AI coding assistants can accelerate bounded parts of legacy modernization—such as inventorying an application, proposing repetitive refactors, upgrading dependencies, and drafting migration plans—but they cannot prove that a complex system still behaves correctly or is secure. Treat every generated change as a proposed engineering change: define the intended behavior first, keep the work in a reviewable branch or pull request, run the same build, test, security, and dependency checks used for human code, and obtain approval from qualified engineers before production.
What AI-assisted modernization actually means
Legacy modernization is the controlled change of an existing application so it can run on supported platforms, use maintainable components, or meet current security and operational requirements. The work may involve replacing obsolete libraries, moving from an older runtime, changing authentication or database access, introducing containers, or separating a tightly coupled application into more manageable components.
An AI assistant or agent can inspect files, summarize patterns, suggest edits, generate a migration plan, and apply changes in a repository. That makes it a force multiplier for engineers, not an autonomous modernization authority. The safe boundary is a proposal that humans can inspect, test, and either accept or reject.
Bounded work is the strongest use case
AI is most useful when the task has a clear target and a way to verify the result. Examples include replacing a deprecated API across a known set of files, updating a dependency and adapting its callers, converting repetitive configuration, or locating code that uses a legacy authentication mechanism. The engineer still decides whether the proposed transformation preserves the application’s contract.

Modernization is more than a code rewrite
Production behavior also depends on configuration, database state, secrets, network policies, queues, scheduled jobs, deployment manifests, observability, and undocumented operational procedures. A scan of source files can miss those relationships. A successful build therefore establishes only that the code compiles under the tested conditions; it does not establish behavioral equivalence or production readiness.
Where documented tools can help
Application assessment and inventory
Microsoft’s documented .NET modernization workflow assesses application code, configuration, and dependencies, then presents recommendations and possible remediation. Its predefined scenarios include identity, database, storage, credentials, messaging, and observability migrations. These are supported workflows for the scenarios described by Microsoft, not evidence that an agent can safely transform every legacy application.
Assessment output is useful as an inventory. Export the findings, map each finding to an owner and acceptance criterion, and mark which findings were verified manually. Do not treat an empty result as proof that the application has no other risks.

GitHub’s tutorial for using Copilot to reduce technical debt describes both small refactors and larger technical-debt tasks. An assistant can draft repetitive edits, explain unfamiliar code, and prepare a pull request that a team can review. Keeping the work in a branch makes the proposed delta visible and allows existing branch protections and continuous-integration checks to apply.

Dependency and platform upgrades
Agents can identify references to an old framework, update project files, and change calls affected by a new API. The result still requires compatibility testing against the application’s supported operating systems, database versions, message formats, and deployment process. A dependency that compiles may still change defaults, error handling, performance characteristics, or security behavior.
Migration planning and execution reports
Microsoft’s .NET FAQ describes an agent that analyzes projects, proposes a plan, operates in a local Git repository, applies transformations, and reports changes and logs. Those reports can improve traceability: reviewers can see what the agent attempted rather than relying on a conversational summary. Microsoft also cautions that upgrade suggestions are not guaranteed to follow best practices.
Tests, documentation, and review preparation
An assistant can draft characterization tests, explain a call path, or produce a checklist for a migration. Treat generated tests as hypotheses until a reviewer confirms that they exercise meaningful business behavior. A test that merely repeats the implementation can pass after an incorrect rewrite and provide false confidence.

Incomplete application context
Legacy systems often contain behavior outside the repository: manually configured servers, undocumented batch jobs, vendor integrations, data-cleanup scripts, and contracts known only to operations staff. An agent that cannot see those dependencies may produce internally consistent code that breaks a real workflow.

Syntactic correctness is not semantic correctness
Generated code can look plausible while changing units, transaction boundaries, authorization rules, retry behavior, time-zone handling, or null semantics. GitHub states: “Copilot may not identify all of the problems that are present in code, especially where changes are large or complex.” Its documentation also warns that suggested code may be syntactically or semantically wrong, fail to solve the identified problem, or introduce security vulnerabilities.
False positives and misunderstood intent
Automated review can flag code that is correct in its context, wasting review time, while missing a defect that depends on an undocumented invariant. GitHub specifically notes that code review can raise false positives when it misunderstands the change. Every finding therefore needs a human decision: fix it, document why it is safe, or defer it with an owner and risk rationale.
Risk increases with change size and coupling
A one-file mechanical replacement is easier to reason about than a cross-cutting migration that changes persistence, identity, and deployment together. Large diffs also make it harder for reviewers to see an accidental change hidden among mechanical edits. Break work into independently testable slices and keep unrelated cleanup out of the migration branch.

Assessment rules are a coverage list, not a proof
Microsoft’s Java assessment documentation lists categories and patterns such as hard-coded credentials, local-file use, database connections, authentication, dependencies, and containerization. Finding those patterns can guide investigation; not finding them does not show that unlisted issues are absent. Nor does a list of detected patterns prove that the application will behave correctly after transformation.

Tool constraints matter
The .NET FAQ says the documented agent requires a local Git repository. It also says that corrections supplied during an upgrade do not persist and are not remembered for future upgrades. If your team relies on a correction, encode it in a durable artifact—tests, configuration, a documented rule, or a code change—rather than assuming the agent will learn it next time. Product behavior and prerequisites can change, so verify the current documentation for the edition and workflow you intend to use.
Human accountability and approval requirements
What the UK Home Office standard says
The UK Home Office Engineering Guidance and Standards, SEGAS-00020 “Use AI,” last updated 20 March 2026, provides an explicit organizational example. It states: “Teams must ensure any AI-assisted code or outputs are reviewed and approved by suitably qualified and experienced people.” The standard expects review and testing before production, says teams retain full accountability, and requires engineers to understand what they run well enough to assert its security and maintainability.
It also requires AI-assisted code to meet the same security standards and controls as code written without AI, with changes traceable through the delivery process. This is a Home Office engineering standard, not a universal law; other organizations should adopt and adapt equivalent controls to their risk, regulatory, and contractual obligations.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →What approval should mean in practice
Approval should be a recorded engineering decision, not a button pressed because an agent reports success. The approver should be able to identify the intended behavior, inspect the relevant diff, see test and security evidence, understand unresolved limitations, and accept responsibility for releasing the change.

A controlled workflow for AI-assisted modernization
- Define the scope and acceptance criteria. Write down the components, interfaces, supported versions, data constraints, and behavior that must not change. Include explicit non-goals so the agent does not expand the task.
- Capture a baseline. Record the current build, test results, deployment configuration, performance or reliability indicators that matter, and representative success and failure cases. Add characterization tests for critical behavior that is currently undocumented.
- Choose an approved tool and data boundary. Confirm which repositories, secrets, logs, and customer data the tool may access. Use the organization’s approved settings and avoid placing credentials or sensitive production data in prompts.
- Create an isolated, reviewable branch. Start from a clean commit in the repository required by the workflow. Keep the branch focused, enable required status checks, and ensure reviewers can see the complete history of generated changes.
- Ask for an analysis and plan before edits. Require the agent to identify affected files, assumptions, dependencies, migration order, and proposed tests. A plan exposes missing context before it becomes a large diff.
- Apply small transformations. Run one bounded change at a time, commit it separately, and preserve a straightforward rollback point. Do not combine a framework upgrade with unrelated formatting or architectural cleanup.
- Inspect the diff for meaning, not just style. Check authorization decisions, validation, error paths, transactions, concurrency, resource disposal, time zones, serialization, logging, and compatibility with external contracts. Compare configuration and generated files as carefully as source code.
- Run layered verification. Execute the project’s build, unit, integration, end-to-end, migration, and failure-path tests. Run static analysis, dependency and secret scans, container checks, and any performance or compatibility suites already required by the team.
- Review security and operational effects. Recheck credentials, permissions, input handling, cryptography, data retention, network access, observability, rollback steps, and alerting. Confirm that new dependencies are approved, supported, and tracked.
- Obtain qualified approval. Route the pull request through the normal reviewers for the affected domain. Require explicit disposition of warnings and failed or skipped checks; do not waive controls merely because the code was generated.
- Release progressively and preserve records. Use the normal deployment protections, staged rollout or feature flags where appropriate, and monitor the behavior that was at risk. Retain the prompt or task description when policy allows, the agent’s plan and logs, the diff, test results, approvals, and any follow-up work.
Human review checklist
The following checklist synthesizes the documented limitations and governance controls into review questions. It is a practical control set, not a claim that one checklist guarantees safety.
| Review area | Questions and evidence |
|---|---|
| Intent and scope | Is the desired behavior written down? Are affected interfaces, data stores, versions, and non-goals identified? |
| Diff integrity | Does every changed line support the stated task? Are generated files, configuration, and dependency-lock changes included in the review? |
| Semantics | Did authorization, validation, transactions, retries, error handling, concurrency, ordering, or time-zone behavior change? |
| Architecture | Does the change respect module boundaries, service contracts, database ownership, and operational assumptions? |
| Security | Were secrets, permissions, input handling, cryptography, logging, and new attack surfaces checked with the team’s existing controls? |
| Dependencies | Are versions supported and approved? Were transitive changes, licensing obligations, and known vulnerabilities examined? |
| Testing | Do tests cover representative success, boundary, timeout, retry, partial-failure, migration, and rollback paths? |
| Operations | Are deployment, observability, alerts, capacity, data migration, and rollback procedures updated and rehearsed where necessary? |
| Traceability | Can someone identify the request, branch, commits, tool output, test evidence, approvers, and unresolved risks? |
| Maintainability | Can the team explain the resulting code, or has the agent introduced opaque abstractions, duplicated logic, or misleading comments? |
How much human review is enough?
There is no evidence-based universal percentage of human review, and the cited documentation does not establish a defect rate or productivity gain. Review depth should track the consequence of failure, the size and coupling of the change, and how well the behavior can be tested.
| Change profile | Examples | Reasonable minimum control |
|---|---|---|
| Lower consequence, mechanical | Consistent API rename with strong compiler and test coverage | Focused diff review by a maintainer, automated checks, and confirmation that public behavior is unchanged |
| Moderate consequence, cross-cutting | Runtime or dependency upgrade affecting persistence, messaging, or configuration | Domain-aware review, integration and failure-path tests, security and dependency checks, and a documented rollback |
| High consequence or weakly specified | Authentication, authorization, financial or health data, destructive migrations, or changes with limited test coverage | At least one suitably qualified subject-matter reviewer in addition to the implementer, explicit threat and data review, representative production-like testing, staged release, and recorded approval |
These tiers are an engineering policy pattern. Your organization may require additional separation of duties, independent security assessment, change-advisory approval, or regulatory evidence.
Comparing AI modernization approaches
No universal ranking of assistants or agents is established by the available official documentation. Compare a proposed approach against the controls that determine whether your team can validate its output.
| Comparison axis | What to verify | Why it matters |
|---|---|---|
| Language and framework support | Supported runtimes, build systems, repositories, and migration scenarios | An agent optimized for one ecosystem may misunderstand another’s conventions and tooling |
| Assessment coverage | Documented rules for code, configuration, dependencies, credentials, data access, identity, containers, and observability | Coverage defines what the tool can flag, not what the application is free of |
| Change visibility | Branch or pull-request workflow, per-file diff, plan, logs, and rollback path | Reviewers need an inspectable record rather than an opaque batch edit |
| Build and test integration | Ability to run the repository’s checks and expose failures to reviewers | Compilation alone cannot validate runtime behavior |
| Governance | Branch restrictions, required approvals, audit logs, access controls, and retention | Governance turns a suggestion into a traceable change process |
| Data handling | What code, prompts, logs, and secrets leave the approved environment | Modernization often touches proprietary source and sensitive configuration |
| Team validation capacity | Whether engineers understand the legacy system and can reproduce representative behavior | No tool can compensate for missing acceptance criteria or unavailable domain knowledge |
Common failure modes and recovery actions
| Symptom | Likely cause | Recovery |
|---|---|---|
| The build passes but a business workflow fails | Behavior depended on data, configuration, or an undocumented external contract | Reproduce the workflow, add a characterization test, inspect configuration and integration boundaries, then revert or narrow the change |
| The agent changes far more files than expected | Scope was ambiguous or the task combined mechanical and architectural work | Reset to the last clean commit, split the work into bounded steps, and require a file-level plan before editing |
| A review produces many irrelevant warnings | The reviewer or tool lacks context and is generating false positives | Classify each warning, document accepted findings, and focus specialist review on exploitable or behavior-changing paths |
| A dependency upgrade introduces a runtime regression | API compatibility did not cover defaults, timing, serialization, or transitive dependencies | Use the lockfile and deployment evidence to identify the change, run compatibility tests, pin or roll back the dependency, and record the constraint |
| The same correction is needed in every run | The agent does not retain corrections between upgrades | Encode the rule in tests, lint configuration, documentation, or reusable tooling that is versioned with the repository |
| Reviewers cannot explain why a change is safe | There is no baseline, acceptance criterion, or traceable agent output | Pause release, reconstruct the intended behavior and evidence, and require a qualified reviewer to approve only after the gap is closed |
Signals that a task should not be delegated wholesale
- The application has no reliable build or test baseline and the proposed change is broad.
- Critical behavior is encoded in production data, manual operations, or third-party contracts that the tool cannot inspect.
- The change affects authentication, authorization, secrets, cryptography, destructive data migrations, or safety-critical decisions.
- The team cannot provide a qualified reviewer who understands both the legacy behavior and the target platform.
- The tool cannot expose a complete diff, logs, test results, or a reproducible rollback path.
- The organization cannot verify where source code, prompts, and generated output are processed or retained.
In these situations, use AI for narrow analysis or documentation while keeping design, implementation, and approval under direct human control.
Questions to settle before adopting an agent
- Which languages, frameworks, build systems, and repository layouts are supported for the exact application?
- What files and external systems can the agent inspect, and what information is retained?
- Can it produce a plan, per-file diff, execution log, and test results that reviewers can audit?
- How are branch protections, approvals, secrets, and access permissions enforced?
- What happens when a build or test fails, and can the change be reverted without reconstructing the original state?
- Which assessment rules are documented, and which important categories are outside the tool’s scope?
- How are corrections made durable when the product does not remember them between runs?
- Who owns the final security, maintainability, and operational decision?
Conclusion
AI is valuable in legacy modernization when it reduces repetitive effort without removing engineering judgment. Use it to make bounded proposals, expose patterns, and prepare reviewable changes. Do not treat a scan, a green build, or an agent’s confidence as proof of completeness or safety. The production gate remains human: qualified reviewers establish intended behavior, inspect semantics and security, run representative tests, apply existing controls, preserve traceability, and approve the release while retaining accountability.
