Latin America needs AI roadmaps that start from each country’s readiness, not a single regional technology checklist. A practical plan connects enabling infrastructure, skills, research and development, adoption, and governance to measurable organizational goals, while treating inclusion and institutional capacity as conditions for progress.

Why AI roadmaps need to start locally

Latin America’s AI ecosystems do not share one starting point. The Economic Commission for Latin America and the Caribbean (ECLAC) and the Latin American Center for Artificial Intelligence (CENIA) developed the Latin American Artificial Intelligence Index (ILIA) 2025 to assess 19 Latin American and Caribbean countries. It groups ecosystems as pioneers, adopters, or explorers. These are maturity categories, not a simple ranking or a ready-made implementation sequence.

The index’s coverage makes a practical point for decision-makers: a roadmap that assumes every country or organization has comparable infrastructure, skills, investment, and institutions risks directing resources toward the wrong constraint. Use regional coordination to share learning, but adapt priorities to local conditions.

The World Economic Forum’s January 20, 2026 report, Latin America in the Intelligent Age: A New Path for Growth, connects regional AI competitiveness with adoption status, adoption drivers, and ten strategic actions. UNDP’s Atlas of Artificial Intelligence for Latin America and the Caribbean adds a human-development and public-policy perspective, including the need for inclusive strategies, responsible governance, and action to close digital divides.

What an AI roadmap should assess

Before choosing projects or platforms, establish a baseline across the dimensions used by ILIA and the barriers identified in regional adoption research. This prevents a roadmap from treating AI adoption as a purchasing decision alone.

  • Enabling conditions: Assess access to the infrastructure and data foundations needed for intended uses. The IDB’s fAIr Tech Radar identifies limited advanced infrastructure as a regional challenge.
  • Research and development: Consider local capacity to develop, adapt, and evaluate AI, rather than assuming all solutions can simply be imported. ILIA includes research and development in its framework.
  • Adoption and integration: Identify where AI could improve services or operations, and whether teams can integrate it into existing workflows. The IDB’s radar identifies difficulty understanding integration as a barrier.
  • Skills and investment: Map the specialist and general workforce capabilities needed, alongside the investment required to build and maintain them. The IDB identifies specialized-talent shortages; ECLAC’s January 2026 economic-impact report examines gaps in investment and workforce capabilities.
  • Governance and inclusion: Set responsibilities for oversight and consider who benefits, who may be excluded, and how digital divides could affect access. Governance is an ILIA dimension, and UNDP emphasizes responsible governance and inclusion.

These dimensions are useful for comparing countries or organizations, but the sources do not prescribe a universal scoring formula. Record evidence and gaps for each dimension instead of collapsing unlike conditions into a single score.

How to turn the baseline into an adoption roadmap

The following sequence is a planning approach based on the regional frameworks and barriers above, not a prescribed country-by-country plan. Apply it to a specific organization, public service, or national program, and make each decision traceable to a local need.

  1. Define the outcome. State the public, operational, or economic problem to address before selecting an AI system. Specify how a successful change would be observed, and who is responsible for the outcome.
  2. Check readiness against the use case. Assess infrastructure, data, workforce, investment, integration capacity, and governance. A promising use case may need enabling work first; document the dependency rather than treating it as a procurement detail.
  3. Choose a feasible first application. Prioritize a use case whose expected value is clear and whose dependencies can be met. Explain why it fits local capabilities and conditions; do not assume a solution that works in one country will transfer unchanged to another.
  4. Prepare people and processes. Identify the specialist expertise and broader workforce skills required, and plan how the application will fit into existing work. This directly addresses regional concerns about talent shortages and integration.
  5. Set governance before deployment. Assign decision rights, oversight, and a process for reviewing results and responding to problems. Include affected communities or users where relevant, and account for access barriers so that adoption does not deepen digital divides.
  6. Measure, learn, and adapt. Choose organization-specific measures tied to the stated outcome, review them after implementation, and use the results to decide whether to adapt, expand, or stop the application. Regional sources establish the need for adoption and readiness work; they do not supply one KPI set that fits every organization.

Coordinate regionally without forcing one template

Regional collaboration can support competitiveness by sharing lessons, building connections, and making common challenges visible. The WEF report frames its ten strategic actions as a roadmap for regional competitiveness. The ILIA maturity groups, however, show why coordination should not mean imposing an identical sequence on every country.

For cross-country or cross-organization comparisons, use the same assessment dimensions—enabling conditions, research and development, adoption, governance, and ecosystem maturity—then preserve local context in the findings. For an implementation decision, compare infrastructure readiness, talent availability, integration capacity, and investment needs. These comparisons can clarify where cooperation may help and where local capacity-building should come first; they are not a substitute for a universal score or ranking.

What success looks like in practice

A credible roadmap links each AI initiative to a defined outcome, its readiness requirements, responsible owners, and a plan for assessing results. It treats workforce development, integration, infrastructure, governance, and inclusion as part of adoption rather than as separate follow-up concerns.

For national and regional leaders, the central challenge is to make coordinated progress while acknowledging unequal starting conditions. For organizations, it is to choose applications that match local needs and capacity, then use evidence from implementation to guide the next decision. The regional frameworks support that disciplined approach; they do not establish one technology sequence or KPI set for all of Latin America.
