There is no universal context file that makes every AI coding agent understand and safely edit an entire multi-repository system. A shared instruction file can explain conventions, but it cannot grant repository access, transfer uncommitted files, or ensure an agent checks every dependent codebase. The practical answer is to treat instructions, search, memory, and multi-repository execution as separate capabilities—and verify which ones your chosen workflow actually provides.
What “cross-repository context” actually means
When a task spans several repositories, “context” can mean at least four different things. An agent might receive written instructions, retrieve code from another repository, remember information from a prior session, or run in an environment where it can work across multiple repositories. These capabilities are not interchangeable: being able to read another repository does not necessarily mean the agent can change it.
- Instructions describe conventions, constraints, and project relationships.
- Search retrieves code or documentation relevant to the current task.
- Memory carries selected information between interactions, subject to product-specific scope.
- Execution access determines which repositories and files the agent can actually modify.
A Markdown file can help communicate shared rules, but it does not synchronize working trees or expand permissions. Start by identifying which of these layers the task needs.
How the documented tools differ
The product documentation describes different kinds of reach. Cursor documents configured Cloud Agent environments that can include multiple repositories. GitHub says Copilot’s cloud agent can change only the repository selected when the task starts. VS Code documents tools for searching other GitHub repositories; that search capability does not establish that the agent can edit those repositories in the same run.

| Workflow | What the documentation establishes | Important boundary |
|---|---|---|
| Cursor Cloud Agents | Configured multi-repository environments can let one agent work across repositories in the same run, such as frontend, backend, infrastructure, or shared-library repositories. Cursor Cloud Agents documentation | Repositories must be connected and the environment set up. When moving a local conversation to the cloud, conversation history and context transfer, but uncommitted or dirty files do not; commit or stash changes that need to be present remotely. Cursor Cloud Agents documentation |
| GitHub Copilot cloud agent | The agent can make changes only in the repository specified when the task starts. GitHub Copilot cloud agent documentation | It cannot make changes across multiple repositories in one run. Its default GitHub MCP context is repository-scoped; broader access can be configured through repository MCP settings. GitHub Copilot cloud agent documentation |
| VS Code agent tools | VS Code documents semantic and text search tools for other GitHub repositories. VS Code chat tools documentation | Searching another repository supplies potential context; the documented search capability alone does not show that the agent can edit that repository in the same task. |
These are capability distinctions, not a performance ranking. Documentation establishes what a workflow supports; it does not show which approach produces the best results across real projects.
What to put in shared instructions
Use shared instructions for durable facts that help an agent orient itself, not as a substitute for repository access. For example, describe each repository’s role, identify which service owns a contract, and point out where dependent schemas or API definitions live. Then give the task-specific details that may change from one request to another.
Make repository roles explicit
Name each repository and its responsibility: for example, “web client,” “API service,” and “shared schema.” Identify the repository that is authoritative for a contract rather than expecting the agent to infer ownership from filenames.

Describe the contract and validation points
When a task changes an API or schema, identify the consumers that need checking and the relevant tests or validation steps. A short, specific map is more actionable than copying broad documentation into every prompt.
Keep retrieved context useful
Search can bring in the missing dependency, but indiscriminate search can also crowd a conversation with irrelevant results. VS Code warns that every text-search match returned becomes part of the conversation context. Broad searches through generated files or logs can therefore add noise rather than useful understanding. VS Code chat tools documentation
- Search for the specific symbol, endpoint, schema, or consumer named in the task.
- Exclude generated files and logs when they are not relevant to the change.
- Check that retrieved code is from the expected repository and reflects the current contract.
- Prefer a focused explanation of repository relationships over dumping large amounts of source into the prompt.
Instructions also have limits. GitHub documents repository-wide and path-specific custom instructions, but cautions that Copilot may not follow custom instructions identically every time. Treat instructions as guidance—not proof that a constraint was observed. GitHub custom instructions documentation

Conversation history is not the same thing as working-tree state. Cursor says a local conversation moved to cloud carries its history and context, but not dirty or uncommitted files. If an edit exists only in a local working tree, the cloud agent will not receive it through conversation transfer. Commit or stash the changes if they must be available in the remote environment. This distinction matters whenever a task depends on a local patch, generated file, or configuration change that has not been committed. Before handing work from a local session to a cloud session, establish that the required file state is available there; do not assume that a detailed chat transcript contains the actual edits.
A reliable workflow for a cross-repository task
- Map the task. List the repositories involved and what each owns. Identify the contract or dependency that connects them.
- Choose the execution model. Decide whether the agent needs to edit several repositories in one run, or only inspect another repository while editing one. Confirm the product’s documented scope and configure access accordingly.
- Set the write boundary. Name the repository or repositories the agent may change. State whether changes outside that boundary should be proposed rather than made.
- Provide focused context. Share the relevant API, schema, symbol, or path, plus the authoritative source and the consumer that must remain compatible.
- Prepare the working state. If execution moves to a cloud environment, ensure required changes are committed or stashed when the product does not transfer dirty files.
- Review each side of the contract. Inspect proposed changes in the producer and dependent repositories, and run the relevant tests or checks in each environment available to you.
This is a practical response to differences in documented scope, not a vendor-tested guarantee. Cross-repository compatibility still needs human verification.
What a shared context file cannot solve
A user-wide or shared instruction file may reduce repeated explanations, but it is not a universal context layer. It cannot by itself give an agent access to repositories, make a search tool return the right files, carry uncommitted local state into a remote environment, or guarantee that every instruction is followed. Memory scope is also product-specific; do not assume that information remembered in one machine or environment will be available in another.

The useful distinction is narrower: some workflows support configured multi-repository execution, some are limited to one repository for edits, and some offer cross-repository search without documenting same-run editing.
