How IIS and a servlet container work together
In Apache’s documented arrangement, IIS loads the ISAPI redirector filter. For each request, the redirector checks the URL path against uriworkermap.properties. If the path matches, the redirector extension forwards the request details to a configured worker over AJP/1.3. Tomcat or another compatible backend handles the servlet request, then the response travels back through IIS to the browser. Paths that are not mapped can continue to be handled by IIS.
This makes IIS the web server and front end—not the Java servlet engine. Apache’s 1.2.50 documentation, dated August 13, 2024, names Tomcat, Jetty, and JBoss as possible AJP backends. That is not a guarantee that every version or configuration of those products supports the integration you need; confirm compatibility for the exact backend and connector versions before deployment. What the setup requires
- A separately installed and running servlet container, such as a supported Tomcat version.
- IIS with the ISAPI Extensions and ISAPI Filters features installed.
- The Apache Tomcat Connectors ISAPI redirector DLL built for the host architecture.
workers.propertiesto describe the backend worker and its connection details.uriworkermap.propertiesto map only the URL paths intended for the servlet container.- A matching AJP connector configuration in the backend, plus suitable IIS application-pool permissions for the DLL and connector log.
Apache’s guide describes IIS on supported Windows versions paired with supported Tomcat versions. Its setup instructions were written using Windows Server 2012 R2, and it reports testing on supported Windows operating systems through Windows 11 and Windows Server 2022. The reference guide also discusses application-pool bitness: use a DLL and pool configuration that match the target installation rather than copying an architecture-specific setting without checking. Configure the connection at a high level
- Install and start the Java backend. Install a servlet container separately from IIS and confirm it runs before adding the redirector.
- Enable IIS’s ISAPI features. Install ISAPI Extensions and ISAPI Filters, then choose the redirector DLL appropriate for the host architecture.
- Set up redirector configuration. Configure the connector using
isapi_redirect.propertiesbeside the DLL or the documented registry settings. - Define the worker and URL map. Create
workers.propertieswith the backend host, port, and worker details. Inuriworkermap.properties, map only the paths that should be handled by the Java container. - Align AJP settings. Configure the servlet container’s AJP connector to match the worker configuration. Start both services and test a mapped servlet or JSP path through IIS.
- Check the backend directly when troubleshooting. Test the same application path against the backend independently, so you can distinguish an application or container problem from a routing problem.
- Review production controls. Check IIS ISAPI restrictions, filesystem permissions, firewall access to the backend connector, URL mappings, and which application files are exposed.

Keep URL mappings and file access narrow
Do not map broad paths without understanding what IIS will expose. Apache warns that an overly broad mapping or IIS access to files inside a Tomcat application context can allow requests to reach files without Tomcat applying its own checks. The redirector rejects paths containing WEB-INF, but that safeguard does not replace careful mapping or a review of static-file handling. [Apache ISAPI redirector guide]

Microsoft’s IIS security guidance includes controls for which CGI and ISAPI programs are allowed to run. Allow the redirector as required, avoid enabling unrelated handlers, and grant the IIS process only the filesystem permissions it needs. [Microsoft IIS ISAPI and CGI Restrictions]

Apache identifies Tomcat, Jetty, and JBoss as AJP-capable backend options in its 1.2.50 documentation, but that guide is not a current comparative assessment of the engines. Before choosing, check the exact version’s AJP support, compatibility with the application’s Java and servlet or Jakarta APIs, operational support requirements, and the security controls needed for the routing design. Use IIS as the front end only if that integration fits your environment.
