Add a GitHub Actions workflow under .github/workflows/, trigger it with pull_request, and add the repository’s actual test or validation commands as job steps. To make successful checks block merging, configure them as required status checks in the target branch’s protection settings.
Create a pull request workflow
Workflow files are YAML files stored in .github/workflows/ in the repository. A workflow can run when a pull request is opened or updated. The commands and environment setup must match the project; the example below is a template, not a ready-to-run configuration.

Replace the two placeholder commands with commands used by your project, and add any required language or runtime setup before installing dependencies. For a project that needs multiple versions or operating systems, configure a job matrix; do not assume the same setup or test command fits every repository. Commit the file to the repository. The pull_request event is the ordinary choice for running CI on proposed changes, including contributions from forks. GitHub notes that this event runs the workflow file from the pull request’s merge commit. For fork pull requests, the GITHUB_TOKEN is read-only and other secrets are not provided by default. Choose the right event and permissions

Use pull_request for routine CI. Treat pull_request_target as privileged: a workflow that runs code supplied by a contributor could expose the credentials and secrets available to that workflow. If elevated access is genuinely needed, keep the automation narrowly scoped and minimize token permissions.
The example explicitly sets contents: read, a common starting point for checking out code. Review the workflow’s actions and commands, then grant only the GITHUB_TOKEN permissions they need. You can set permissions at workflow level or separately for jobs when they need different access. GitHub documents the permission keys and fork-related behavior in its workflow syntax reference.

Make a successful check a merge requirement
A workflow reports check results, but it does not by itself prevent merging. To make a check a gate, configure the target branch’s protection rules to require the check produced by the workflow. GitHub’s documentation explains required status checks and branch protection.
- Run the workflow at least once for a pull request so GitHub has a check result to select.
- Open the repository’s target-branch protection settings and enable the option to require status checks before merging.
- Select the check name emitted by the workflow, then save the rule.
- Open or update a pull request targeting that branch and confirm the check reports its result there.
Use unique job names across workflows. If multiple workflows produce checks with the same name, GitHub may not be able to distinguish the intended required check. The required check must also report for the latest relevant commit: an earlier successful run does not satisfy a newer commit. For details, see GitHub’s workflow troubleshooting guidance.

Troubleshoot a check that is missing or pending
- The workflow does not run for the pull request: Confirm the file is under
.github/workflows/and that its event configuration includespull_request. A workflow configured only forworkflow_dispatchdoes not provide the pull request check needed for this gate. - A required check remains pending: Check whether branch or path filters caused the workflow to be skipped. A skipped required workflow can remain pending and block merging; make sure the required check is reported for every pull request that needs the gate.
- The branch has newer commits: The required result must apply to the latest relevant commit. Wait for the new run or fix the workflow so it reports a result for that commit.
- The check appears but GitHub rejects it: Verify the selected check name and, if the rule restricts the check to a particular GitHub App, confirm that the result comes from the expected source.
- The repository uses a merge queue: Add the
merge_groupevent as well aspull_request. The queue’s merge-group checks are a separate context;pull_requestandpushalone are not sufficient for required checks in that context.

Before relying on a check as a gate, confirm that its steps validate the changes you care about and that it runs for all relevant pull requests. Add project-specific setup, build, lint, or test commands as needed; a green result only means the configured steps succeeded. If you use filters, account for how they affect required-check reporting, and if you use a merge queue, include its event in the workflow.
