AI-assisted reverse engineering can give modernization teams a clearer, earlier view of what a legacy application contains, how its components connect, and which constraints may shape change. That can improve scope and sequencing decisions—but it does not establish that an inferred business rule is correct or choose the right target architecture. Treat its findings as evidence to validate, not as an approved plan.
What reverse engineering can contribute to modernization planning
Reverse engineering turns existing software artifacts into a more inspectable account of a system: components, dependencies, behavioral patterns, architectural decisions, and candidate explanations of business logic. AWS describes a comprehensive codebase-analysis approach that uses static analysis alongside deterministic tools, foundation models, large language models, graph neural networks, and automated reasoning. Its documented outputs can help teams build a current-state picture before they decide what to change. AWS’s codebase-analysis overview describes the approach and its prerequisites.
The planning benefit is better input. A dependency edge or code path is an observation; an explanation of what business rule it expresses is an interpretation; choosing a service boundary or migration wave is a decision. Keep those categories separate. Record the source artifact behind important observations, who will validate each interpretation, and what remains uncertain. Treat inferred business intent as a hypothesis until someone with relevant domain knowledge confirms it.

Static analysis does not by itself establish runtime behavior, production usage, or business correctness. AI-generated summaries can miss context or sound plausible while being wrong. The strongest planning use is therefore to make discovery more structured and visible, then validate findings against source, tests, runtime evidence, records, documentation, and people who understand the process.

How earlier system visibility changes the plan
Scope becomes less dependent on scattered documentation
A connected inventory can reveal entry points, modules, interfaces, data stores, and dependencies that affect the size and shape of a modernization effort. AWS’s mainframe guidance emphasizes creating system inventories and dependency maps before generating requirements, and describes surfacing potential missing files and unsupported-language files early. These are vendor-described capabilities, not independent performance findings. AWS’s mainframe workflow description explains that approach.
Sequencing can account for constraints sooner
Code assessment can identify compatibility issues and modernization opportunities that affect migration waves and target-architecture choices. Microsoft advises validating framework and SDK support and cautions against changing frameworks without a strong business justification; framework changes can require substantial effort and testing. Check the actual language, framework, SDK, database, deployment model, and proposed target rather than assuming that transformed code will run in a target environment. Microsoft’s workload-assessment guidance covers compatibility assessment and migration planning.

Requirements can become more traceable
For large systems, a plain-language summary is not enough if reviewers cannot see which source artifacts support it. AWS’s mainframe guidance highlights traceability from source through modernization requirements and notes that general-purpose AI can struggle when it lacks system-level context or a reliable link to requirements. Use traceability to make review possible, not to imply that a generated requirement is automatically correct.

- Define the business outcome first. State the problem the modernization should solve, the desired measurable outcome, and relevant constraints before choosing a tool or rewrite path. Microsoft’s planning guidance recommends a problem statement, cost-benefit analysis, phased plan, ongoing reviews, and stakeholder engagement. See Microsoft’s modernization-planning guidance.
- Establish a current-state baseline. Inventory repositories and versions, languages and frameworks, dependencies, entry points, interfaces, data stores, deployment shape, tests, and known operational behavior. Analysis may support portions of this work, but it does not replace inputs it cannot inspect. AWS’s comprehensive codebase-analysis instructions require a readable Git repository in a clean state and configured AWS credentials.
- Run a bounded, representative proof of concept. Choose a slice that includes meaningful dependencies and behavior, not merely the easiest files to analyze. Compare the output with code review, existing documentation, tests, runtime evidence, and domain expertise. Microsoft’s modernization lifecycle includes a proof of concept to expose technical and operational issues before a broader rollout. Read the application modernization lifecycle.
- Turn validated findings into planning artifacts. Build a dependency-aware inventory, candidate modernization boundaries, a risk register, and migration-wave options. Record missing files, unsupported languages, uncertain business rules, and external dependencies explicitly rather than letting a tool silently fill gaps.
- Compare options against real constraints. Assess value, effort, compatibility, risk, and operating requirements. Verify framework and SDK support in current official documentation, and distinguish a code transformation from confirmation that a workload is supported in its proposed destination.
- Keep approval and iteration in the plan. Require human approval for business-rule interpretations, target architecture, and code changes. Revisit assumptions when the proof of concept or implementation produces new evidence. Microsoft frames modernization as an ongoing cycle of assessment, planning, execution, and maintenance.
How to compare analysis approaches
Use the application and the decision you need to make as the test. The following questions synthesize capabilities and prerequisites described by AWS and Microsoft; they are a practical comparison framework, not a published standardized scorecard.
| Dimension | Questions to ask |
|---|---|
| Coverage | Which languages, repositories, data stores, dependencies, and artifacts can it analyze? How does it report missing or unsupported inputs? |
| Evidence traceability | Can a reviewer trace a generated behavior or requirement to specific source artifacts? |
| System context | Does it connect modules, entry points, and data flows, or mainly summarize isolated files? |
| Validation burden | What must be confirmed with tests, runtime evidence, documentation, or domain experts? |
| Compatibility support | Does the workflow cover the application’s actual language, framework, SDK, and proposed target environment? |
| Operational prerequisites | What repository state, credentials, permissions, tools, or data access does it require? |
| Planning usefulness | Does it produce inventories and candidate boundaries that can inform risks, waves, and measurable outcomes, or only summaries? |
What the evidence does—and does not—show
The cited guidance supports using AI-assisted analysis to improve discovery, expose potential constraints, and structure planning inputs. It does not establish a measured productivity gain for AI-assisted reverse engineering specifically. Microsoft’s modernization-planning page attributes general claims of “developer efficiency of up to 25%” and “reduce application downtime by up to 25%” to a Microsoft analysis; those figures are not evidence that reverse engineering caused either result. Microsoft’s planning page presents them in the broader context of modernization.
Microsoft Learn’s page last updated 2026-10-03, “Plan your modernization with an AI assistant,” says an assistant can analyze an existing app and draft a modernization plan. Its operational warning is central: “AI-generated plans and code can contain errors. Treat the output as a draft, verify each recommendation against the linked documentation, review every generated change, and test your app before you ship it.” That is guidance, not a guarantee of accuracy or a measured result.
AWS’s codebase-analysis and mainframe pages likewise describe vendor workflows and intended outputs; they should not be read as independent validation of accuracy or planning outcomes. AWS Prescriptive Guidance also lists reverse engineering, documentation, impact analysis, technical-debt analysis, and change review among generative-AI use cases, which can help teams identify where analysis may fit without making it an architecture decision. See AWS Prescriptive Guidance on generative AI in software development lifecycles.

- The application is poorly documented or knowledge is spread across teams and artifacts.
- Dependencies and compatibility constraints could materially change migration scope or sequencing.
- Teams can provide representative repositories and enough tests, runtime evidence, and domain expertise to validate findings.
- The output can be traced to source and converted into concrete planning artifacts rather than accepted as a stand-alone recommendation.
It is a weaker basis for a plan when key repositories or operational evidence are unavailable, the workflow cannot report unsupported inputs, or reviewers have no practical way to verify business interpretations. In those conditions, an apparently complete summary may conceal important gaps.
