Satellite deorbiting is planned end-of-mission disposal; active debris removal (ADR) is an external mission that captures an object that can no longer dispose of itself. In a normal deorbit, the satellite operator uses the spacecraft’s propulsion or a disposal device installed before launch to lower the orbit, reorbit the spacecraft, or arrange atmospheric reentry. In ADR, a separate “chaser” spacecraft finds a dead, failed, derelict or otherwise uncooperative object, matches its orbit, captures or attaches to it, and changes the orbit of the combined stack. Both approaches can end with reentry, but only ADR requires close-proximity operations with an unprepared target.
The difference at a glance
The two terms describe different responsibilities, targets and mission designs. Deorbiting is generally part of the satellite’s original life-cycle plan. ADR is remediation: a later mission addresses debris that remains after the original operator has lost the ability or authority to dispose of it.
| Aspect | Satellite deorbiting | Active debris removal |
|---|---|---|
| Primary actor | The satellite operator, using the spacecraft’s propulsion or a disposal system installed before launch | A separate servicing or chaser spacecraft |
| Typical target | An operating satellite approaching its planned end of mission | A defunct, failed, derelict or otherwise uncooperative object |
| When it is planned | Before launch and during normal mission operations | After an object becomes a removal priority |
| Main operations | Propulsive maneuver, drag augmentation, tether, sail, controlled reentry, uncontrolled reentry or reorbit | Rendezvous, inspection, capture, docking or attachment, followed by an orbit change or controlled reentry |
| Policy role | Post-mission disposal and debris mitigation | Remediation of legacy debris and reduction of collision risk |
| Defining challenge | Keeping enough power, propellant and attitude-control authority to complete disposal | Finding, synchronizing with and safely capturing an unprepared or tumbling target |
A useful test is to ask who supplies the final control authority. If the satellite or a device already attached to it performs the disposal maneuver, the activity is deorbiting or another form of self-disposal. If a different spacecraft must approach and take control of the object, it is ADR.

Planned disposal by the satellite or its attached system
Deorbiting is the disposal phase designed into a satellite mission. While the spacecraft is still healthy enough to receive commands, generate power and control its attitude, the operator performs a maneuver or activates a disposal device. The objective may be to reduce orbital lifetime, direct the spacecraft toward a controlled atmospheric reentry, or move it away from a protected operating region.

“Deorbit” is therefore narrower than “remove from orbit.” A satellite can leave its working orbit without immediately entering the atmosphere. A reorbit to a designated storage or graveyard orbit is still a disposal action, provided it satisfies the applicable mission and safety requirements. Conversely, a satellite can naturally decay from low Earth orbit through atmospheric drag, but an uncontrolled natural decay is not the same as a deliberate, operator-managed deorbit maneuver.
Common disposal mechanisms
- Propulsive burn: The spacecraft fires its engines to lower perigee and accelerate atmospheric decay, or to raise the orbit into a designated disposal region.
- Drag augmentation: A drag device increases the area exposed to the thin upper atmosphere, shortening the time the spacecraft remains in orbit after mission completion.
- Tether: An electrodynamic or momentum-exchange tether can alter orbital energy or increase drag, depending on its design and operating environment.
- Terminator sail: A deployable sail increases atmospheric drag when the spacecraft no longer needs its operational configuration.
- Controlled or uncontrolled reentry: A controlled maneuver targets a selected reentry corridor; an uncontrolled reentry relies on natural decay after the orbit has been lowered.
- Reorbit: The operator moves the spacecraft to a safer altitude instead of immediately targeting atmospheric entry.
These systems are useful only if they remain available at the end of the mission. A satellite that has exhausted its propellant, lost electrical power, suffered an attitude-control failure or stopped responding may be unable to execute the disposal plan that was designed for it.
Why the disposal plan must start before launch
Deorbiting depends on resources that are easiest to guarantee during design: propellant reserves, battery capacity, command links, thermal margins, structural interfaces and reliable attitude control. A plan that assumes a final engine burn is not effective if the spacecraft fails before that burn. Operators therefore need to schedule disposal while the satellite still has control authority, rather than treating the end-of-life maneuver as an optional task after the mission has already degraded.
What active debris removal means
An external spacecraft takes responsibility
ESA defines ADR as the process in which a chaser spacecraft matches the orbit of an object, grabs it and changes the orbit of the combined stack or causes reentry. The target is usually no longer able to cooperate: it may be dead, failed, derelict, tumbling or simply unable to accept commands. The chaser supplies navigation, propulsion and control that the target no longer has.
ADR can address a complete spacecraft, an upper-stage rocket body or another large object whose collision could create a damaging fragment cloud. It is not the same as tracking debris, predicting a conjunction or issuing a command to an active satellite. Those activities may support a removal mission, but ADR requires physical interaction with the target and an intentional change to its orbit.

Typical ADR mission sequence
- Select a target: Agencies or operators identify an object whose mass, orbit, collision probability, fragmentation potential and accessibility justify a removal mission.
- Launch and phase: The chaser is inserted into an orbit from which it can gradually match the target’s altitude, inclination and orbital phase.
- Rendezvous: The chaser performs relative navigation as the distance closes. Ground tracking, onboard sensors and collision-avoidance maneuvers are used to maintain a safe approach.
- Inspect: Cameras and other sensors determine the target’s attitude, spin, geometry, available grapple points and hazards. This step is especially important when the target was not designed to be serviced.
- Synchronize: The chaser matches the target’s relative position and velocity. A tumbling object may require the chaser to time its approach to a stable capture point or to wait for a suitable attitude.
- Capture, dock or attach: A robotic arm, docking mechanism, net, harpoon or another attachment system establishes a mechanical connection. The exact technology depends on the target’s shape, motion and structural strength.
- Stabilize the stack: After contact, the chaser controls the combined mass. It must account for flexible appendages, residual rotation, uncertain center of mass and loads transmitted through the attachment.
- Dispose of the stack: The chaser fires its engines to lower the orbit for controlled or natural reentry, or moves the stack to another approved disposal orbit.
Every step is harder than the corresponding step in self-disposal because the target cannot be relied on to hold attitude, communicate, expose a standard interface or follow a command.
Does deorbiting mean removing space junk?
Not necessarily. In ordinary usage, “deorbiting” usually means disposing of a spacecraft from its mission orbit, often by lowering it until atmospheric drag causes reentry. It can also mean reorbiting to a safer storage altitude. The term says what happens to the object’s orbit, not who performs the action or whether the object was already debris.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →ADR is specifically about an external mission acting on an existing object. If an operating satellite performs its own final burn, that is deorbiting even though the result removes one future source of space junk. If a chaser captures a dead satellite and lowers both vehicles toward reentry, that is ADR and also a form of active deorbiting of the target. The overlap is in the outcome; the distinction is in the actor and the target’s condition.
Why ADR is technically harder
Relative navigation in close proximity
At long range, ground radar and optical tracking can establish an object’s orbit. During the final approach, the chaser needs precise relative position, velocity and attitude information. Lighting conditions, sensor visibility, orbital geometry and communication delays all affect how quickly the chaser can safely react.
Uncooperative or tumbling targets
A functioning satellite can point a docking port, maintain a known attitude and respond to commands. A failed object may rotate unpredictably, have damaged or protruding hardware, or present no certified capture point. ESA describes these as “uncooperative” targets. The chaser must plan for motion that is not under the mission team’s control and must avoid imparting a spin or collision that could create additional fragments.

Unknown structural and mass properties
Operators may not know the target’s exact center of mass, residual propellant state, structural strength or condition of solar arrays and antennas. Capturing a large, flexible or partially damaged object changes the dynamics of the chaser. The combined stack must then be controlled without exceeding the attachment mechanism, the chaser’s thruster authority or the target’s structural limits.
Collision and fragmentation risk
A failed capture can turn a removal attempt into a collision. Mission designers therefore include retreat trajectories, abort points, passive-safety rules and disposal options for the chaser itself. The chaser also has to avoid becoming a new derelict if it loses power or control during approach.
Mitigation and remediation are different policy jobs
NASA’s orbital-debris policy uses mitigation for measures that limit the creation and persistence of new debris. That includes reducing debris released during normal operations, preventing collisions and explosions, limiting the number and orbital lifetime of disposed objects, and reducing casualty risk from reentry. Satellite deorbiting is a principal end-of-mission mitigation measure.
Remediation addresses debris that already exists. ADR is remediation because it removes or relocates a defunct spacecraft, rocket body or other high-risk object after the original mission has ended. A remediation mission does not replace mitigation: if new satellites continue to be abandoned, the removal campaign must chase a growing backlog.
Current disposal expectations for new ESA missions
For applicable new missions, ESA requirements in force from 2023 call for a disposal success probability above 90% and limit post-mission residence in protected low Earth orbit to five years. The five-year limit is a substantial tightening from the previous 25-year maximum. These requirements concern the design and operation of new missions; they do not automatically provide a disposal mechanism for older spacecraft that were launched without a compatible interface or adequate reserves.

Who removes a dead satellite that cannot move itself?
The original owner remains responsible for following its disposal plan while the satellite is controllable. Once a spacecraft is dead or unresponsive, no operator can simply command it to deorbit. A government agency, commercial servicing provider or international program would need to fund, authorize and fly an ADR mission, subject to launch licensing, spectrum coordination, national regulations and responsibility for the object and the chaser.
That mission must establish that the target is the intended object, coordinate with tracking networks and other operators, and obtain permission to conduct proximity operations. Legal and operational responsibility matters because a chaser physically changes another spacecraft’s orbit. In practice, a dead satellite is removed only when a capable mission is prioritized and funded; there is no universal on-demand “tow truck” for every object in orbit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.ClearSpace-1 as an example of ADR
ESA describes ClearSpace-1 as a demonstration mission intended to rendezvous with, capture and remove the 95 kg Proba-1 satellite from low Earth orbit after the satellite’s end of life. The mission is designed to show that a dedicated chaser can approach an existing spacecraft, secure it and dispose of the combined stack. ESA also presents the service contract as a step toward a commercial in-orbit-servicing and debris-removal sector.
The example illustrates why ADR is not simply a more powerful deorbit command. Proba-1 is the target; ClearSpace-1 supplies the navigation, capture hardware and propulsion. The target’s inability to perform a disposal maneuver is precisely the reason an external mission is required.

How many removals could make a difference?
Long-term debris studies do not say that every object must be removed. They identify a smaller set of large, collision-prone objects whose removal could materially change the future environment. NASA’s Orbital Debris Program Office cites studies indicating that removing as few as five high-risk objects per year could stabilize long-term debris growth in low Earth orbit. ESA’s Space Debris FAQ discusses a broader working scale of roughly five to ten large objects per year to control the number of objects in LEO.

These figures are planning estimates, not a guaranteed annual quota or a promise that the environment would immediately become safe. The value of each removal depends on the object’s mass, orbit, collision probability, fragmentation consequences and the number of future launches adding new hardware.
Designing satellites for future removal
ADR is most practical when spacecraft are prepared for it before launch. ESA’s “designed for removal” concept includes a standardized coupling interface and navigation aids for close-proximity operations. Such features give a future chaser a known place to attach and better information for relative navigation.
A removal-ready spacecraft can also include clear exterior markings, grapple fixtures, attitude references, passivation provisions and an end-of-life mode that leaves the vehicle stable and easy to inspect. These choices add mass, cost and integration work during development, but they reduce uncertainty for a later servicing mission. They also help an operator complete self-disposal if the satellite remains healthy.
Choosing the right term in a mission plan
- Use satellite deorbiting when the spacecraft or an attached disposal device performs the end-of-mission orbit change.
- Use reorbiting when disposal moves the spacecraft to a designated storage or graveyard orbit rather than directly targeting atmospheric entry.
- Use active debris removal when a separate chaser rendezvous with and physically captures or attaches to an existing object.
- Use debris mitigation for measures that prevent new debris or limit its lifetime, including reliable post-mission disposal.
- Use debris remediation for interventions that reduce the existing debris population, including ADR.
The shortest accurate summary is: deorbiting is usually the owner’s planned disposal of its own satellite; ADR is a separate mission that removes a satellite or other object after it has become uncooperative. Atmospheric reentry may be the final outcome in either case, but the engineering problem and policy responsibility are fundamentally different.
