Choose a clearly disclosed, permission-based connection that limits the accounts, data, purpose, duration and recipient whenever one is available. An interface or India’s regulated Account Aggregator (AA) framework can reduce credential exposure and make consent more specific, but neither label guarantees that the receiving application is secure or uses data responsibly. Screen scraping is an access technique, not a consumer-protection regime: it commonly asks you to hand a third party your online-banking credentials so software can log in as you.
The practical decision is therefore about the entire arrangement—who receives the data, what is requested, why it is needed, how long access lasts, how to revoke it and what the privacy policy says—not just whether a product says “aggregator,” “API” or “scraping.”
What is an account aggregator?
The phrase has different meanings by jurisdiction. In India, Account Aggregator is a specific Reserve Bank of India (RBI) framework. In the United States, “data aggregator” generally describes an intermediary that helps an authorized third party obtain consumer financial data; it is not the same regulated role as an Indian AA.

The RBI introduced the framework through directions dated 2 September 2016. An AA is a non-banking financial company that facilitates retrieval and transfer of financial information between a Financial Information Provider (FIP) and a Financial Information User (FIU). The FIP—such as a participating bank or other financial institution—holds and provides the information. The FIU receives it for an allowed financial use. The AA manages the consented transfer rather than becoming the owner of a permanent, all-purpose profile.

The Department of Financial Services’ framework explanation says information cannot be retrieved, shared or transferred without the customer’s explicit consent, and that joining the system is voluntary. A consent request can identify the information, recipient, purpose and period, with a route for withdrawal. Those details are the safeguards a customer should inspect before approving any connection.
What the AA is—and is not
Calling a service an “aggregator” does not mean it silently collects every account into a central commercial database. In the Indian model, the AA is a consent and transfer layer between the FIP and FIU. The government’s launch explanation says the AA cannot see the financial information being transferred and describes encryption by the sender with decryption available only to the intended recipient. That description applies to the Indian framework; it should not be generalized to every financial-data service in another country.
What does screen scraping mean for your bank password?
Screen scraping is a method in which a consumer supplies account credentials to a third party, and that service signs in to the bank’s online portal to read or collect information. The Consumer Financial Protection Bureau (CFPB) described this as a common but risky approach in its 22 October 2024 rule announcement.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBecause the scraper is logging in through the portal, the credential can expose whatever that login is allowed to reach, not merely the narrow fields needed for one feature. A password may also be stored, transmitted or handled by systems outside the bank’s control. That creates a different exposure surface from a connection that issues a limited authorization through a defined interface. It does not prove that every scraper mishandles credentials or that every API is secure; the specific provider’s controls and the receiving application still matter.
Is account aggregation safer than screen scraping?
Often, a permissioned interface is the preferable design because it can avoid sharing a banking password and can express narrower access. Safety is not automatic, however. The recipient can still mishandle data, suffer a breach, retain information longer than expected or use it outside the purpose you understood. Evaluate the whole data path.

| Question | Screen scraping | Permissioned interface or India’s AA framework |
|---|---|---|
| What is handed over? | Often the consumer’s portal credentials, according to the CFPB description. | A defined authorization or consent request; India’s AA directions say an AA must not request or store customer credentials. |
| How narrow is access? | A portal login can expose more than the particular task requires. | Consent can identify accounts or information, recipient, purpose and period; the exact controls depend on the implementation. |
| Who must answer for the use? | Identify both the scraping service and the app receiving the data; the technique itself is not a consumer-protection regime. | In the United States, an authorized third party remains responsible when it uses a data aggregator under 12 CFR §1033.431. |
| Historical connection performance | 40% initial success in the CFPB’s 2022 Aggregator Collection. | 51% initial success through third-party interfaces in that same collection. |
| Regulatory meaning | No single worldwide legal status; rules vary by country and service. | India’s AA is an RBI framework. U.S. open-banking obligations arise under a separate CFPB rule whose compliance dates were later stayed. |
The percentages are dated observations from one CFPB collection, not a guarantee for a particular bank, app or current connection.
How the two connection models work
Typical screen-scraping sequence
- You select your bank inside an app and enter the username, password and possibly a one-time code into a flow controlled by the third party or its service provider.
- The scraper submits those details to the bank’s portal and navigates pages as an automated version of your login.
- It reads balances, transactions or other visible information and converts the pages into data the app can use.
- If the bank changes its login page, adds a challenge or blocks automated behavior, the connection may fail and you may be asked to provide credentials again.
- To stop access, you generally must use the bank’s security controls, change the password or remove the connection through the app if that option exists; the exact route is provider-specific.
Typical permissioned-interface sequence
- The receiving app identifies the accounts or data it wants and explains its purpose.
- You are redirected to the financial institution or an authorized consent screen, authenticate there and approve a defined scope.
- The institution issues a token or equivalent authorization instead of handing the app your reusable portal password.
- The interface returns only the permitted information, subject to the institution’s controls and the consent period.
- You revoke access in the institution’s authorization center, the app, or both, depending on the arrangement, and confirm whether previously received data will be deleted.
India’s AA sequence
- An FIU requests specified financial information from an FIP through an AA.
- You review and give explicit consent, including the stated purpose and validity period.
- The FIP supplies the information through the AA’s consent-based transfer mechanism.
- The AA routes the encrypted transfer to the named FIU; the government’s launch explanation says the AA cannot view the transferred content.
- You can withdraw consent, although withdrawal stops future transfers and does not automatically erase data the FIU already lawfully received.
Privacy: what to check before approving access
Named recipient and intermediary
Look for the legal name of the app that will use the data and, where applicable, the intermediary that will transport or process it. In the United States, 12 CFR §1033.431 requires an authorized third party using a data aggregator to disclose the aggregator’s identity and briefly describe its service before access. The third party must also obtain a certification from the aggregator, while responsibility for complying with authorization requirements remains with the authorized third party.
Requested accounts and fields
Reject a request that seeks every account when the feature needs only one checking account, or asks for investment, loan or profile details unrelated to the stated service. A consent screen should make the scope understandable rather than burying it in a general privacy policy.
Purpose and secondary use
Match the requested data to a concrete outcome, such as verifying income or displaying transactions. Read whether the recipient combines it with information from other sources, uses it for advertising or analytics, or shares it with contractors. The CFPB’s 2024 announcement said its rule would require personal financial data to be used only for purposes requested by the consumer; the rule’s current implementation status is addressed below.
Duration, refreshes and deletion
Check whether access expires after one transfer, lasts for a stated number of days or remains active until you revoke it. Find out how often the app refreshes data, what it retains after the connection ends and how to request deletion. Revocation and deletion are separate questions: stopping new access does not necessarily remove copies already held by the recipient.

Security and control are separate from the connection label
Credential exposure
With scraping, a reusable portal password is part of the data path. If you have ever provided that password to a service, change it through the bank and review active sessions or connected devices if you no longer trust the arrangement. Never reuse the same password at another institution.
Token or API exposure
A token can be narrower and easier to revoke than a password, but it is still valuable. An app with a valid token may access whatever the authorization permits, and the app’s own servers, employees and vendors remain relevant risks. Ask whether tokens are read-only, limited to selected accounts and protected with strong authentication.
Encryption and visibility
Transport encryption protects data while it moves; it does not control what the recipient does after receiving it. India’s government explanation attributes end-to-end encryption and AA non-visibility to the official AA design. For another country or a commercial aggregator, verify the provider’s own technical and contractual claims instead of assuming the same architecture.
Accuracy, disputes and accountability
Imported data can be incomplete, delayed or mapped incorrectly. The CFPB’s consumer-authorized data-sharing principles identify scope, informed consent, transparency, security, accuracy, accountability and dispute handling as separate protection dimensions. The CFPB also states that those 2017 principles are not binding requirements, so treat them as a framework for questions rather than a guarantee.
India: framework scale and what the numbers mean
The Ministry of Finance adoption snapshot, dated 31 March 2026, reports 179 live Financial Information Providers, 989 live Financial Information Users, more than 2.88 billion accounts enabled for sharing and 284.6 million user-linked accounts. These are network and account measures, not counts of unique people. They indicate participation and technical reach, not that every user has granted access or that every connection has the same privacy terms.

Participation in the Indian AA network is voluntary. A bank or other institution may not support the framework, and an app may offer more than one connection method. Confirm that the consent screen names the FIP and FIU, states the requested information and purpose, gives a validity period and explains withdrawal before you approve.
United States: data aggregators and the changing CFPB rule
The CFPB’s final Personal Financial Data Rights rule was announced on 22 October 2024. It set requirements for providers making covered data available and privacy obligations for authorized third parties. When a third party uses a data aggregator, §1033.431 requires the disclosure and certification described above; using an intermediary does not transfer the third party’s responsibility.
Do not assume the original compliance calendar is proceeding unchanged. The CFPB’s current compliance resource, last modified 6 January 2026, states that a court stayed the rule’s compliance dates on 29 October 2025 in Forcht Bank, N.A., et al. v. Consumer Financial Protection Bureau, et al., No. 5:24-cv-304-DCR (E.D. Ky.). The page also notes an August 2025 advance notice considering amendments. Litigation and rulemaking can change, so check the CFPB page for the status that applies when you are making a decision.

The CFPB’s 2024 final-rule notice, using its 2022 Aggregator Collection, found an initial connection success rate of 40% for screen-scraping connections and 51% for connections through third-party interfaces. About half of third-party data-access attempts in that collection used screen scraping.

A practical approval checklist
Use this sequence whenever an app asks to connect a financial account:
- Identify the recipient. Record the app’s legal entity, the intermediary’s name and the financial institution that will supply data.
- Read the purpose. It should explain the feature in plain language and not rely on an unlimited “improve services” justification.
- Minimize the scope. Select only the account types, accounts and data categories needed.
- Check the method. Prefer authentication on the financial institution’s site or an official consent screen. Treat any request to type a bank password into an unfamiliar service as a high-risk decision.
- Set the time limit. Note the expiry date, refresh frequency and whether access renews automatically.
- Read retention and sharing terms. Look for storage location, vendors, onward transfers, advertising use, breach notices and deletion procedures.
- Locate revocation first. Before approving, find the bank’s connected-app page and the recipient’s disconnect control. Save confirmation after revoking.
- Review after connecting. Check account alerts, sign-in history, authorized applications and recent transactions. Remove a connection that you no longer use.
What happens if you revoke access?
Revocation normally prevents future retrieval or token use; it does not guarantee that data already delivered has vanished. Ask the recipient to delete retained copies where the law and its policy allow, and keep the revocation confirmation. If the connection used portal credentials, change the password and review multifactor-authentication settings because revoking an app connection may not invalidate a credential the service already received.
If an app continues to display newly updated transactions after revocation, contact the financial institution and the app, state the date and time of withdrawal, and request an explanation of any remaining authorization. Escalate through the institution’s complaint process or the applicable regulator when the provider cannot identify the recipient, refuses to explain retention or appears to access data outside the approved scope.

A narrowly scoped, transparent consent flow is usually the better starting point than handing a service your banking password. India’s AA framework adds regulated roles, explicit consent and a defined transfer architecture; a U.S. data aggregator operates within a different legal context, and its presence does not relieve the receiving app of responsibility. Whichever method you use, verify the recipient, purpose, scope, duration, revocation path and retention terms, then treat the app’s own security and data practices as part of the decision.
