Short answer: losing cellular service does not necessarily stop your phone from determining its location, but offline navigation works only if your app supports it and the needed map data is already saved. A paper map needs no phone, battery, GPS, or network, but you must work out where you are and navigate manually. For trips where a wrong turn matters, prepare both.
What happens when the mobile network goes down?
A cellular-data outage and a loss of GPS positioning are different problems. A phone may still receive GPS signals without cell service, while the outage prevents it from fetching map data or live traffic. But a location fix alone is not a usable map: the app also needs stored map coverage for the area. GPS.gov discusses signal disruption separately from mapping-software errors, and notes that GPS reception itself can be disrupted. GPS.gov’s GPS Accuracy guidance explains factors that affect positioning.
So “my phone has GPS” does not guarantee that it can guide you offline. A saved map may still be incomplete, the route may extend beyond its coverage, or positioning may fail. GPS.gov advises users to plan for possible signal loss and take reasonable steps to verify the integrity of received GPS data and signals. GPS.gov’s resilience guidance makes that recommendation for positioning, navigation, and timing systems.

What Google Maps can do offline
Google Maps Help says a saved map area can guide you to a destination when your connection is slow or unavailable, provided the entire route is inside the downloaded area. Offline map availability varies: some countries and regions do not support downloads because of contractual, language, address-format, or other limitations. - Offline driving does not include traffic information or alternate routes.
- Google Maps does not provide offline transit, cycling, or walking directions.
- Maps must be downloaded while you are connected. Google says offline maps need updating before they expire.
Do not assume the app will find a fresh detour around a closure after you lose service. Offline directions are based on stored data, not live conditions.
How Apple Maps offline directions differ
Apple Support says iPhone Maps can save an area for offline use and provide place information and turn-by-turn directions without Wi-Fi or cellular service. Apple documents offline driving, walking, cycling, and transit directions in supported areas. Availability is not universal, so check whether the feature works in your region and save the necessary area before departure. Apple’s iPhone offline maps instructions provide the setup details.

Apple and Google do not offer identical offline features. Check the current support information for your app, region, and device rather than assuming one app’s limitations or capabilities apply to the other.
Prepare before driving out of coverage
- Check the route and destination. Look up coverage advice from the park, local authority, or destination itself. The National Park Service says service varies between parks and can be inconsistent within a park; check the specific park’s basic information. NPS cellular and internet access guidance describes the variation.
- Download a generous map area while connected. Include your starting point, the full intended route, destination, and plausible detours. Verify that the entire route fits inside the saved area; a narrow download may leave you without coverage if plans change.
- Confirm the download in the app. Check its offline maps list or saved map area before you leave. Ensure the map is current and usable, rather than relying on a download you have not verified.
- Keep the phone ready. Offline navigation still needs a working, charged phone. Bring charging equipment appropriate to the trip and avoid treating a displayed route as proof that GPS reception or map data is accurate.
- Carry a suitable printed map for higher-consequence trips. Choose a current regional road atlas or official destination map with enough detail for the route. Know how to orient it and use road names, junctions, and landmarks to estimate your position.
When a paper map is the better fallback
A printed map remains available if the phone battery dies, the device fails, the app lacks offline support, or positioning is disrupted. Its usefulness depends on having the right map and being able to interpret it. It will not show your position automatically, provide turn-by-turn prompts, or reflect new road conditions. Treat it as an independent backup, not as a live navigation service.

There is no directly comparable published statistic in the cited sources measuring paper-map reliability against consumer navigation apps specifically during mobile-network outages. The practical choice is therefore not a proven winner: an offline app offers convenience and possible position display, while a paper map provides a power- and signal-independent reference. Each has distinct failure points.
