China’s population is shrinking, but that fact alone cannot explain the country’s economic prospects. Official data show a lower population total in 2025, a rapidly older age structure and a rise in labor productivity. The possible “demographic mirage” is the temptation to treat any one of those measures—population size, workforce, dependency or productivity—as a complete picture of China’s growth capacity.
What the latest population data actually show
China’s National Bureau of Statistics reported a population of 1,404.89 million at the end of 2025, down 3.39 million from the end of 2024. During 2025, the country recorded 7.92 million births and 11.31 million deaths. The decline is therefore an observed annual change, not a projection.
The previous release put the end-2024 population at 1,408.28 million, 1.39 million below the end of 2023. These figures establish that China’s total population has fallen in consecutive annual releases, but they do not by themselves show how many people are of working age, employed, economically active or highly skilled.

Why “population decline” can become a demographic mirage
A total-population number is a poor substitute for an age-and-workforce analysis. A country can lose residents while maintaining output if more people work, work longer, move into formal employment or produce more per hour. Conversely, a stable population can still face a shrinking labor supply if a larger share is retired or outside the workforce.

Population level versus age composition
China’s 2024 age profile reported that 22.0% of residents were at least 60 and 15.6% were at least 65. Those shares matter because older populations generally require more pension, medical and long-term-care spending while contributing less labor income. The relevant economic question is not simply how many people China has, but how many are in each age group and how those groups change over time.
Working-age people versus employed workers
The working-age population is not identical to the employed labor force. Employment depends on participation, retirement rules, health, education, migration and the availability of suitable jobs. A smaller working-age group can produce more if participation rises or if technology and skills increase output. A larger potential workforce can contribute less if unemployment or low participation grows.

Observed statistics versus projections
The 2025 population and productivity figures are official measurements for a completed statistical year. Long-range claims about growth are different: they depend on assumptions about fertility, life expectancy, retirement, migration, capital investment, technology and policy. Mixing a measured annual decline with a model’s multi-decade result can make a projection sound like an established fact.
How aging can affect economic growth
The World Bank’s June 2024 China Economic Update described the earlier fall in the dependency ratio and expansion of the working-age population as contributors to a demographic dividend. That dividend was not simply the result of having many residents; it reflected an age structure in which relatively more people were of working age compared with dependents.

As that structure reverses, aging can influence growth through several channels:
- Labor quantity: fewer potential workers can constrain hiring and raise the cost of labor-intensive production.
- Human capital: an older workforce may have valuable experience, while a smaller younger cohort can reduce the flow of new skills unless education and training improve.
- Physical capital: slower labor-force growth can change the return on factories, housing and infrastructure, especially where investment was designed for a larger population.
- Productivity: automation, better management, research and development and worker training can raise output even when labor becomes scarcer.
- Public finances and demand: pensions, health care and elder care can claim more resources, while household spending patterns shift with age.
What the IMF estimate does—and does not—say
An International Monetary Fund working paper published in 2026 estimates that population aging alone could reduce China’s annual GDP growth by about 2 percentage points between 2024 and 2050. This is a model-based estimate, not a measured outcome or a guaranteed path. Its result depends on the paper’s assumptions and isolates aging’s effect rather than predicting China’s total growth rate.

The estimate should therefore be read as a scale indicator: demographic change could be large enough to materially alter growth, even if productivity and policy improve. It does not prove that China will experience a 2-percentage-point slowdown every year, nor does it show that population decline mechanically determines economic performance.

Why productivity is the crucial counterweight
China’s official overall labor productivity reached 184,413 yuan per person employed in 2025, an increase of 6.1% from 2024. The statistical communiqué defines this measure as GDP at 2020 constant prices divided by the total number of employed people. Because it is calculated per employed person, it is distinct from the population total.

That increase demonstrates that output per worker rose in 2025 despite the population decline. It does not establish that productivity gains will continue at the same rate, nor that they will fully compensate for fewer workers, higher age-related spending or weaker demand. Productivity can soften the demographic drag, but whether it neutralizes it depends on future technology adoption, investment quality, skills and labor-market participation.
How to evaluate claims about China’s demographic outlook
- Check the reference date. Separate end-2024 age shares from end-2025 population totals and do not combine them as if they were measured at the same date.
- Identify the denominator. Ask whether a claim concerns all residents, working-age people, employed workers, or output per worker.
- Separate facts from models. Births, deaths, population and productivity are annual statistics; a 2024–2050 growth effect is a projection with assumptions.
- Look for participation and skills. Retirement ages, female participation, migration, education and retraining can change the economic effect of a smaller workforce.
- Test the productivity assumption. A one-year 6.1% increase is evidence of recent performance, not a promise about several decades.
What remains unresolved about the “mirage” claim
The available description of the Wall Street Journal article identified by this title does not specify whether its “demographic mirage” refers to population measurement, fertility forecasts, the size of China’s workforce, a growth model or another argument. The verified data support a narrower conclusion: China is experiencing population decline and aging, while productivity has recently risen. They do not, on their own, establish the article’s particular thesis or determine whether China can meet its economic ambitions.
