An artificial-intelligence camera trial in Birmingham and Wolverhampton identified 1,920 potential mobile-phone offences and 17,225 potential seatbelt offences during two weeks in March 2026. The figures are detections for an evidence-gathering exercise, not convictions, fines or confirmed offences.

What the West Midlands trial found

The cameras operated at Ladywood fire station in Birmingham and Fallings Park fire station in Wolverhampton. Across both sites, the system flagged almost 19,000 images for possible drivers using a mobile phone or travelling without a seatbelt.

The mobile-phone total was 1,920 potential cases. The larger seatbelt figure was 17,225 potential cases. Some images also showed children travelling without seatbelts, according to Transport for West Midlands.

The deployment ran for a fortnight in March 2026 and was funded by the West Midlands Combined Authority. Its purpose was to measure the scale of risky behaviour and help partners decide whether future road-safety enforcement would be worthwhile.

How the detections were divided between the two sites

Location Potential mobile-phone detections Potential seatbelt detections
Ladywood fire station, Birmingham 1,163 11,144
Fallings Park fire station, Wolverhampton 757 6,081
Both locations 1,920 17,225

These are counts of images or situations the system considered potentially relevant. They should not be read as a rate per passing vehicle because the published material does not provide traffic volumes, operating hours or a complete denominator.

Were the 1,920 drivers fined?

No. The trial did not directly produce fixed penalties, prosecutions or other enforcement action. Transport for West Midlands said: “This wasn’t about enforcement. The aim was to gather evidence and better understand behaviours so partners can make informed decisions around future road safety activity.”

That distinction matters: a potential detection still needs to meet legal and evidential requirements before an offence can be confirmed. The published accounts do not give a later enforcement total, so it is not possible to say how many of the 1,920 images would have led to action under a different deployment.

How the AI camera system was checked

AECOM/Acusensus supplied the image-analysis system. It examined pictures taken through vehicle windscreens for signs of handheld-phone use and missing seatbelts. Human operators checked a sample of 8,024 images to assess whether the automated flags were accurate.

The available reporting does not publish a final accuracy percentage, false-positive rate or a full audit of every image. Human review of a sample therefore shows that people were involved in validation, but it does not establish that every potential detection was correct.

What counts as illegal phone use in the UK?

West Midlands Police states that using a hand-held mobile phone or similar device while driving or riding a motorcycle on a road or in a public place is illegal. Its current guidance says a driver can receive a £200 fixed penalty and six penalty points.

The restriction is not limited to making a call. Holding and using a phone for activities such as texting, navigation or online services can fall within the hand-held-phone offence. A hands-free device is not automatically risk-free: police guidance says a driver may still be prosecuted if they are distracted or not in proper control of the vehicle.

What happens if cameras are used for enforcement later?

A future enforcement scheme would need a defined legal process rather than relying on an unreviewed AI label. In practical terms, that would involve:

  1. Capturing an image that appears to show a relevant behaviour.
  2. Having an authorised person review the image and confirm that it is usable and identifies the vehicle and circumstances.
  3. Applying the applicable road-traffic offence and evidential rules.
  4. Issuing a notice or referring the case for prosecution where the evidence and legal conditions are satisfied.

The March trial stopped at measurement and validation. No published source says that penalty notices were mailed to the drivers shown in the images.

What the results do—and do not—show

  • They show: the technology found a substantial number of images requiring attention at two fire-station locations over two weeks.
  • They do not show: that 1,920 named drivers were convicted, fined or even definitively using a phone illegally.
  • They do not establish: a system-wide accuracy rate, false-positive rate, demographic impact or how results would transfer to other roads, weather conditions or camera positions.
  • They may inform: decisions about education campaigns, additional trials or an enforcement model with human review.

Why the trial is significant

Phone use and seatbelt compliance are difficult to monitor continuously with conventional roadside policing. A camera that can screen many passing vehicles could help authorities target resources, but its value depends on image quality, reliable classification, appropriate human oversight and a transparent legal process.

The West Midlands figures provide an early indication of what the system observed at these two sites, not a nationwide estimate. Any decision to move from evaluation to enforcement would need to publish clearer information about accuracy, review standards, privacy safeguards and outcomes after confirmed offences.
