Choose the platform that delivers your model’s required quality, latency and throughput at an acceptable total cost—not the chip with the largest peak-FLOPS number. For a startup, “AI chip” is an umbrella term that includes GPUs and purpose-built accelerators such as cloud TPUs and Inferentia. The decision covers hardware, memory and interconnects, software, cloud access, engineering effort and fallback options.
Training and inference also reward different designs. Training usually depends on sustained multi-device throughput and efficient scaling. Inference depends on response-time targets, quality, batching, concurrency and keeping capacity economically utilized. Benchmark your exact model and serving or training workflow on each candidate before committing.
What “AI chip” means—and why a GPU is one type of accelerator
An AI chip is any processor designed or configured to accelerate machine-learning workloads. A GPU is a highly parallel accelerator that can run graphics and general-purpose compute; mature GPU software stacks make it a common default for training and inference. A TPU or an Inferentia device is a purpose-built accelerator exposed through a particular cloud provider. The practical comparison is therefore between complete platforms: accelerator silicon, memory, host CPUs, device-to-device links, compiler and runtime, model libraries, instance availability and commercial terms.

The OECD’s 2025 report says major providers—including Amazon, Google, Microsoft and Meta—have generally offered their internally designed AI ASICs through their own clouds and aimed them at specific use cases. The report also observed that specialist-chip startups had not gained significant market share at the time of publication. That is a dated market observation, not a prediction, so check current availability and alternative suppliers before designing your roadmap around one device. Read the OECD analysis.

“GPU versus AI chip” is therefore a shorthand, not a clean technical boundary. GPUs are AI accelerators, and a cloud TPU or Inferentia instance includes far more than its accelerator die. Host memory, storage, networking, orchestration, drivers, compilers and serving software can determine whether a nominally powerful device is useful to your application.
Training and inference optimize for different outcomes
Training: time to a defined quality target
For pre-training or fine-tuning, measure how long and how much compute it takes to reach a specified validation loss, benchmark score or other quality criterion. Record sustained tokens per second, scaling efficiency as devices are added, checkpoint time, memory headroom and the availability of a sufficiently large cluster. A device that is inexpensive per hour can lose its advantage if communication, input pipelines or checkpointing leave it idle.
Large jobs also need predictable capacity. Confirm quotas, reservation lead times, supported regions and what happens when a multi-device request cannot be fulfilled. A provider may recommend reservations for pre-training or fine-tuning; verify the current terms for your region rather than assuming that an on-demand price implies guaranteed access.
Recommended Free Tools
Measure the complete training run, not just a short kernel test. Include data loading, evaluation, checkpoint writes, restarts and any periods when workers wait for the slowest device. Report both single-device results and scaling efficiency—for example, how much additional throughput you obtain when moving from one device to four, eight or more. A cluster that looks efficient at one size can lose efficiency when interconnect traffic grows.
Inference: useful responses at the target latency and quality
Inference economics depend on serving behavior. Measure throughput at your required percentile latency and quality threshold with realistic prompt and output lengths, concurrency, batching and traffic peaks. For generative models, separate prefill (processing the input context) from decode (generating tokens); a configuration that excels at one phase may not excel at the other. Include the cost of idle capacity kept for bursts and failover.
Specialized accelerators can be compelling for stable, well-supported models, but only if the complete runtime supports your operators and deployment pattern. Test streaming behavior, maximum sequence length, quantization, batching and autoscaling—not just a single offline throughput number.
Define “fast” in terms your product can use: time to first token, inter-token latency, end-to-end response time and requests or tokens served per second. Test several concurrency levels, because a device that wins at one request can lose when batching is needed to keep utilization high. Include rejected or queued requests during peaks and the quality impact of quantization or other optimizations.

| Axis | What to compare | Why it changes the decision |
|---|---|---|
| Workload fit | Exact model, sequence lengths, precision, batch size, concurrency and training or serving phase | Performance can change dramatically with model shape and execution pattern. |
| Realized performance | Training time to target quality; inference throughput at target latency; utilization | Peak arithmetic omits memory traffic, communication and software overhead. |
| Memory and scaling | Device memory capacity and bandwidth, host transfers, accelerator interconnect and multi-device behavior | Large models may be limited by memory or communication rather than compute. |
| Software and engineering | Framework and operator coverage, compiler maturity, kernels, serving libraries, debugging and team expertise | Porting or workarounds can erase a lower hourly price. |
| Economics | Current regional price, discounts or reservations, measured output per dollar, idle capacity, storage, networking and engineering | List price is not the cost per useful run or served request. |
| Access and resilience | Quotas, regional capacity, reservation lead time, fallback instances and portability | A launch can fail if the required capacity is unavailable or migration is difficult. |
Memory is often the practical limit
Compare accelerator memory capacity and bandwidth with the model’s weights, activations, optimizer state, key-value cache and temporary workspaces. Training generally needs substantially more memory than inference because gradients and optimizer state must be retained. If the model does not fit, account for sharding, host transfers or a smaller precision format rather than comparing raw arithmetic rates.

Host-to-device transfers and device-to-device communication deserve their own measurements. A model may fit in aggregate across several devices but still run poorly if each step moves too much data across a slow link. Interconnect topology, collective-operation performance and checkpoint bandwidth can be more important than a headline specification on multi-device jobs.
A repeatable evaluation process
- Define the job. Write down whether you need training from scratch, fine-tuning, batch inference or interactive inference. Specify model and version, parameter count, sequence lengths, precision, quality target, throughput, latency percentile, availability objective, expected growth and peak-to-average traffic.
- Validate software before renting capacity. Confirm that the framework, compiler, kernels, model operators, tokenizer, checkpoint format and serving stack are supported. Identify unsupported operations and estimate the engineering hours to adapt code, retrain staff and maintain a second implementation.
- Run identical experiments. Keep data, model weights, software versions, precision, batch or concurrency, input/output lengths and quality criteria constant. For training, log time to the same quality target and scaling efficiency. For inference, log throughput at the same latency and quality targets under realistic traffic.
- Explain bottlenecks with microbenchmarks. Test representative matrix operations, attention, embedding and communication kernels. Measure memory bandwidth, host-to-device transfer and device-to-device traffic. These tests reveal whether a result is compute-bound, memory-bound or communication-bound.
- Use roofline analysis. Plot the workload’s arithmetic intensity against available compute and memory bandwidth. A high theoretical FLOPS figure cannot help when the model repeatedly waits on memory or data movement.
- Calculate total cost. Multiply current regional rates by measured useful output, then add storage, network transfer, orchestration, observability, failed runs and engineering time. Model realistic utilization, including warm capacity for peaks and redundancy. Recalculate with reservation or committed-use terms only after confirming that the startup can obtain and use the capacity.
- Test a fallback. Run at least one portability exercise: restore a checkpoint, deploy the model and serve a representative load on an alternate platform. Record code changes, performance loss and the time required. Repeat the comparison when the model architecture, compiler, prices or regional availability changes.
Google Cloud’s benchmarking guide recommends this combination of microbenchmarks, roofline analysis and model-level benchmarks for both training and inference. Its examples illustrate methodology, not a neutral ranking of vendors.
Make the benchmark reproducible
Pin the model revision, dataset slice, framework and compiler versions, driver or runtime, precision, batch size and random-seed policy. Warm the service before measuring, run enough repetitions to expose variability and record failures or outliers instead of reporting only the best run. For training, compare equivalent quality checkpoints; for inference, compare equivalent output quality and latency percentiles. Save logs and configuration files so the test can be repeated after a price, model or software change.
How software fit changes the economics
Two accelerators can expose similar headline operations per second yet deliver different application results because of compilers, kernel libraries, graph lowering, runtime scheduling and serving integrations. Check whether your framework version supports the required data types, attention implementation, distributed collectives, quantization and custom operations. Verify profiling and debugging tools as well; a team that can diagnose a performance regression quickly may achieve lower total cost on a familiar stack.
Porting is an ongoing cost, not a one-time conversion. New model architectures may require new kernels or compiler support, and a provider-specific serving API can make a later move harder. Keep model code, checkpoints and deployment manifests as portable as practical, and document any accelerator-specific assumptions.
Compatibility should be checked before a capacity reservation. Confirm that the tokenizer, checkpoint format, distributed training library, monitoring agents and autoscaler work in the target environment. Ask whether unsupported operators fail at compile time, fall back to a host processor or silently use a slower implementation. Each outcome affects both delivery schedule and cost.
What current provider evidence does—and does not—show
TPU performance claims
In 2023, Google reported 2.7× performance per dollar for TPU v5e versus TPU v4 on a GPT-J inference benchmark. The comparison used MLPerf Inference v3.1 for v5e and internal Google Cloud results for v4; Google explicitly noted that performance per dollar is not an official MLPerf metric and was not verified by MLCommons. Treat the figure as a vendor-reported, configuration-specific result, not a current general-purpose ranking. See the methodology and qualification.
Google also reported, in 2025, 2.9× throughput for Llama 2 70B and 2.8× for Mixtral 8x7B for Trillium TPU versus TPU v5e. The accompanying measurements used Google’s MaxText reference implementation, a 16-chip setup split between prefill and decode, OpenOrca data and results measured as of April 2025. Those ratios should not be generalized to other models, software stacks or chip counts. Review the setup details.

The same post quotes Kirat Pandya, CEO of Osmos, saying: “We have vLLM and JetStream in scaled production deployment on Trillium and are able to achieve industry leading performance at over 3500 tokens/sec per v6e node for long sequence inference for 70B class models.” This is a customer statement reproduced by Google Cloud, not an independent comparative benchmark.
Architecture details can invalidate a seemingly good match
Google’s guide gives a model-specific example: the cited gpt-oss-120B attention head dimension of 64 does not align with TPU matrix execution grids optimized for dimensions that are multiples of 256. The example demonstrates why tensor shapes and compiler tiling must be tested; it does not show that TPUs are generally unsuitable. See the architectural discussion.
Inferentia and other provider-specific accelerators
AWS describes Inferentia and Inferentia2 as inference accelerators for EC2. Its Neuron SDK supports deployment on Inferentia and training on Trainium. AWS publishes performance and cost figures on its product page; treat those as AWS claims and re-test with your model, software version and current instance prices. Read AWS’s Inferentia documentation.
Announced hardware is not automatically usable capacity
Google’s April 2026 infrastructure announcement described TPU 8t for training and TPU 8i for inference and reinforcement learning, while saying the products would be available to cloud customers “soon.” Do not put an announced specification into a launch plan until the current service documentation shows your required region, quota, instance type and reservation terms. Check the announcement and current availability links.
Choosing by startup stage and workload volatility
Prototype and early product
Fast iteration, familiar debugging and broad framework support often matter more than theoretical unit efficiency. Start with the platform your team can instrument and change quickly, then run a measured alternative once the model and traffic pattern stabilize. This is a decision principle, not a claim that one accelerator family is always easier or cheaper.
At this stage, include the value of engineering time. A slightly higher hourly rate can be sensible if it avoids weeks of porting, unclear failures or a second deployment path. Conversely, a prototype that already depends on a provider-specific operator should document that dependency before it becomes production architecture.
Large training runs
Prioritize sustained throughput to the quality target, memory capacity, interconnect topology, scaling efficiency, checkpoint bandwidth and dependable access to a sufficiently large reservation. A lower per-device rate is irrelevant if the cluster cannot be scheduled when the experiment window opens.

Steady, high-volume inference
When traffic and model architecture are stable, a specialized accelerator can lower cost per request if its compiler and serving stack meet your requirements. Validate prefill and decode separately, then test autoscaling and failure recovery under production-like concurrency.
Calculate cost at the utilization your service can actually sustain. A low theoretical cost per token can disappear when traffic is spiky and several replicas must remain warm, or when a second region is required for resilience.
Rapidly changing models or uneven demand
Cloud access lets a startup trial alternatives without purchasing a data-center system. Keep a broadly supported fallback when provider-specific hardware could delay a new model or region. Confirm quotas and capacity before promising a launch date based on a particular instance.
Cost model: compare useful output, not hourly rates
For training, estimate cost per completed run: instance time until the agreed quality target, plus storage, data transfer, orchestration, checkpointing and failed or repeated runs. For inference, estimate cost per request or token at the target latency and quality, including idle warm replicas, peak headroom, redundancy, logging and network charges. Add engineering and migration effort over the period in which you expect to use the platform.
Use current regional quotes and write down whether they are on-demand, reserved or discounted. A reservation can improve unit economics but may impose a minimum commitment or leave capacity unused when demand changes. Confirm that the provider can supply the requested quantity and region before treating the discounted rate as attainable.

- Model: architecture, parameter count, sequence lengths, precision, quantization and custom operators.
- Objective: training quality target or inference latency percentile, output quality and throughput.
- System: memory required, host transfer volume, interconnect needs, storage and network path.
- Software: framework and compiler versions, supported kernels, serving API, profiling and debugging.
- Capacity: region, quota, reservation lead time, autoscaling limits and fallback instance.
- Economics: measured useful output per dollar at realistic utilization, plus storage, network and engineering costs.
- Risk: migration steps, checkpoint portability, model-roadmap changes and provider lock-in.
Score each candidate with measured data and write down the assumptions behind every number. Re-run the worksheet after a model change, a major software release, a price update or a capacity constraint.
Bottom line: benchmark the platform, not the label
There is no evidence here of a universal best chip or cloud for startup AI. GPUs often offer broad software and portability; purpose-built accelerators can be efficient when the model, compiler, serving stack and capacity all line up. The defensible choice is the one that reaches your quality and latency targets with acceptable engineering effort, obtainable capacity and measured total cost—and that leaves a workable fallback if those conditions change.

Should a startup begin with a GPU or a purpose-built accelerator?
Begin with the platform that supports your model and team with the least delivery risk, then benchmark a purpose-built alternative once you have representative workloads. Peak specifications cannot answer the question without model-level measurements.

How many benchmark runs are enough to make a decision?
Use repeated runs covering normal and peak traffic or the full training phase, and report variability. A single best-case run is not sufficient for capacity or cost planning.
Can a model trained on GPUs run on a TPU or Inferentia device?
Often, but not automatically. Check framework, operator, compiler, checkpoint and serving compatibility; unsupported operations may require code changes or a different model implementation.
What should be in a provider contract or reservation review?
Confirm region, quota, minimum commitment, cancellation or scaling terms, start date, outage handling, data-transfer charges and the process for obtaining replacement capacity.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Are TPUs always cheaper than GPUs for inference?
No. A 2023 Google comparison reported 2.7× performance per dollar for TPU v5e versus TPU v4 on a specific GPT-J setup, but the metric was vendor-reported, configuration-specific and not an official MLPerf measure. Your model, prices, utilization and software can produce a different result.
What is the difference between a GPU and an AI chip?
A GPU is itself an AI accelerator: a highly parallel processor used for graphics and machine learning. “AI chip” is the broader category, including GPUs and purpose-built devices such as TPUs and Inferentia. Compare the full platform rather than silicon alone.
Should inference benchmarks include prefill and decode?
Yes. Measure both phases for generative models, along with time to first token, inter-token latency, end-to-end latency, realistic prompt and output lengths, batching and concurrency. A device can be strong in one phase and weaker in the other.
How can a startup reduce accelerator lock-in?
Keep model code, checkpoints and deployment manifests as portable as practical, document accelerator-specific operators, and periodically restore a checkpoint and serve representative traffic on an alternate platform. Record the code changes, performance loss and migration time.
