Coca-leaf activity is expressly permitted or regulated in the official sources covered here for Bolivia, Peru, and Argentina; Colombia describes a narrower, purpose-specific framework for coca seeds. None is blanket permission to grow or sell coca freely, and a rule allowing domestic use does not necessarily allow importation. This is a practical overview of those jurisdictions, not a complete global survey; the legal position below is current to October 4, 2026.

What “coca is legal” means

Coca leaf and the coca plant are not the same legal question as cocaine. The rules below concern the leaf, plant, or—in Colombia’s framework—seeds. They do not authorize processing coca into cocaine. Nor does permission for one activity automatically cover another: personal possession, traditional use, cultivation, commercial sale, and crossing a border can each be governed separately.

The examples are not a claim that coca is generally legal across South America or elsewhere. They identify specific lawful or regulated activity documented in the named countries. For travel or trade, check the laws of the country of origin, every transit country, and the destination.

Where coca activity is permitted or regulated

What each country’s rules allow—and what they do not

Bolivia: traditional uses within a controlled reservation

Bolivia’s reservation to the 1988 Convention preserves the right to allow traditional chewing, use of coca leaf in its natural state for cultural and medicinal purposes, and cultivation, trade, and possession only as far as needed for those purposes. The reservation also commits Bolivia to control cultivation to prevent abuse and illicit production of narcotics from coca leaves. It is a defined domestic exception, not permission for unrestricted growing or cocaine production.

Peru: registration governs legal production

Peru distinguishes registered cultivation from production on unregistered plots, which its 2016 implementing regulation places outside the law. The government identifies ENACO as the state entity authorized to collect, process, and commercialize legal leaf and derivatives, and describes its role in meeting lawful demand for traditional chewing. Third parties need applicable authorization; the existence of a legal market does not make every plant or sale lawful.

Argentina: a limited possession and consumption exception

Article 15 of national Law 23,737 applies to coca leaves in their natural state when intended for chewing or infusion. Its wording concerns possession and consumption; it does not itself grant permission to cultivate, sell, or import leaves. Decree 648/1978 separately prohibits importing leaves for habitual consumption or chewing throughout the country.

Its summary calls for a project or detailed activity description covering objectives, justification, seed source, projected quantities, and uses at each stage. A medical-use proposal also requires an approved therapeutic indication. Because the ministry page is a summary, it does not by itself establish general personal cultivation or commercial-sale rights; consult the underlying current regulation for procedural decisions.

Can you carry coca leaves across a border?

Do not infer an import or transit right from a domestic possession or use rule. Argentina makes that distinction explicit: its limited exception for possession and consumption coexists with a nationwide ban on importing leaves for habitual chewing or consumption. The sources covered here do not establish a complete set of import, export, or transit rules for the other jurisdictions—or a global travel rule.

Before carrying coca leaves, check the current customs and drug-control rules for the departure country, each transit country, and the destination. A domestic exception in one country does not determine what another country permits, and the rules for coca products or processed derivatives may differ from those for natural leaf.

How international controls fit with national rules

International scheduling and domestic permission are separate layers. On December 10, 2025, the World Health Organization reported that its Expert Committee on Drug Dependence had recommended that coca leaf remain in Schedule I of the 1961 Single Convention on Narcotic Drugs. The recommendation followed the committee’s 48th meeting in Geneva on October 20–22, 2025; WHO did not describe it as a change to the Convention.

WHO also described the framework as allowing legitimate traditional, medical, and scientific use under national systems in countries where coca is produced and used, while controlling diversion for non-medical cocaine production. Bolivia’s reservation is one example of a country-specific position within that broader international framework. Continued international control therefore does not erase the limited national rules described above.

How to check a specific activity

  1. Name the material. Establish whether the question concerns natural coca leaf, a live plant, seeds, a derivative, or cocaine; the rules here do not cover all of those categories.
  2. Name the activity. Check possession, chewing or infusion, cultivation, sale, processing, import, export, and transit separately rather than relying on a general claim that coca is “legal.”
  3. Check the exact jurisdiction and conditions. Look for registration, licensing, an approved purpose, or other controls that apply to the activity. In Colombia, the ministry summary is not a substitute for checking the underlying current regulation.
  4. For travel, check every border in the itinerary. Confirm current customs and drug-control requirements with the authorities for the origin, transit countries, and destination; do not assume a domestic-use rule authorizes carriage across a border.
