Adaptive authentication tools use sign-in context and, depending on the product, behavioral or historical signals to decide whether to allow access, request stronger proof, or block a session. Ten current offerings are supported by official product information reviewed for this comparison; the available evidence does not validate eleven current tools. The options below are not a hands-on ranking: choose based on your workforce or customer identity needs, application environment, policy controls, and licensing.
What adaptive or risk-based authentication does
Instead of applying the same challenge at every sign-in, an adaptive system evaluates available context. Signals may include device, network or location, sign-in history, user behavior, or IP reputation; vendors do not all collect or weigh the same signals. Depending on its policy, a product may allow a session, prompt for another factor, restrict which factors are accepted, or deny access.
“Adaptive MFA” often refers to the step-up part of this approach: ask for stronger proof when a sign-in appears riskier. Risk-based authentication can also describe the broader decision process, including allowing or blocking access. The names are not a guarantee of identical features, signal coverage, or policy control.

| Product | Likely fit and documented distinction | Availability or pricing basis |
|---|---|---|
| Cisco Duo Risk-Based Authentication | Workforce MFA. Can restrict factor choice based on risk and adjust remembered-device sessions. Risk-Based Factor Selection applies to Universal Prompt web applications and the named Duo Auth API application; it is not supported for Windows Logon or Duo Unix. | Risk-based capabilities are available in Advantage and Premier. Duo’s marketing page lists Advantage at $6/user/month and Premier at $9/user/month; confirm region, billing basis, and feature entitlement. |
| Okta Adaptive MFA | Workforce sign-in policies can use contextual and historical risk. Policy actions can allow or deny access, require MFA, or use passwordless authentication. | Okta’s pricing page lists Essentials at $17/user/month and identifies Adaptive MFA in its plan comparison. That base price does not establish a buyer’s total cost or entitlement; check the applicable tier and add-ons. |
| Auth0 Adaptive MFA | Customer identity (CIAM). Uses login risk scoring to prompt for MFA when confidence is low, and Actions can customize the flow. Email availability matters in a documented enrollment edge case. | Requires an Enterprise plan plus the Adaptive MFA add-on. No general feature price is stated in the reviewed documentation. |
| PingOne Adaptive MFA | Supports customer and workforce contexts. The customer offering includes contextual MFA and lists FIDO2 keys among available methods. | PingOne for Customers Plus is listed at $6/user/month with an annual contract and a 5,000-user minimum. This is a qualified customer-plan price, not a universal workforce quote. |
| Microsoft Entra ID Protection | A candidate for organizations already using Microsoft identity: risk detections feed adaptive access policies. | Microsoft lists Entra ID P2, Entra Suite, or Microsoft 365 E5 as licensing routes. Confirm the entitlements available in your tenant. |
| SecureAuth Connect Adaptive Authentication | Offers a configurable level-of-assurance threshold using device, location/network, and behavior risk domains. | No current public price was stated in the reviewed documentation. |
| Amazon Cognito Adaptive Authentication | Developer-oriented customer identity. Supports configurable Allow, Optional MFA, Require MFA, and Block responses. The implementation of context collection matters to the assessment. | AWS says some context-data capabilities are restricted to the Plus feature plan. Check current feature-plan cost and whether your application needs those capabilities. |
| IBM Verify Adaptive Access | Workforce and customer scenarios, with continuous web and mobile assessment using Trusteer-backed signals such as device hygiene, behavior, and threat intelligence. | IBM documentation says Adaptive Access is unavailable to FedRAMP customers. No current price was verified. |
| OneLogin SmartFactor Authentication | Workforce adaptive sign-in using a real-time Vigilance AI risk score and location, device, and behavior signals. | The product page does not state a public adaptive-feature price; request a current quote. |
| RSA ID Plus with Risk AI | Enterprise identity across cloud, hybrid, and on-premises environments. RSA describes Risk AI as dynamically assessing behavioral characteristics; hardware tokens are among its authentication options. | No current adaptive-feature price was stated in the reviewed official product pages. |
A 2022 USENIX paper also discussed CyberArk in the historical risk-based-authentication landscape, but that paper does not establish a current product name, feature status, or price. It is not counted as a verified current option here.
How to choose for workforce or customer identity
For employee and workforce sign-ins
Start with the applications, identity provider, and endpoints you already operate. Duo, Okta, Microsoft Entra ID Protection, SecureAuth, IBM Verify, OneLogin, and RSA describe workforce-relevant capabilities, but their supported application scope and deployment fit differ. Check the exact protocols, clients, and sign-in paths you need to protect. For example, Duo’s documented factor-selection scope excludes Windows Logon and Duo Unix.

For customer identity
Auth0 Adaptive MFA and Amazon Cognito Adaptive Authentication are customer-identity-oriented options; PingOne Adaptive MFA also covers customer scenarios. Compare the SDK or application changes, context collection, enrollment journey, and recovery flow required for your product. For Cognito, establish whether your implementation needs context-data capabilities limited to the Plus feature plan.

PingOne, IBM Verify, and RSA describe both workforce and customer or broad enterprise scenarios. Confirm the actual populations, applications, and hosting requirements with the vendor rather than treating broad scope as proof that every deployment is supported. IBM’s documented FedRAMP restriction is especially important for regulated environments.

What to check before buying
- Signal visibility: Ask what device, location or network, behavioral, historical, and reputation signals are collected, which are configurable, and what administrators can see in decisions and logs.
- Policy outcomes: Verify whether administrators can allow, deny, require MFA, restrict accepted factors, or use passwordless authentication—and whether those actions are available for the specific applications you protect.
- Actual license entitlement: Distinguish a base plan from a feature add-on, confirm minimum seats and contract term, and request tenant-specific pricing. Duo and Okta package capabilities by tier or entitlement; Auth0 requires an add-on; Ping’s published customer-plan figure carries an annual term and user minimum.
- Enrollment and recovery: Map how users enroll factors, replace a lost device, recover access, and get help when a legitimate sign-in is challenged. Test administrator and support procedures before enforcement.
- False-positive handling: Ask how a user or administrator can resolve a mistaken risk decision without weakening policy for everyone. Review event details and escalation options with the product team.
Can a security key be used for step-up authentication?
Yes, where the product, policy, and endpoints support it. Duo documents WebAuthn FIDO2 roaming and platform authenticators among secure factors, and Ping lists FIDO2 keys among its methods. That does not mean every product in the comparison accepts every key. Confirm the allowed factor configuration, enrollment process, browser or platform support, and the key’s connector compatibility with your users’ devices.
How to roll out adaptive policies safely
- Inventory the sign-in paths. Record the workforce or customer applications, supported clients, identity flows, factor enrollment state, and relevant network or endpoint constraints.
- Define responses before tuning signals. Decide which situations should allow access, trigger step-up, restrict factor choice, or block—and who can resolve exceptions.
- Test representative users and applications. Include expected locations and devices as well as unusual but legitimate sign-ins. Verify that users can complete the required factor and support can recover access.
- Use preview or audit capability when available. Duo offers preview mode because its adaptive algorithm uses both historical and live data; it lets administrators see which authentications would have stepped up before enforcing the policy.
- Enforce in stages and review events. Start with a limited group or application where practical, examine challenges and denials, and adjust policy only after confirming the cause and user impact.
Is this an 11-tool comparison?
No. The headline’s count is not supported by the current official product information available for this comparison: ten offerings are substantiated. The historical USENIX reference is not enough to validate an eleventh current product, so it should not be treated as a present-day recommendation. No independent comparative benchmark was established; the distinctions here describe documented capabilities, not tested security or usability rankings.
