First identify the app and the exact control that is greyed out. In Premiere, you may be unable to create an adjustment layer; in Photoshop, you may mean the control for creating an adjustment layer or the separate command for clipping it to another layer. Those symptoms have different workflows, so there is no single fix.
Which app and which control are greyed out?
Check the application name and the wording of the disabled command before changing settings. The steps below cover Adobe Premiere and Adobe Photoshop; another creative app may use different controls.
- Premiere: Is File > New > Adjustment Layer disabled, or is the issue that an adjustment layer does not affect the clips you expect?
- Photoshop: Is the Layers-panel control for creating a fill or adjustment layer disabled, or do you mean the command for clipping an adjustment layer to the layer below?
Premiere: check the Project panel and create the layer
Adobe’s documented workflow is to choose File > New > Adjustment Layer. The dialog creates the layer in the Project panel. Adobe also describes creating one with the Project panel’s New Item control in a related tutorial. Adobe’s adjustment-layer instructions were last updated August 18, 2026.

- Click the Project panel so it is active, then retry File > New > Adjustment Layer.
- If available, use the Project panel’s New Item control to create the adjustment layer.
- Drag the created layer from the Project panel onto a video track above the clips it should affect.
Selecting the Project panel first is a diagnostic check, not a confirmed explanation for every disabled command: Adobe’s workflow page does not identify inactive panel focus as the definitive cause. A third-party Premiere guide recommends checking panel focus, but if the command remains unavailable, note the exact app version, selected panel, and command state before trying broader troubleshooting.

If the layer exists but has no visible effect
Check its position in the timeline. Premiere adjustment layers affect clips on tracks below them, so a layer that does not cover the target footage—or sits below it—will not affect those clips as expected.
Photoshop: distinguish layer creation from clipping
With an image open, Adobe’s documented method is to use Create new fill or adjustment layer in the Layers panel, then make changes in the Properties panel. See Adobe’s fill and adjustment layer instructions.

If that creation control is disabled, check that the intended document is open and that you are using the Layers panel’s creation control. Adobe’s cited instructions explain how to create an adjustment layer but do not diagnose every reason a particular adjustment type or control may be unavailable. To narrow it down, record the document mode, selected layer, exact disabled control, and Photoshop version rather than assuming the problem is the same as a disabled Premiere command.
If “clip adjustment layer to layer below” is greyed out
This is a clipping-control question, not the same as being unable to create an adjustment layer. The selected layer or group and the Photoshop version matter. A community answer from 2017 about Photoshop CS5 suggested Alt-clicking between the adjustment layer and group; treat that as a historical, version-specific clue, not current official guidance. If you share the selected layer or group and your Photoshop version, the relevant control can be identified more reliably.

When to consider resetting Premiere preferences
Try the app-specific selection and workflow checks first. Adobe documents restoring Premiere preferences by holding Alt during startup on Windows or Option during startup on macOS. This is a general troubleshooting option, not a documented fix for a greyed-out adjustment-layer command; consider it only after simpler checks.
