Not necessarily by every measure. Some advanced reactor designs can reduce modeled long-term radioactivity per unit of energy compared with a conventional light-water reactor, yet produce more waste by volume or create radioactive materials that are harder to process and dispose of. The answer depends on the reactor design, its fuel cycle, and what “more” means.

What counts as “more radioactive waste”?

The phrase can describe several different comparisons, and they do not always point in the same direction:

  • Mass or volume: how much material must be handled, stored, transported, or disposed of.
  • Radioactivity: the amount of radioactive material in a waste stream at a given time.
  • Long-term radiological inventory: how much radioactivity remains after a specified period, often compared per unit of electricity produced.
  • Management burden: how much processing, conditioning, storage, and disposal work is needed, and whether those methods are mature.

A finding that one design scores lower on one measure does not mean it produces less waste by every measure or has an easier disposal route.

What did the National Academies compare?

The National Academies of Sciences, Engineering, and Medicine’s 2023 consensus report assessed representative integral pressurized-water, high-temperature gas-cooled, sodium-cooled fast, and molten-salt reactor systems against a once-through light-water-reactor reference. It evaluated particular systems and fuel-cycle assumptions, not every advanced design that could be proposed.

For the systems it modeled, the report found that long-term radioactivity per unit of energy at 100,000 years after discharge ranged from a few percent lower to a factor of two lower than the light-water-reactor reference. That result applies to the three advanced systems and one coupled pressurized-water-reactor/sodium-cooled-fast-reactor system evaluated; it is not a general result for all advanced reactors, and it does not establish lower waste volume or simpler disposal. See the National Academies’ Chapter 3 comparison.

How do the main reactor types differ in their waste?

Representative system Waste and management issue highlighted in the 2023 report
High-temperature gas-cooled Can produce much larger volumes of spent fuel per equivalent energy than light-water reactors. Removing graphite to reduce the volume depends on technology that is not mature.
Sodium-cooled fast Produces irradiated sodium waste. Sodium-bonded spent fuel is not suitable for direct disposal and requires treatment methods that are not mature at industrial scale.
Molten-salt Creates radioactive off-gas and spent-fuel-salt streams. These need processing into forms suitable for disposal, but the methods and waste forms remain under exploration.
Several advanced designs, including pebble-bed concepts Can involve irradiated graphite; pebble-bed reactors also raise dust and decommissioning concerns.

These are differences in waste streams and management needs, not a universal ranking from “least” to “most” waste. The report’s Chapter 5 discussion of management and disposal says, “Most of the advanced reactor types proposed would generate waste streams for which there is little experience or mature technical ability to manage.”

Do small modular reactors create less nuclear waste?

There is no single answer for small modular reactors (SMRs) as a category. “Small modular reactor” describes a size and construction approach, not one reactor design or fuel cycle. The systems assessed by the National Academies include representative designs, but the report does not establish that all SMRs produce less waste than conventional light-water reactors.

To assess a specific SMR claim, look for the named design and fuel cycle, the waste metric being compared, and the denominator—ideally waste per unit of energy produced. Check whether the comparison includes only spent fuel or also other radioactive streams, such as graphite, salts, off-gas, or operating and decommissioning waste. Then ask whether processing and disposal methods are demonstrated or still being developed.

Why can a lower long-term radioactivity figure still mean a harder waste problem?

A modeled reduction in long-term radioactivity is only one part of the disposal question. A reactor may generate material that is bulkier, chemically different, or unsuitable for direct disposal. It may also require separation or treatment that creates additional streams requiring their own conditioning and disposal. Those practical steps—along with transport and storage—matter alongside a radiological comparison.

The International Atomic Energy Agency makes the planning challenge explicit: “One of the primary challenges for advanced and innovative reactors and their nuclear fuel cycles is that solutions must be identified for all eventually problematic wastes prior to initiating construction of these facilities.” The statement appears in its publication Waste from Innovative Types of Reactors and Fuel Cycles.

How does this compare with the waste problem the United States already has?

The National Academies’ 2023 report puts current U.S. commercial-reactor spent-fuel generation at approximately 2,000 metric tons per year. It describes existing spent fuel stored at 79 sites in 35 states and recommends near-term focus on planning for geologic disposal. These are figures for the current fleet, not projections for advanced reactors. The report also says the once-through fuel cycle has lower cost for the existing U.S. light-water-reactor fleet than cycles involving reprocessing and recycling, among its stated merits. What should a meaningful waste comparison include?

Before accepting a claim that one reactor “produces less waste,” check that it specifies:

  • The waste streams: spent fuel, high-level waste, graphite, sodium, off-gas, salt, dust, operational waste, and decommissioning waste where relevant.
  • The fuel cycle: whether it is once-through, recycling, or reprocessing, what is separated, and what secondary wastes result.
  • The full management pathway: conditioning, transport, storage, and disposal, not only what leaves the reactor core.
  • The maturity of the methods: whether treatment and disposal approaches have industrial experience or remain immature or exploratory.

The National Academies’ 2023 report, Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear Reactors, provides the basis for these comparisons.
