Browser automation performs the clicks and typing; an AI agent decides what to do next. They are not competing alternatives: an agent can use browser automation as its execution layer. For a repeatable form on a web page, a direct browser script is often the simpler fit. Add an agent when the next step depends on interpreting changing page content, or consider screenshot-based computer use when the workflow extends beyond browser pages or the page does not expose usable controls.

What is the difference between an AI agent and browser automation?

Browser automation is software that navigates a page and interacts with its controls. A script can locate fields, enter values, click buttons, and check what the page returns. Playwright is one browser automation library with documented input and interaction features: Playwright input documentation.

An AI agent adds a decision loop. A model receives observations about the page, selects an action, and returns that action to an application, which executes it in a browser or other environment and sends back the result. The model makes decisions; the executor still performs the interaction. OpenAI’s computer-use guide describes application-provided environments and model-requested actions, including a JavaScript example using Playwright: OpenAI computer-use guide.

That means “agent versus automation” is often a false choice. A model-driven agent can rely on conventional browser automation underneath. The practical choice is whether a known sequence of actions is enough, or whether the workflow benefits from a model deciding actions in response to what it observes.

Which approach fits your form workflow?

Workflow need Likely fit Why
Same fields and steps on a stable web page Scripted browser automation You can specify the fields, actions, and checks directly.
Variable page content affects which field or action comes next Agent using browser tools The model can interpret observations and choose an action; the executor still carries it out.
Work spans web pages and other graphical interfaces Computer-use agent Screenshot-driven mouse and keyboard interaction can reach beyond browser-specific controls.
Page controls are not exposed usefully as structured elements Consider screenshot-based interaction Visual interaction may help when a page-aware tool cannot identify the relevant controls.

This is a task-fit guide based on documented tool designs, not a comparative performance test. Official documentation does not establish that one approach is more accurate, faster, or cheaper across a representative set of forms.

Browser-aware tools versus screenshot-based computer use

Page-aware browser interaction

Browser-specific tools can read page content and act on identified elements. Anthropic’s browser-use documentation describes returning element references from page reads and using them for actions such as entering form data. Those references are tied to a tab and can become stale after navigation or material page changes, so the agent or executor may need to refresh its view before acting: Anthropic browser-use and computer-use documentation.

When the workflow stays within web pages and the browser driver can expose the relevant fields and buttons, this narrower approach is a focused option. Element-based interaction can also be preferable to coordinates when the layout shifts, although that does not guarantee a script will work on every page.

Screenshot-based computer interaction

Computer-use tools observe screenshots and issue mouse or keyboard actions. They cover a wider range of graphical interfaces, including cases a browser-specific tool cannot reach. Anthropic describes this broader method as typically slower because it needs a fresh screenshot after each action batch; that is a description of the interaction pattern, not a measured comparison for form filling. Its guidance recommends browser use when a task happens entirely inside web pages and computer use when narrower browser tools do not cover the task: Anthropic tool guidance.

The application still supplies the environment

An agent does not necessarily arrive with its own browser or desktop. OpenAI’s examples have the application provide an isolated browser or desktop environment and execute requested actions. Anthropic’s SDK material likewise describes an application wrapping a browser automation library such as Playwright; the SDK does not supply the browser, desktop, ready-made driver, or URL policy: Anthropic SDK and tool-use guide.

For an implementation, establish who manages the browser, authentication, session state, and network access. These are deployment decisions, not properties an agent automatically handles.

A cautious workflow for filling forms

  1. Choose the interaction layer. For stable web forms with accessible fields and buttons, use browser-specific automation. Consider an agent when it must interpret variable page content, and screenshot-driven interaction when the task spans a broader graphical interface.
  2. Limit the data provided. Give the workflow only what the form needs. Treat page text and tool results as untrusted content, not as new instructions or permission to act. OpenAI explicitly warns that text in a page, document, or tool result cannot override the user’s instructions.
  3. Check the populated form and destination. Before submitting, verify the values, recipient or destination, and any consequential choices. Typing sensitive information into a form counts as transmission, according to OpenAI’s computer-use guidance.
  4. Keep consequential actions under user control. Use confirmation or review before sending sensitive data, making purchases, or carrying out destructive or difficult-to-reverse actions. Do not assume unattended submission is appropriate for every form.
  5. Isolate and constrain the executor. Run it with minimal privileges, restrict reachable hosts, and set a deliberate network policy. A policy that checks only the requested navigation URL may not control redirects, links, form submissions, or requests initiated by page content, as Anthropic’s documentation cautions.
  6. Plan for changes and recovery. Refresh page observations when navigation or substantial changes make element references stale. Build explicit checks and a safe recovery path; a model’s ability to react to observations is not proof of universal reliability or self-healing.

What the evidence does—and does not—show

OpenAI and Anthropic’s documentation explains tool architecture and safety recommendations, not head-to-head form-filling performance. It does not establish comparative completion rates, average time, or cost across websites. A workflow’s behavior still depends on its own authentication, dynamic fields, validation rules, and submission consequences, so test it against the actual forms and controls it must handle.
