What happened with RuneScape’s Steam reviews?
Jagex announced Hero Pass on August 29, 2023, and launched it on September 4. The system was similar to a battle pass: players completed missions to earn cosmetics and other rewards. In the days around the launch, negative reviews accumulated on RuneScape’s Steam page.
PCGamesN reported that around 300 negative reviews arrived on September 1, before the launch, and that the total had reached 589 by September 7. The outlet described the Steam sentiment as “mostly negative” at publication, compared with its characterization of RuneScape’s usual status as “very positive.” Those are figures and a status reported at that time, not a current review count or an independently audited dataset. Why were players objecting to Hero Pass?
The backlash centered on the arrival of Hero Pass and how Jagex presented it to the community. PCGamesN reported player objections to the feature and cited Jagex’s September 6 response. Jagex said it was listening to feedback and investigating improvements, and acknowledged that its introduction and messaging had been mishandled.

In the communication quoted by PCGamesN, Jagex said: “Finally, while it’s not relative to Hero Pass feature feedback, we did want to drop a quick note on how we introduced the messaging around presenting Hero Pass to the community and apologise for clearly getting that wrong.” This acknowledgement concerns the communication; it does not establish that every negative reviewer gave the same reason. Nor does the available account show that every review was unrelated to gameplay or service.
What does “review bomb” mean on Steam?
Valve’s Steamworks documentation defines a review bomb as “when a large amount of players use reviews to voice their unhappiness, lower a review score and provoke a response.” In that sense, the term describes a pattern and its purpose; it does not automatically mean reviews are fake, invalid, or off-topic. Steam says reviews can address business practices, value, and community experience as well as gameplay. Valve’s Steamworks User Reviews documentation explains its approach.

Steam distinguishes review-bomb activity from its treatment of off-topic review periods. According to Valve, reviews from an off-topic period are excluded from the overall score. A confirmed off-topic flag reduces a review’s visibility but does not, by itself, remove its contribution to the score. The available sources do not establish that Valve flagged RuneScape’s 2023 reviews as off-topic or otherwise officially classified that incident.
