Automation can improve workplace safety by taking people out of hazardous environments or absorbing dangerous, repetitive tasks. But adding robots, AI, or monitoring systems is not a complete safety strategy: those systems can introduce new risks, and their value depends on how they are assessed, managed, and implemented with workers involved.
How automation can make work safer
Robots and other automated systems can reduce workers’ exposure to hazards when they take over high-risk repetitive work or operate where people would otherwise face dangerous conditions. The International Labour Organization (ILO) describes automation and smart monitoring as potential ways to reduce hazardous exposure, prevent injuries, and improve working conditions in its April 23, 2025 global report.
That benefit depends on the task and the worksite. Automation may remove a particular exposure, but it does not establish that the entire job or workplace is safer. A system’s installation can change how people work around equipment, how decisions are made, and where responsibility lies.

People can face new interaction hazards
Robots that take on dangerous tasks can still create risks when people work alongside them. EU-OSHA identifies unexpected collisions and overreliance among hazards associated with human interaction with robots. A safety assessment therefore needs to consider not only the hazard a machine is meant to reduce, but also how workers may encounter, depend on, or respond to it. AI can affect work beyond physical machinery
“Automation” can mean physical robotics, but workplace AI also includes automated or semi-automated decisions. AI worker-management systems may collect real-time information about worker behavior and use it to inform management decisions. That changes the risks under review: alongside physical hazards, employers need to consider how data and decisions affect workers and their work.
Monitoring is not proof of prevention
Smartphones, wearables, cameras, drones, smart glasses, and smart personal protective equipment can monitor factors such as fatigue, stress, alertness, heart rate, posture, movement, or presence in dangerous areas. Such monitoring may support safety work, but its presence alone does not show that injuries have been prevented or that the workplace is safer. EU-OSHA flags questions about privacy, data ownership, efficacy, and standardization for these technologies.

What a stronger safety strategy includes
NIOSH treats workplace AI as a risk-management issue rather than a matter of simply adopting new technology. Its September 9, 2024 overview discusses prevention through design, collaborative evaluations by developers and deployers, independent audits, certification, and safety-case approaches. It also identifies autonomy, privacy, bias prevention, transparency, and accountability as ethical principles to address.
- Assess the intended use and the workplace. Evaluate the system for the actual task and environment, including risks it may introduce as well as hazards it is intended to reduce.
- Build prevention into design and deployment. Consider safety before a system is put into use, and evaluate how it operates within the broader work system.
- Make responsibility and evidence visible. Clarify who evaluates the system, what evidence supports its use, and how risks and decisions are documented.
- Involve workers meaningfully. Give workers information about the system and consult them in its assessment and implementation, so concerns about real work conditions can be raised.
NIOSH authors John Howard and Paul A. Schulte caution that general AI guidance can lack detailed methods tailored to specific workplace uses. That makes evaluation for the intended task and setting important; broad assurances about AI do not substitute for a workplace-specific assessment.

What worker participation changes
Worker information, consultation, and representation are part of managing the risks of AI worker-management systems. EU-OSHA’s November 27, 2024 report describes transparent implementation and worker consultation as ways to support occupational safety and health. It also notes that system opacity and power imbalances can make it harder for worker representatives to participate effectively.
Participation is not a guarantee that a system will be safe, nor do the cited sources establish it as the single most effective safety intervention. Its practical value is that workers can help surface how a tool affects actual tasks, what information it collects, and whether its operation creates problems that an assessment might otherwise miss.

Questions to ask before an AI safety system is deployed
- Which specific hazard or exposure is the system intended to reduce, and what new hazards could it introduce?
- What worker data does it collect, who owns or controls that data, and what decisions will it inform?
- How can workers raise concerns or contest errors in the system’s outputs or decisions?
- Who evaluates the system for its intended workplace use, and what evidence supports the safety assessment?
- Were workers and their representatives informed and consulted during assessment and implementation?
The ILO’s report is global in scope; NIOSH is a U.S. occupational safety and health institute; and EU-OSHA presents European agency findings. Together, these sources support treating automation as a possible means of reducing exposure—not as a stand-alone measure of workplace safety. They do not establish that one intervention has the greatest measured effect on injury rates.
