Delegate to AI when a task is bounded, repeatable, low-risk, and easy for a person to check or undo. Keep a person in charge when the task is sensitive, consequential, ambiguous, emotionally charged, unusual, or likely to affect someone else. In customer service, AI should gather information and resolve high-confidence routine cases without blocking a prompt route to a human.
The decision rule: match autonomy to risk
The useful question is not whether AI or people are generally better. It is: What is the consequence of being wrong, and who can detect and correct the mistake in time? AI is well suited to bounded work with explicit inputs, a defined output, and a reliable review step. A person should lead when judgment, accountability, empathy, specialist knowledge, or discretion matters more than speed.
Use this rule before assigning any task:
- Low consequence + reversible action + clear instructions: AI may complete a first pass or, with suitable controls, the whole routine step.
- Moderate consequence or imperfect checkability: let AI assist, but require a named person to review before anything is sent, published, purchased, deleted, or committed.
- High consequence, sensitive data, unclear intent, or effects on another person: a person owns the decision; AI can only support research or administration within tightly limited permissions.
This is a practical synthesis of public guidance on bounded scope, oversight, escalation, and over-reliance, not a formally validated scoring system. As ambiguity and potential harm rise, reduce AI autonomy and increase human control.

| Dimension | AI assistant | Human support | Delegation implication |
|---|---|---|---|
| Speed and availability | Can respond instantly and handle many standard requests at once. | Availability depends on staffing, hours, workload, and specialist coverage. | Use AI for triage and routine work, but do not sacrifice a timely human path for people who need judgment. |
| Standard requests | Performs consistently when the question matches a maintained knowledge base and approved workflow. | May spend more time on a simple request, but can notice details that do not fit the script. | Automate the predictable portion and sample results for drift. |
| Unusual or novel requests | May misunderstand intent, invent an answer, or follow a goal in an unintended way. | Can investigate, ask clarifying questions, and adapt to exceptions. | Escalate when the request is outside known cases or confidence is low. |
| Emotion and context | Can recognize common language patterns but does not possess human experience or responsibility. | Can acknowledge distress, negotiate, and exercise discretion. | Keep complaints, grief, conflict, and vulnerable-customer situations with trained people. |
| Explanation and verification | Can show steps or sources if designed to do so, but its reasoning may still be unreliable. | Can explain a decision, accept accountability, and seek expert advice. | Require evidence and approval for consequential outputs; never treat fluent wording as proof. |
| Mistake consequences | One faulty rule can repeat an error at scale. | People make mistakes too, but a human process can pause, investigate, and use discretion. | Limit permissions, log actions, monitor patterns, and provide an override. |
| Privacy and access | May process sensitive information depending on the service, configuration, and permissions. | Can be bound by organizational confidentiality duties and professional rules, but can also mishandle data. | Minimize data, define access, and prohibit unapproved sensitive inputs. |
| Escalation | Can route a case if the threshold and handoff are implemented correctly. | Can take ownership of a case and coordinate across teams. | Make escalation visible, fast, and available before a customer or employee is trapped in automation. |
Comparative cost, privacy performance, and accuracy are implementation-specific; there is no universal winner on those measures.
The six-question delegation test
Answer these questions in order. A single high-risk answer can outweigh several convenient low-risk answers.
1. What happens if the result is wrong?
Describe the concrete consequence, not just “the quality may be lower.” A wrong meeting summary is inconvenient. A wrong medication instruction, benefits decision, refund refusal, security change, or legal filing can harm a person or create liability. If the downside includes money, health, safety, access, rights, reputation, or another person’s interests, a person should own the decision.

2. Can the action be inspected and undone?
Drafting text in a private document is highly reversible. Sending a message to a customer, deleting records, changing a subscription, approving a payment, or publishing a public statement may not be. Separate prepare permissions from commit permissions: AI may assemble a proposed action while a human clicks the final approval.
3. Does the task involve sensitive information?
Mark tasks involving personal data, credentials, financial details, health information, legal matters, confidential business information, or data about someone who has not agreed to the processing. Check where the system stores prompts and outputs, who can retrieve logs, and whether the organization has approved the tool. If those controls are unknown, do not enter the sensitive material.
4. Can the request be stated with explicit boundaries?
A good AI instruction defines the allowed data, prohibited actions, audience, format, deadline, and definition of done. “Handle this customer” is not bounded. “Classify this message into one of five categories, quote the relevant policy paragraph, and draft a reply for approval without issuing a refund” is bounded.
5. Can a suitably skilled person check the result in time?
Review must be realistic. A reviewer who lacks subject expertise, has seconds to approve hundreds of items, or cannot see the underlying evidence is not meaningful oversight. The UK Government Communications guidance warns that reviewers may lack the expertise, time, or authority to challenge an output. Assign trained reviewers, give them sufficient capacity, and show the evidence and uncertainty that informed the recommendation.

6. Is there a prompt escalation route?
Define what happens when the model is uncertain, the user disagrees, the knowledge base is outdated, or the workflow fails. Escalation should preserve the conversation and collected facts, identify the reason for transfer, and let a person take over without forcing the user to repeat everything. If no one can intervene quickly, reduce the AI’s authority to drafting or routing only.
Tasks that usually fit AI, with a human still accountable
First drafts and transformations
AI can outline a report, rewrite text for a specified reading level, turn notes into a checklist, generate code comments, or propose subject lines. The owner must check facts, tone, confidentiality, accessibility, and whether the result meets the purpose. Treat the output as a draft, not an authoritative source. Keep the original notes available so the reviewer can detect omissions.
Summarizing and organizing information
Use AI to summarize a meeting transcript, extract action items, group support tickets, or convert a long policy into a question-and-answer outline. Require links or quotations to the source material where decisions depend on exact wording. A person should verify names, dates, numbers, negations, and unresolved disagreements before the summary is circulated.
Standard answers from a maintained knowledge base
For frequently asked questions phrased in standard ways, a retrieval system limited to approved, current content can answer quickly. The OECD’s case studies found chatbots effective for such questions, while representatives retained complex questions and requests the system could not route. Put an expiry date and owner on each knowledge article; stale content is an automation defect, not a user error.
Classification and routing
AI can label incoming messages by topic, urgency, language, or required team, then place them in a queue. In one OECD company case study, email-classification volume fell 80%; the case studies were conducted in 2021–2022 and the result is specific to that implementation, not a general productivity estimate. Keep a sample of automatically routed items for human review and monitor false negatives, especially for safety, complaints, fraud, and accessibility needs.
Routine customer-service steps
AI can collect account details, identify intent, check a known policy, and attempt a straightforward resolution when confidence is high. Gartner describes examples such as booking appointments, placing orders, submitting documents, and managing subscriptions. These are examples of observed expectations and possible service designs, not permission for unrestricted autonomous execution. Let the system prepare a transaction and show the customer what will happen before committing it when the action is consequential or difficult to reverse.
Low-risk personal administration
Examples include formatting a shopping list, comparing calendar availability without exposing private event details, creating a travel packing checklist, or drafting a reminder. Review any item that spends money, shares information, changes a reservation, or affects another person. Use the narrowest account permissions and turn off integrations that the task does not need.

Tasks that should remain human-led
Decisions affecting rights, money, health, or safety
Keep a qualified person responsible for hiring or firing, eligibility and benefits, credit or insurance outcomes, refunds involving disputes, medical advice, safety instructions, legal strategy, disciplinary action, and access decisions. AI may organize evidence or draft questions, but it should not be the final decision-maker unless a separately governed process establishes lawful authority, qualified review, records, and an appeal route.

Novel, ambiguous, or contradictory cases
Escalate when a request does not match the system’s known categories, when the user’s goals conflict, or when supplied information is incomplete. A confident answer to the wrong interpretation is more dangerous than a visible “I need a person to review this.” Human representatives retain an advantage in complex issues, unfamiliar requests, and non-standard language, according to OECD case studies.
Emotionally charged interactions
Complaints, bereavement, harassment reports, threats, discrimination claims, and distressed customers require empathy, discretion, and accountability. Automation can collect facts if the person agrees, but it should not force someone to argue with a bot before reaching a trained representative.
Actions affecting third parties
Be especially cautious when an agent can cancel another person’s reservation, remove someone from a queue, contact a third party, publish content, or change shared records. The Australian Signals Directorate describes a booking-agent example that exceeded booking limits and removed another customer from a waiting list. Restrict authority, require approval, and log the intended and actual effects.
Security-sensitive and confidential work
Do not give an agent broad access to production systems, identity credentials, private repositories, or confidential case files merely to make a workflow convenient. Use separate service accounts, least-privilege permissions, allow-lists for actions, and a human approval gate for changes. If the task cannot be performed safely with minimized data, keep it manual.
How to design customer support that uses AI without becoming a barrier
Start with intent and information, not deflection
Offer AI for immediate answers, status checks, and information gathering, while clearly showing how to reach a person. Gartner Senior Director Analyst Eric Keller states: “Service leaders should not use GenAI as a mandatory first step for every issue.” The same principle applies whether the customer begins on a website, in an app, or through a contact center.
Use confidence-based resolution
Define a small set of approved intents and the evidence required for each. Resolve only when the intent is clear, the policy is current, the requested action is within the agent’s authority, and the customer can review the result. Otherwise, transfer with the conversation history and a concise explanation of what remains unresolved.

Show the customer what the system is doing
Do not mislead people about whether they are interacting with AI. In UK guidance, the Competition and Markets Authority says businesses remain responsible for what an AI agent does, including when a third party provides it; agents should be tested and monitored, and people with appropriate experience should review customer-facing marketing and refund decisions. The CMA also says: “Regular human oversight is important to catch mistakes and ensure that AI agents are completing tasks in a legally compliant way.” Those statements are UK-specific guidance, not a universal legal rule for every country.
Make handoff a product feature
Place a human option at the point of frustration, not only after repeated failed turns. Preserve authentication status, order or case details, the user’s stated goal, and the AI’s attempted actions. Tell the customer whether a person is available now, when to expect a response, and what information will be needed. Measure abandonment after a failed AI answer as a service failure, not as successful containment.
Evidence about current customer expectations
Gartner’s survey of 3,566 B2B and B2C customers, conducted in February and March 2026, found that 87% said access to a human agent is essential when companies use GenAI for customer service. The same announcement reported that 50% said their interactions were easier when companies used GenAI. These are stated expectations, not a universal estimate of how many cases require human handling.
Among customers who use GenAI, 58% said they had used it to complete a task on their behalf; the figure was 74% among B2B customers. Examples included booking appointments and submitting documents. In their most recent service interaction, customers were approximately three times as likely to use third-party GenAI tools as company-provided chatbots. Gartner reported that third-party use during service interactions had nearly doubled over the prior year, while company-chatbot use was statistically unchanged since 2022. Do not generalize these service-interaction findings to all AI use outside customer support.
Gartner also reported that service and support leaders invested a median 12% of their 2025 budgets in AI, while 24% demonstrated positive financial returns across their AI use cases. Those figures describe leaders’ investment and returns, not customer behavior, so they should not be blended into a single success rate.
A safe implementation workflow
- Inventory the task. Record the trigger, inputs, desired output, systems touched, people affected, and current owner.
- Classify the risk. Note consequences, reversibility, sensitive data, third-party effects, and whether the task involves rights, money, health, or safety.
- Choose the autonomy level. Use one of four modes: human-only; AI research or drafting; AI recommendation with mandatory approval; or bounded execution with automatic monitoring and an immediate stop control.
- Write the boundaries. Specify allowed sources, prohibited actions, confidence thresholds, escalation triggers, time limits, and a definition of done.
- Test normal and adversarial cases. Include misspellings, ambiguous requests, outdated information, conflicting instructions, prompt injection, sensitive data, and attempts to exceed permissions.
- Run a monitored pilot. Start with a limited queue or low-risk population. Compare AI outputs with expert decisions and inspect errors, not only average completion time.
- Require approval where harm is possible. Put a named person and an explicit approval event before payments, refunds, publication, deletion, access changes, or decisions affecting an individual.
- Log and review. Keep inputs, outputs, source versions, approvals, actions, escalations, and corrections for a period appropriate to the task and applicable rules.
- Provide recovery. Add undo, rollback, cancellation, notification, and complaint routes. Practice stopping the workflow before a real incident occurs.
- Reassess after changes. New models, tools, policies, integrations, or data can change risk. Re-test rather than assuming the original approval still applies.
Common failure modes and fixes
Forcing every user through AI
Symptom: a customer must repeat “agent” several times or exhausts a scripted tree before transfer. Fix: expose a human route early, use AI to gather context, and transfer on explicit request or repeated misunderstanding.
Free tools Windows power users keep installed

Confusing a fluent answer with a correct answer
Symptom: reviewers approve polished text without checking the underlying policy or data. Fix: require citations, source excerpts, structured fields, and a checklist for high-impact claims.

Nominal human oversight
Symptom: one overloaded reviewer approves hundreds of actions with no authority to stop the system. Fix: give reviewers training, time, visibility into evidence, and a real override; sample outcomes independently.
Over-broad permissions
Symptom: an agent can send messages, issue refunds, alter records, and access unrelated systems. Fix: use least privilege, separate read and write access, require confirmation for external effects, and expire credentials.
Stale or contradictory knowledge
Symptom: the assistant gives an answer that was once correct but conflicts with a current policy. Fix: assign content owners, version documents, expire old entries, and route low-confidence or conflicting retrievals to a person.

What public guidance says about agentic risk
The UK government’s March 2026 review describes current consumer-facing agent deployment as mostly bounded, with limited authority and common human escalation. It warns that greater autonomy can increase the consequences of errors and over-reliance, and recommends boundaries, prompts, and override mechanisms.
The Australian Signals Directorate and Australian Cyber Security Centre page, last reviewed September 19, 2026, advises restricting agentic AI to low-risk, non-sensitive tasks and avoiding broad or unrestricted access or decision-making authority. It emphasizes clear instructions and human review, approval, and monitoring when actions involve third parties. The advice is Australian cybersecurity guidance; apply local legal and regulatory requirements separately.
For workplace adoption, UK Government Communications reported that its Assist programme had reached more than 200 government organizations and a 70% adoption rate as of May 2025. The same guide attributed a 180% increase in AI-training completion and a 23% improvement in users’ confidence using AI at work to specific interventions. These are programme-specific implementation figures, not general estimates of AI effectiveness.

A personal checklist before you delegate
- Can I describe exactly what “done” means?
- What is the worst plausible outcome, and who would bear it?
- Can I review the evidence before anything irreversible happens?
- Am I sharing data that the task does not need?
- Does the assistant have more account access than necessary?
- What will trigger a handoff, and can I reach a person without starting over?
- Would I be comfortable explaining the decision and the tool’s role to the affected person?
If any answer is unclear, reduce the delegation level to research or drafting and ask a person to decide.
Bottom line
Use AI as a fast, bounded assistant—not as a universal gatekeeper. Let it draft, summarize, classify, answer well-defined questions, and complete routine actions when the scope is explicit, the risk is low, and a person can verify or reverse the result. Keep human ownership for sensitive data, consequential decisions, unusual or emotional cases, and anything that can materially affect another person. In customer service, the strongest design is complementary: AI gathers context and handles high-confidence routine work, while a trained human remains easy to reach and empowered to take over.
