Use traditional security automation when the trigger, decision and response are stable enough to express as explicit rules and playbooks. Consider agentic AI for investigations that require context gathering, planning and adaptation, but keep it in recommendation or approval-gated mode until your identity controls, testing, monitoring and rollback processes are proven. There is no neutral evidence that agentic systems universally outperform established SIEM/SOAR automation. The practical choice is workflow by workflow, based on risk, variability and the amount of discretion you can safely govern.

What the two approaches actually do

The important distinction is not whether a product advertises an “AI” feature. It is how the workflow decides and acts. NIST defines agentic AI as artificial-intelligence systems functioning as autonomous agents that can independently make decisions, learn from interactions, adapt to changing environments and interact dynamically with users and systems. In security operations, that generally means an agent can interpret a goal, gather relevant evidence, choose a sequence of tool calls and adjust its next step as findings change.

Traditional automation normally evaluates predefined conditions and runs a known playbook. A SIEM rule can create an alert when a threshold is met; a SOAR workflow can enrich the alert, open a ticket, notify an owner and execute an approved response. Branches can make these playbooks sophisticated and context-sensitive, but the possible paths are designed in advance.

Microsoft’s explanation contrasts scripted, predefined behavior with goal-directed planning for agents and lists triage, threat hunting and response as possible agentic workflows. That is a vendor description of the category, not independent evidence that an agent is faster, more accurate or safer. An agent can be configured to recommend an action, ask for approval, or execute a narrowly permitted action. A conventional playbook can also include conditional logic and analyst checkpoints. Compare the actual autonomy, permissions and auditability of the implementation rather than the label.

Microsoft’s comparison is useful for illustrating the conceptual difference, while the operational decision should be based on your own workflows and controls.

When traditional SIEM/SOAR automation is the better fit

Use explicit playbooks for repeatable triggers

Choose a conventional rule-and-playbook workflow when the alert pattern is known and the response is consistent. Examples include enriching a domain or hash with approved intelligence sources, checking an asset owner, creating a case, sending a notification, or applying a previously approved containment action after a clearly defined condition.

  • Stable inputs: log fields, alert types and required integrations are sufficiently structured.
  • Predictable decisions: the organization can state the conditions that lead to each branch.
  • High need for consistency: policy must be enforced identically on every occurrence.
  • Easy inspection: reviewers need to read, test and approve the exact logic before deployment.
  • Low tolerance for discretionary action: an unexpected interpretation could create unacceptable operational or safety risk.

CISA’s SIEM/SOAR guidance describes using these platforms to improve visibility and streamline incident response through predefined actions based on detected anomalies. The NSA Automation and Orchestration Pillar likewise emphasizes policy-driven actions and consistent processes. These characteristics make traditional automation a strong default for controls that must be deterministic and readily auditable.

Where a playbook can be safer

A fixed workflow limits the number of things the system can decide. That makes it easier to prove what it will do, restrict its credentials, test edge cases and explain an incident afterward. If an action is high impact but the conditions are well understood, a playbook with an explicit approval gate can be safer than an agent that is allowed to improvise.

When agentic AI may add value

Use agents for variable, multistep investigation

Agentic behavior is a candidate when analysts repeatedly have to assemble context from several systems and decide what to investigate next. An agent might correlate identity, endpoint, cloud, email and threat-intelligence data; notice that one source is missing; query another permitted source; and present a reasoned recommendation. The value is flexibility within a defined goal, not unlimited autonomy.

  • Context synthesis: the answer depends on combining evidence that is distributed across tools.
  • Changing paths: the next investigative step depends on what the previous step found.
  • Expensive playbook maintenance: a complete fixed tree would be brittle or too costly to keep current.
  • Analyst assistance: a human can validate findings before an account is disabled, a host is isolated or a production control is changed.
  • Controlled tool use: the agent can access only the data and actions required for its specific purpose.

Start with recommendation mode or analyst-approved execution. Expand autonomy only after testing on representative cases, adversarial inputs and failure scenarios in the actual environment. Vendor examples of alert triage, hunting and response identify plausible use cases, but they do not establish a guaranteed reduction in response time or analyst workload.

What an agent can do that a fixed playbook cannot easily express

A playbook follows branches that someone encoded. An agent can select among available steps based on a natural-language objective and newly discovered context. For example, instead of always querying the same three systems, it could recognize that an alert involves a service account, retrieve the account’s recent authentication pattern, compare it with the affected workload and ask for approval to suspend access if the evidence crosses a policy threshold. That flexibility can reduce the need to enumerate every possible path, but it also makes behavior harder to predict and validate.

Do not confuse flexibility with correctness. An agent may misunderstand an instruction, trust poisoned tool output, overlook a critical source or take an action that is technically permitted but operationally wrong. The broader the goal and tool access, the greater the control burden.

A workflow-by-workflow decision framework

Score each candidate workflow against the following questions. The answers should determine the architecture; a product category should not determine the answers for you.

1. How stable is the workflow?

If the trigger, evidence and response rarely vary, use explicit rules and a playbook. If the investigation branches frequently and the required steps cannot be specified economically, an agent may assist with planning or evidence gathering. Frequent variation is not, by itself, permission to let the system execute changes.

2. What happens if the decision is wrong?

Classify actions by impact and reversibility. A wrong enrichment or duplicate ticket is different from disabling an identity, isolating a production server, deleting data or changing a security control. Require a human approval for high-impact or difficult-to-reverse actions, even if lower-risk steps are automated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. What permissions are truly required?

List every data source and tool the workflow needs, then remove everything else. A triage assistant may need read access to selected logs and case systems but no ability to change identity policy. An agent that can both read sensitive data and execute administrative commands creates a much larger blast radius than a read-only assistant.

4. Can an investigator reconstruct what happened?

For each run, retain the inputs or prompts as appropriate, evidence retrieved, tools called, decisions made, approvals received, actions taken and resulting state. If an analyst cannot reconstruct why the system acted, the workflow is not ready for consequential autonomy.

5. Are the integrations and data reliable?

Automation quality depends on visibility and data quality. Confirm that critical logs are ingested, normalized, current and permissioned. CISA’s guidance specifically highlights prioritizing SIEM log ingestion. An agent cannot compensate for a source that is absent, stale or inaccessible.

6. Can you test, stop and recover it?

Use representative historical cases, normal cases, edge cases and adversarial cases. Run the workflow in recommendation mode, compare its output with analyst decisions, monitor for drift and define a stop switch. For every executable action, document how to reverse it or contain the damage if reversal is impossible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Who owns the workflow?

Assign an operational owner, an access reviewer and an incident contact. Define escalation paths, review intervals and conditions that suspend the agent. An autonomous process without a named owner becomes an accountability gap.

Comparison: playbooks and agents

Decision axis Traditional automation Agentic AI
Primary behavior Executes predefined conditions and playbooks. Interprets a goal, plans multistep work and can adapt within constraints.
Best fit Stable, repeatable enrichment, notification and response processes. Contextual triage, investigation or hunting with meaningful variation.
Logic Explicit branches designed and approved in advance. Partly selected at run time from available tools and evidence.
Human role Designs, approves and monitors the workflow; checkpoints can be built in. Should validate recommendations and approve consequential actions until safety is demonstrated.
Audit challenge Usually straightforward: inspect the rule, branch and action. Must capture evidence, prompts or inputs, tool calls, reasoning outputs, approvals and outcomes.
Main control concern Incorrect or incomplete rules and integration failures. Unexpected behavior, prompt injection, excessive permissions and unclear accountability.

This table describes operating characteristics, not a performance ranking. The available guidance contains no independent head-to-head measurements establishing a universal winner for accuracy, cost, alert reduction or mean time to respond.

How to introduce an agent safely

Step 1: Select one bounded workflow

Choose a task with a clear objective, limited data sources and a measurable human outcome. Evidence gathering and draft case summaries are safer starting points than account suspension or production changes. Write down what the agent is allowed to decide and what remains exclusively human.

Step 2: Create a separate identity

Give the agent its own service identity rather than sharing an analyst’s credentials. Apply least privilege to every API, data set and tool. Separate read, recommend and execute permissions so that a component that summarizes evidence cannot silently perform administrative actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Add policy and approval gates

Define actions that always require approval, actions that are allowed automatically and actions that are prohibited. Make the approval request show the evidence, proposed change, scope, expected effect and rollback method. Keep the approver distinct from the agent identity.

Step 4: Threat-model the workflow

Consider prompt injection in alerts, documents, tickets and web content; malicious or misleading tool output; compromised integrations; data exfiltration; privilege escalation; and attempts to induce the agent to bypass policy. Test whether untrusted content can alter instructions or cause an unauthorized tool call.

Step 5: Test in recommendation mode

Replay representative incidents and compare the agent’s evidence selection and recommendations with experienced analyst decisions. Include incomplete logs, contradictory indicators, benign lookalikes, unusual account behavior and deliberately crafted malicious input. Record false positives, unsafe proposals, missing evidence and cases where the agent should have escalated.

Step 6: Instrument and monitor

Log inputs, retrieved evidence, tool calls, approvals, outputs, changes and errors. Alert on unusual access, repeated failed calls, attempts to reach an unapproved tool, policy violations and sudden changes in behavior. Review access and performance on a recurring schedule rather than treating approval as permanent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 7: Expand autonomy gradually

Move from read-only assistance to recommendations, then to narrowly scoped execution only when the evidence supports it. Keep high-impact actions approval-gated. Define a kill switch, isolate dependent credentials and document who can invoke the switch during an incident.

Risks that are specific to autonomous behavior

CISA and international partners warned on May 1, 2026 that agent autonomy and interconnectedness can create privilege-escalation, emergent-behavior and accountability risks. Their guidance recommends aligning agent risk management with existing frameworks, restricting access, using layered defenses and strong identity, retaining oversight, threat-modeling the system, monitoring continuously and conducting recurring security assessments. One recommendation states: “Limiting agent autonomy by ensuring agents are not granted broad or unrestricted access—especially to sensitive data or critical systems.”

NIST NCCoE’s Agentic AI Identity and Authorization Project Resource Hub identifies weak identity, authorization and governance as possible causes of data leaks, compliance failures, prompt injection and unpredictable autonomous behavior. Traditional identity and access patterns may not fully address an agent that dynamically selects actions, so authorization must cover the agent, its tools, the data it retrieves and the context in which an action is requested.

  • Privilege escalation: a chain of individually allowed calls can produce an outcome no single permission review anticipated.
  • Prompt injection: attacker-controlled text can attempt to override instructions or redirect tool use.
  • Untrusted evidence: a compromised feed or document can make a recommendation appear justified.
  • Emergent behavior: interactions among tools, agents and changing data can produce unexpected paths.
  • Accountability gaps: unclear ownership makes investigation and remediation slower after a failure.
  • Irreversible changes: an incorrect containment or deletion action may be difficult to undo.

Governance and standards status

NIST’s COSAiS project page, updated January 8, 2026, says it will develop control overlays using NIST SP 800-53 and lists single-agent and multi-agent systems among proposed use cases. The page describes work in progress, not a finalized agent-specific overlay.

The NIST NCCoE identity project is also standing up implementation guidance and describes a planned SP 1800-series practice guide with example implementations and laboratory lessons. Treat that guide as planned until NIST publishes it; do not present it as an existing standard.

For current security-operations automation practice, CISA’s SIEM/SOAR guidance page is dated May 27, 2025 and covers executive guidance, practitioner guidance and priority-log ingestion. Existing risk, identity, access-control and incident-response frameworks remain useful foundations while agent-specific guidance develops.

Questions to answer before procurement or deployment

  • Which exact workflow is being changed, and what problem cannot be solved adequately with its current playbook?
  • What is the maximum impact of an incorrect action, and which actions require approval?
  • Which identities, APIs, data sets and tools will the system access?
  • Can every run be reconstructed from durable logs?
  • How will prompt injection and malicious tool output be tested?
  • What historical and adversarial cases will be used for evaluation?
  • What is the stop procedure, and who owns it outside the agent’s control?
  • How will permissions, prompts, tools and model behavior be reviewed after deployment?
  • What evidence would justify expanding autonomy, and what failure would cause an immediate rollback?

A practical adoption pattern

Most organizations do not need to choose one technology for every security process. Keep deterministic playbooks for stable controls and use an agent as a constrained layer where investigation varies. For example, a playbook can collect a standard evidence bundle and open a case; an agent can summarize the bundle, identify missing context and recommend the next query; a human can approve any account, host or production change. This division preserves predictable enforcement while using adaptive assistance where it is most useful.

Evaluate the combined workflow on safety, evidence quality, auditability, integration coverage, analyst effort and recoverability. Do not claim a return on investment or performance improvement unless your own measured deployment supports it. The available sources provide guidance and design principles, not a neutral benchmark that proves one approach wins.
