The 43 million figure was an initial estimate of people who might have been affected by the March 2024 France Travail breach. In its January 2026 decision, France’s data-protection authority, the CNIL, recorded that attackers exfiltrated data concerning 36,820,828 people. The CNIL says exposed records included identity and contact details and French national insurance numbers, but not passwords, bank details or complete job-seeker files. If you are concerned, check official France Travail communications: the CNIL says it cannot confirm an individual’s exposure status.
Why the initial 43 million figure changed
France Travail and Cap emploi notified the CNIL of the incident on 8 March 2024, and the breach was publicly disclosed on 13 March. The CNIL’s initial notice described up to 43 million people as potentially affected and said that figure still needed confirmation. It was a preliminary possible population, not a final count of records confirmed as taken.
The CNIL’s later decision, SAN–2026-003, records that 25 GB of data concerning 36,820,828 people was exfiltrated. The two figures describe different stages and evidentiary statuses: an initial estimate of possible reach, followed by the number recorded in the regulator’s final decision. How the attackers got access
The CNIL decision says the intrusion ran from 6 February through 5 March 2024 and targeted accounts of Cap emploi employees, who advise people seeking employment. The attackers used social engineering to take over adviser accounts.
- They obtained information needed to reset an adviser’s password.
- They impersonated Cap emploi staff when requesting a password reset from the IT support provider.
- They then impersonated IT support and communicated the new password to advisers.

What information was exposed—and what was not
The CNIL’s decision lists names, first name, sex, date of birth, French national insurance number (NIR), postal address, postal code, phone number, email address, geographic region, France Travail reference, job-seeker status and registration dates. France Travail’s March 2024 statement also described the affected information and warned of phishing and identity-theft risks.

The CNIL’s final summary says attackers did not access complete job-seeker files, which may contain health data. That distinction matters: the breach did not expose every type of information France Travail holds, but identity and contact data combined with an NIR can still help criminals make convincing targeted approaches. The CNIL warned that stolen details can be combined with information from other breaches.

Can you find out whether your information was involved?
The CNIL said France Travail would contact people it identified as potentially affected. The regulator also said it could not tell an individual whether their data was involved. Do not treat the early 43 million estimate as confirmation about any one person, or rely on unofficial sites claiming to check your status. Look for communications from France Travail and consult its official information at francetravail.fr.
What to do if you may be affected
The official advice is caution against targeted phishing and identity theft over the long term. Since exposed details can make a scam look more credible, be especially wary of messages that use personal information to create urgency or demand money.

- Do not open suspicious attachments or follow login links in unexpected emails or text messages. Go to the service’s official website by typing its address into your browser instead.
- Never send passwords or bank details through a message. Be skeptical of callers or texts that already know your name, address or other personal details.
- Use robust, unique passwords for your email, banking and other important accounts. Review account activity periodically and investigate activity you do not recognize.
- If you see signs of actual fraud or identity theft, use the appropriate official reporting and support channels. Cybermalveillance.gouv.fr explains the risks and offers a simplified online complaint route for people who wish to file one; filing is not a requirement for everyone whose data may have been affected.
What the CNIL found and ordered
On 22 January 2026, the CNIL’s restricted committee fined France Travail €5 million for failing to ensure data security under Article 32 of the GDPR. Its public summary identified three shortcomings: authentication for Cap emploi advisers was not robust enough, activity logging and anomaly detection were insufficient, and advisers had broader access permissions than their work required. The CNIL said those weaknesses increased how much information attackers could reach.
The decision ordered France Travail to justify corrective measures covering password policy and access restrictions, multifactor authentication for Cap emploi accounts, and monitoring of activity logs for the relevant tool. It also set a €5,000-per-day penalty for delay under the conditions and deadlines in the decision. That is a conditional penalty, not a daily fine automatically imposed on every day since the ruling.

France Travail said on 29 January 2026 that it accepted the decision, would not appeal to the Conseil d’État and had already introduced corrective steps. Those are the agency’s stated position and remediation claims; the CNIL’s decision required evidence to verify that the ordered corrections had been made.
