Yes, being “born in the cloud” can confer an advantage, but the label alone guarantees nothing. Companies designed around cloud-native capabilities may gain agility, performance, and scalability; established companies can pursue those benefits too, though migration without modernization often preserves old constraints, and modernization takes architectural and organizational work.

What “born in the cloud” actually means

A cloud provider gives an organization access to on-demand infrastructure and cloud services. The advantage comes from how the organization designs and operates its applications—not simply from where they run. A company built around cloud capabilities from the outset may avoid some constraints of older infrastructure, but it still needs suitable architecture, skilled teams, effective governance, security, and operations to turn that access into results.

AWS Prescriptive Guidance distinguishes rehosting, or “lift and shift,” from transformation. Rehosting moves an application without changing it to use cloud capabilities; as AWS authors Ashish Sharma and Ravindra Vaidya put it, “Without such a transformation, cloud workloads can become just another variant of the existing, on-premises infrastructure.” By contrast, cloud-native features can improve agility, performance, and scalability when the workload and its design can take advantage of them. How an established company can catch up

Incumbents do not have to accept a permanent disadvantage. They can modernize applications and operating practices incrementally, choosing changes that fit the workload and business need. Migration and modernization are related but distinct: Microsoft’s Kathleen Mitford described migration as getting workloads to the cloud, while modernization involves refactoring applications and workloads to use cloud-native technologies such as Platform-as-a-Service (PaaS) or containers.

That work can be substantial. Existing applications may depend on legacy backends or tightly coupled components, and changing them can require refactoring, new skills, and revised operating practices. A cloud-native organization may have fewer inherited constraints in some areas; an incumbent may have valuable existing systems and continuity requirements to preserve. Neither starting point determines the outcome by itself.

What the survey numbers do—and do not—show

In 2022, Microsoft reported results from a Microsoft-commissioned survey of more than 1,200 IT decision makers. The respondents’ answers offer dated context on migration and modernization priorities, not a current universal adoption rate or proof that migration causes better business performance.

Survey finding What Microsoft reported
Migration and modernization strategy 62 percent of surveyed organizations said they had one.
Migration as a transformation step 82 percent said migration was a steppingstone toward digital transformation.
Modernization candidates 74 percent of workloads that had been migrated were described by respondents as candidates for modernization.
Hybrid or multicloud plans 71 percent expected to continue a hybrid or multicloud strategy.

Microsoft also identified cloud-to-cloud integration, application refactoring, and integration with legacy backends as barriers. Those reported obstacles help explain why moving workloads is not the same as realizing cloud-native benefits. The figures come from a vendor blog summarizing its commissioned survey and should be read in that context, rather than as independent evidence for a particular provider or strategy. Microservices are an option, not a requirement

Microservices can support scalability and availability in suitable contexts, but dividing an application into services also creates distribution complexity. A 2015 experience report by Balalaie, Heydarnoori, and Jamshidi cautioned that microservices are not a one-size-fits-all solution and that distribution complexities should be considered before adopting the style. How to compare the two starting points

Rather than treating “born in the cloud” as a verdict, compare the actual workload and operating model across the factors that determine whether cloud capabilities will produce value.

  • Workload fit: Does the application benefit from cloud services, elastic capacity, or faster deployment, or does it have constraints that limit those gains?
  • Architecture changed: Was the workload merely rehosted, or refactored to use cloud capabilities?
  • Legacy integration and effort: What refactoring and backend integration are required, and how much disruption can the organization absorb?
  • People and operations: Does the team have the skills and practices needed to build, deploy, monitor, and maintain the chosen architecture?
  • Governance and security: Can the organization manage access, risk, and oversight across its cloud environment?
  • Continuity: What must remain available during migration and modernization, and what dependencies must be preserved?
  • Total cost over time: Consider the cost of operating and changing the system over time; the cited sources do not establish a universal cost winner.

The available sources do not provide a neutral, current head-to-head statistic showing that cloud-native companies outperform incumbents. The defensible conclusion is conditional: architecture and operating capabilities can create an advantage, while an established organization can pursue similar capabilities through deliberate modernization.
