Do you own games you buy on Steam? Under Valve’s Subscriber Agreement, you receive a license to access and use Steam content—not ownership of the content itself. The agreement says, “The Content and Services are licensed, not sold,” and adds that the license confers no title or ownership in them. That describes Valve’s contract; what consumer law means for a particular buyer can depend on location and the game’s own terms.

What Steam’s license reminder says

Steam’s checkout wording, reported by Ars Technica on October 11, 2024, stated: “A purchase of a digital product grants a license for the product on Steam.” The message linked to Steam’s Subscriber Agreement. It makes explicit that paying for a game does not mean buying its copyright or acquiring ownership of the digital content under Valve’s terms.

Valve’s agreement describes the license as permission to use Steam’s Content and Services subject to its terms. It also says users need a Steam account and may need the Steam client and an internet connection. Those requirements do not mean every Steam game requires a constant online connection: individual games differ, and some can be played offline.

Why the warning appeared at checkout

Ars Technica connected the more prominent checkout disclosure to California’s AB 2426, which it described as requiring conspicuous, plain-language disclosures for certain digital goods. That is the article’s explanation for the change in wording. California’s law should not be treated as a rule that governs every Steam customer everywhere; the legal effect depends on jurisdiction.

What a license can mean for access

A license can leave players dependent on the store, publisher, account systems, or online services that make a game available. In its March 2025 final report, the Australian Competition and Consumer Commission (ACCC) said standard-form contracts at game stores including Steam generally grant a revocable license to access and play, rather than ownership of a digital copy or a permanent ability to play or lend it.

When an online game’s servers shut down

The ACCC report discusses Ubisoft’s online-only game The Crew. After its servers shut down in April 2024, players lost the ability to download, install, or play it. This illustrates the risk of a game that depends on a publisher’s servers; it does not establish that every delisted game becomes unplayable or that Steam can arbitrarily revoke every purchase.

Account transfers and resale

Valve’s agreement restricts transfers of accounts and subscriptions, subject to exceptions in the agreement, subscription terms, rules of use, or specific permission. That restriction matters if you expect to resell a game or pass access to someone else. It is not a basis for claiming that digital games are legally non-transferable in every country.

What Australian players said about licensing

The ACCC surveyed Australian consumers aged 14 and older in October–November 2024. In its 2025 report, it found that 56% of surveyed Australian game players were unaware that some digital game-store purchases grant a license rather than ownership. In the same survey, 72% considered that possibility quite or very unfair, while 10% considered it quite or very fair. These are findings about the surveyed Australian population, not estimates for players worldwide.

How to assess a storefront’s access terms

A storefront comparison is more useful when it looks beyond the word “buy.” Check the terms and technical requirements that determine what you can keep using:

  • License wording: Does the store describe the transaction as a license, and what uses does that license permit?
  • Account and client dependence: Is an account, launcher, or internet connection required to download or start the game?
  • Offline access: Can the game be installed and launched offline, and are there limits on that mode?
  • Server dependence: Does the game rely on publisher-operated servers for core play?
  • Transfer rules: Do the terms restrict transferring an account, subscription, or game access?
  • Support ending: What happens if the store stops hosting the game or the publisher ends its service?

The ACCC report cites a different approach stated by GOG’s managing director: “games you bought and downloaded [from GOG] can never be taken from you or altered against your will”. That is GOG’s stated position, not an independently established legal guarantee, and it does not mean buyers own the games’ copyrights.

What the warning does—and does not—settle

Steam’s agreement establishes Valve’s contract-level position: the content is licensed, not sold, and the license gives no title or ownership in it. The warning does not by itself resolve every consumer-rights question, explain the terms of every game, or determine what a court would conclude in a particular country. For those questions, the applicable local law and the game-specific terms matter alongside Valve’s agreement.
