items.

Starting with a technology demonstration

Why it fails: A compelling demo can bypass data quality, workflow ownership, security, and adoption constraints.
Prevent it: Begin with a measurable business opportunity and define the operating owner before selecting a model or agent pattern.

Ignoring post-launch operations

Why it fails: Quality, cost, and safety can change after real users and real data arrive.
Prevent it: Contract for monitoring, incident response, evaluation refreshes, updates, rollback, and knowledge transfer.

Underestimating inference and platform costs

Why it fails: A low prototype bill may not represent production volume, retrieval, monitoring, or repeated model calls.
Prevent it: Require usage scenarios, unit assumptions, sensitivity ranges, and an approval gate before scaling.

Letting partner dependencies remain implicit

Why it fails: Responsibility becomes unclear when the consultancy, cloud provider, model provider, and software vendors share the stack.
Prevent it: Put the responsibility matrix, escalation path, licensing duties, and exit options in the proposal and contract.

Measuring activity instead of value

Why it fails: Number of workshops, prompts, or deployed models does not demonstrate business benefit.
Prevent it: Set a baseline and track adoption, quality, cycle time, cost, risk events, and financial or operational impact tied to the original opportunity.

A practical decision rule

Select the bidder that can make the strongest evidence-backed case on your highest-risk requirements, not the bidder with the most impressive general capability list. If governance and regulated data dominate, weight tested controls, accountable ownership, and audit evidence heavily. If integration and scale dominate, weight production references, platform engineering, operations, and cost modeling. If the use case is narrowly defined, a smaller or more specialized alternative may beat a global firm when it offers deeper domain expertise and clearer accountability.

Before signing, each finalist should be able to answer four questions in writing:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What business result will be delivered, measured against which baseline, and by when?
  2. Who exactly will deliver it and operate it after launch?
  3. What controls, tests, documentation, and handover make the service safe and maintainable?
  4. What is the total cost under realistic usage, and what changes that cost?

Bottom line

Accenture, Deloitte, and IBM Consulting are sensible starting points for an enterprise AI shortlist: Everest Group places all three among its 2025 Leaders, and the broader Forrester and Everest assessments show substantial market capability. None is proven to be the universal winner, and the public material does not provide a like-for-like price or scorecard. Define the opportunity, demand comparable production evidence, inspect the named team and partner model, validate governance and operations, and compare economics under the same assumptions. That process—not a ranking alone—produces a defensible choice.
