A real HTTP 429 response and a connection failure are different problems. Before changing limits or adding retries, check whether your client received an HTTP response, read the provider’s error body, and look for a matching request in provider telemetry. A 429 can mean rate throttling, quota or billing restrictions; a timeout, DNS failure, TLS error, or connection reset may mean the request failed before reaching the provider.
Why am I getting API rate-limit errors when my usage is low?
First verify that the failure is actually an HTTP 429. An SDK may present several errors under a broad exception or application-level label, but a timeout or connection error is not itself a rate-limit response. OpenAI defines APIConnectionError as a request that could not reach its servers or establish a secure connection; its error-code guide lists network settings, proxies, SSL certificates, and firewalls among possible causes.
Even when you do receive a 429, low recent usage does not rule out a provider-side restriction. The response may identify a request or token rate limit, exhausted credits or prepaid balance, a spend cap, or another usage restriction. The meaning depends on the provider and the error details, not just the status code. OpenAI explains these distinctions in its 429 troubleshooting guidance. Gemini distinguishes rate-limit errors from daily quota errors in its API error documentation; Anthropic documents rate-limit responses and retry timing in its Claude API error reference.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIs a timeout the same as a 429?
No. A 429 is an HTTP response received by the client. A timeout means a deadline expired before the client completed the operation; it does not establish that the provider rate-limited the request. Depending on where the timeout occurred, the request might not have left the client, might have been delayed or dropped on the way, or might have reached the provider without a response returning before the deadline.

Also distinguish a client timeout from a provider response indicating a deadline was exceeded. Record whether your application received an HTTP status and body, or instead raised a timeout or cancellation exception. Compare the client deadline with any proxy or load-balancer timeout and the provider’s documented behavior. Google lists cancellation and deadline-exceeded errors separately from quota and server errors; Anthropic likewise documents timeout and overload cases separately from rate limiting.
How to classify the failure
| What the client observed | What to inspect | Likely next step |
|---|---|---|
| HTTP 429 with a response body | Provider error code and message; determine whether it names a rate limit, quota, credit, spend, or usage restriction. | Follow the provider’s specific guidance: wait for throttling, or correct the account, quota, or billing restriction. |
| Another HTTP response, such as 503, 529, or another 5xx | Provider error details and current service-health information. An overload or service error is not automatically a quota error. | Use that provider’s transient-error guidance; do not treat it as a rate limit based on the status alone. |
| No HTTP response: DNS or TLS error, connection reset, connection exception, or client timeout | Client exception and logs; DNS, TLS trust, proxy, firewall, egress rules, and timeout settings. | Investigate the transport path before changing provider rate limits. |
| Timeout or cancellation despite evidence the request was sent | Client, proxy, and load-balancer deadlines; request ID and provider telemetry, if available. | Establish which component ended the request. A timeout alone does not prove either a 429 or that the provider never received it. |
How do I tell if my API request reached the provider?
Compare your client-side event with the provider’s request IDs, Usage view, or service-health telemetry, when available. OpenAI’s troubleshooting guidance says client-side errors without corresponding Service Health data likely indicate the requests did not reach OpenAI and that the issue is usually upstream, such as a timeout, proxy, or network problem.

Missing dashboard data is a clue, not conclusive proof. Visibility can depend on dashboard coverage, filters, timing, or customer tier. Preserve the precise time and time zone and any request ID so you can make a useful comparison or ask provider support to investigate.
What to record before changing settings
Capture enough detail to distinguish a provider rejection from a transport failure. OpenAI advises retaining exact error details, request IDs, timestamps, and relevant limit information. Keep sensitive prompts and credentials out of logs.

Check the network path one layer at a time
- Check DNS. Confirm that the provider hostname resolves in the same runtime or container that makes the API call.
- Check outbound access. Verify that egress rules, container permissions, and firewalls allow the required connection to the provider.
- Check the proxy path. Confirm that the application is using the intended proxy and that proxy settings are valid for its runtime.
- Check TLS trust. Verify certificate validity and the trusted certificate chain. Do not disable certificate verification as a routine workaround; doing so weakens connection security.
- Check deadlines. Compare the client timeout with proxy and load-balancer timeouts so an intermediary is not ending the connection earlier than expected.
- Compare environments. If feasible, try the same request from a known-good network or runtime, changing only one variable at a time. Keep the original error so the results remain comparable.
Retry safely after identifying the error
Retries are appropriate only for errors the provider identifies as transient, such as temporary throttling or service overload. If the response includes a valid Retry-After value, wait at least that long. Otherwise use exponential backoff with jitter, with a maximum attempt count and total retry deadline. Do not repeatedly retry authentication, permission, malformed-request, or billing errors without first fixing their cause.
Account for retries already performed by your SDK: adding application retries on top of SDK retries can multiply attempts. OpenAI warns that unsuccessful requests can contribute to per-minute limits and notes that SDK retries may already be enabled. Anthropic documents automatic retries for transient errors using exponential backoff and retry-after; Gemini recommends backoff with jitter, retrying only specified errors, and setting a maximum retry count. Check the current documentation for the provider and SDK version you use, since defaults and guidance can change.

When to contact provider support
Contact support when the saved status, error body, request ID, timestamp, endpoint or model, and relevant usage or limit context still leave the cause unresolved. For a suspected network failure, include whether the request appears in provider telemetry and the checks you performed on DNS, TLS, proxy, firewall, and timeouts. Share only the diagnostic data support needs; do not send API keys or sensitive prompt content.
