Aadhaar verifies who you are, DigiLocker gives you access to authentic digital documents, and ABHA identifies your digital health account and helps you manage linked health records. They solve different problems and are not interchangeable identity cards.
Use Aadhaar when a service needs identity authentication, DigiLocker when you need to retrieve or share a document, and ABHA when you are participating in India’s digital health ecosystem. A person may use all three, but creating one does not automatically create, replace, or activate the others.
The difference at a glance
| Service | Primary purpose | Information or records handled | How access or sharing works |
|---|---|---|---|
| Aadhaar | Identity verification and authentication | Identity details submitted for demographic or biometric verification against UIDAI records | Online authentication or offline verification, with consent and alternate-identification rules applying in relevant situations |
| DigiLocker | Digital document access and sharing | Authentic digital documents and certificates issued or made available by participating organizations | Users retrieve, store, share, and allow verification of documents through the platform |
| ABHA | Digital health identity and account management | Health-account information and health records that a person or participating provider links to the account | Records can be linked, viewed, managed, and shared through consent-based digital-health workflows |
The simplest test is to ask what a service needs from you. If it needs to confirm your identity, it may request Aadhaar authentication. If it needs a certificate, licence, or other official document, DigiLocker may provide the digital version. If it needs to connect health information across the ABDM ecosystem, ABHA is the relevant account or identifier.
Aadhaar is an identity-verification system
What Aadhaar authentication does
UIDAI describes authentication as sending an Aadhaar number together with demographic or biometric information to its Central Identities Data Repository for verification. The response confirms whether the submitted information matches the identity record under the applicable authentication process.

This makes Aadhaar useful when a bank, government department, benefit programme, telecom process, or another requesting entity needs an identity check. Authentication is a verification event; it is not the same thing as handing over every detail in your Aadhaar record to the requester.
What Aadhaar does not prove
Aadhaar authentication does not confer Indian citizenship or domicile. A successful match therefore should not be described as proof of nationality, residence rights, or a particular state domicile. Those questions may require separate documents or legal tests.
Online authentication and offline verification
Aadhaar is not limited to one technical method. UIDAI describes online authentication as a live verification request, while offline verification allows an entity to check information through an offline mechanism. The method depends on the service and the rules governing that request.

There is no accurate blanket answer that Aadhaar is always compulsory or never compulsory. The Aadhaar Act includes consent provisions and, in relevant requests, requires the requesting entity to tell the holder about alternate and viable means of identification. The Act also allows authentication to be required where another law provides for it. Check the legal basis and the specific service instructions rather than relying on an absolute claim.

What you need to access Aadhaar services
UIDAI’s official Aadhaar app FAQ says onboarding requires a smartphone with internet connectivity. That supports using an internet-connected Android smartphone as an optional access device; it does not mean you must buy a new phone or a particular model. Device requirements can differ between a mobile app, an online portal, and an in-person service.
DigiLocker is a digital document wallet
What DigiLocker is for
DigiLocker is a secure cloud-based platform for accessing digital documents and certificates. Documents issued by participating organizations can be retrieved in digital form, then shared or presented for verification. It is a document service, not another general-purpose identity number.
The important distinction is between a document and an identity check. A driving licence, school certificate, registration document, or other credential in DigiLocker is evidence issued by the relevant organization. DigiLocker provides the access and sharing layer; it does not turn every file into Aadhaar authentication.
Recommended Free Tools
Issued documents, sharing, and verification
The platform supports three practical actions:
- Access: retrieve documents made available by participating issuers.
- Share: provide a digital document to a requesting organization or person through the platform’s sharing functions.
- Verify: allow the recipient to check the document’s authenticity using the platform’s verification capability.
Participation matters. An organization must make a document available through the DigiLocker ecosystem for that issued-document workflow to work. A scan or user-uploaded file should not automatically be treated as equivalent to an issuer-provided digital document.

Current platform totals
The current DigiLocker home page displays more than 70 Crore registered users and more than 900 Crore issued documents. The counters do not expose a clear “as of” date in the displayed view, so these should be read as current portal totals rather than an audited annual statistic tied to a particular year.
Cost qualification
DigiLocker’s terms state that NeGD does not charge users for access to issued documents. That statement concerns access to issued documents on the platform; it should not be generalized to every third-party service, application, processing fee, or premium offering that might be associated with a document request outside that specific function.
ABHA is a health account and identifier
What ABHA means
ABHA stands for Ayushman Bharat Health Account. ABDM materials describe it as part of India’s national digital health ecosystem. Its role is to give a person a health-focused account or identifier through which digital health information can be connected and managed.
Linking and viewing health records
ABHA-related tools can support linking, viewing, and managing health records. The practical result depends on whether the relevant healthcare provider, facility, or record system participates and whether the person completes the linking step. An ABHA account is therefore a route to organize health information, not a guarantee that every past or future record is already present.

Consent-based sharing
ABDM materials describe health-record sharing as consent-based. A person can be asked to authorize a defined sharing request, such as allowing one provider to access records from another participating source. Merely creating an ABHA does not automatically mean that all records have been linked, viewed by a provider, or shared with anyone.
Privacy boundaries
The ABDM app privacy policy reviewed for this explanation is dated 2022 and describes consent plus limits on collection, transfer, and retention. Privacy terms can change, so read the current policy and the consent screen presented at the time of a transaction before relying on a detailed operational privacy assurance.
How the three can work together
Applying for a service
A service may use Aadhaar to verify your identity, then ask for a certificate or licence. If that document is issued through DigiLocker, you may be able to share the digital record instead of submitting a paper copy. The two functions remain separate: Aadhaar answers “is this person the identity being claimed?” while DigiLocker answers “can the recipient obtain and verify this document?”
Visiting a participating healthcare provider
A provider may create or use an ABHA account to help identify a patient’s digital health record, then request consent to link or share a particular record. Aadhaar might be used in a separate identity-verification step if the provider or service lawfully offers that route. DigiLocker could hold a non-health document needed for registration, but it is not the health-record account.

Submitting education or employment documents
An employer, university, or authority might request identity verification and separately request certificates. Aadhaar authentication, where legally supported and appropriately consented, addresses the identity step. DigiLocker addresses the certificate step. ABHA has no role unless the transaction specifically concerns digital health information.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which service should you use?
| Your immediate need | Use first | Why |
|---|---|---|
| Confirm identity for a service | Aadhaar authentication or another accepted ID method | It is designed for identity verification, subject to the request’s legal and consent requirements. |
| Retrieve an official certificate or licence | DigiLocker | It provides access to issuer-provided digital documents and supports sharing and verification. |
| Organize or share participating health records | ABHA | It is the health-focused account and identifier in the ABDM ecosystem. |
| Prove citizenship or domicile | The document or process specified by the authority | Aadhaar authentication alone does not establish either status. |
If a form asks for one of these services, read the field label carefully. “Identity number,” “document upload,” and “health account” are different requests even when the same phone number or email address is used for account access.
Setting up and using each service safely
Aadhaar
- Confirm why the requesting entity needs Aadhaar and whether it lists an alternate identification method.
- Check the authentication method being requested: demographic, biometric, online, or offline.
- Provide consent through the channel presented by the requesting entity and review any notice about data use.
- Keep the result of the transaction, such as a receipt or reference number, when the service provides one.
DigiLocker
- Sign in through the official DigiLocker service and identify the document issuer or document category you need.
- Retrieve the issuer-provided document when it is available rather than assuming that a photograph or scan has the same verification status.
- Before sharing, check the recipient, document name, and requested purpose.
- Use the platform’s sharing or verification option so the recipient can validate the digital document through the intended workflow.
ABHA
- Create or access your ABHA account through an official ABDM channel.
- Review which provider or record source you are linking; do not assume that creating the account searches every health system automatically.
- Read each consent request for the records, recipient, purpose, and time or other limits shown.
- Approve sharing only when the request matches your purpose, and review the account’s linked records periodically.
Common mistakes and how to avoid them
- Treating all three as identity cards: Aadhaar is the identity-verification service; DigiLocker is the document wallet; ABHA is health-focused.
- Calling Aadhaar proof of citizenship: authentication confirms an identity match under the process, not citizenship or domicile.
- Assuming every DigiLocker file is issuer-authenticated: distinguish documents issued by participating organizations from material merely uploaded or shared by a user.
- Assuming ABHA imports every medical record: linking depends on participating systems and a completed workflow.
- Assuming ABHA means automatic disclosure: health-record sharing is described as consent-based; account creation alone is not blanket authorization.
- Relying on “always mandatory” or “never mandatory” Aadhaar advice: the applicable law, service rules, consent notice, and alternate-ID provision determine the answer.
- Sharing more than the request requires: inspect the recipient and purpose before sending an identity result, document, or health-record consent.
What to remember
Aadhaar answers an identity-verification question. DigiLocker answers a digital-document access and authenticity question. ABHA answers a digital-health account and record-linking question. They may appear in the same transaction, but each retains a distinct purpose, data boundary, and consent model.

Can I use DigiLocker instead of Aadhaar?
Not as a general rule. DigiLocker supplies documents, while Aadhaar authentication verifies identity. Whether either is accepted depends on the requesting service and its stated legal or operational requirements.
Does creating an ABHA automatically link my hospital records?
No. Linking depends on participating providers and a completed linking workflow. Creating the account alone does not mean every record is present or shared.
Does Aadhaar authentication prove my address or citizenship?
Authentication verifies submitted identity information against UIDAI records. It does not, by itself, confer citizenship or domicile.
