There is no universally glare-safe solar panel. The right choice depends on the complete installation—roof or site geometry, panel layout and orientation, the sun’s path, and the people or operations that could receive reflected light. Assess those factors together before choosing a module or approving a design.
What makes a solar installation glare-sensitive?
Glare risk is specific to the site and the proposed system design. A panel’s appearance or a label such as “anti-reflective” cannot establish whether sunlight will reach a particular window, road, outdoor area, airport tower, or flight path. The FAA’s Airport Solar Guide says the extent of reflectivity analysis depends on the project site and system design.
Start by identifying the places where reflected light could matter, then consider when the sun and array geometry could create exposure. A production-focused layout is not automatically appropriate for every receptor: a design may need to balance energy output against glare exposure.

How to choose a design for your roof or site
- Map the receptors. Note nearby windows and properties, roads, occupied outdoor spaces, and—where relevant—airport control towers or flight paths. Record their locations and the times or seasons when reflections could reach them.
- Collect the proposed system details. Ask for the array outline, mounting height, panel tilt and orientation, and information about obstructions. A useful assessment needs the actual layout and site geometry, not just a module name.
- Ask how glare was assessed. Have the installer or designer describe the method used and the alternatives compared. The FAA guide describes possible approaches including baseline review, coordinated field evaluation, and geometric analysis; the appropriate level depends on the site and design.
- Compare feasible layouts. For each option, consider glare exposure at each receptor and the hours or seasons affected, expected production with shading and roof orientation taken into account, practical changes to layout or mounting, applicable reviews, and the quality of evidence for any module reflectance claim.
- Check airport applicability where relevant. If the project is near an airport, establish whether current FAA policy applies and coordinate with the airport sponsor and relevant FAA office before treating an assessment method or filing as a requirement.
Will panels reflect sunlight into a neighbor’s windows?
It depends on the positions and geometry of the array, the windows, and the sun. The available sources do not establish a universal panel model that will prevent reflections into neighboring properties. Ask the designer to consider the specific neighboring receptor and explain what design alternatives could change its exposure; a general claim that a module is low-glare is not a site assessment.

Do anti-reflective or low-glare panels prevent glare?
Treat “anti-reflective” and “low glare” as product claims to verify, not guarantees for a particular roof. The sources available for this decision do not provide a current independent comparison of module models or show that a named panel eliminates glare at a specific location. Ask for current module documentation and for an explanation of how the complete array design affects the relevant receptors.
What if the project is near an airport?
The FAA’s May 26, 2021 policy announcement applies to proposed solar energy systems at federally obligated airports with control towers. It calls for a Form 7460-1 filing with a statement that the project will not cause visual impact. The announcement also says the FAA withdrew its recommendation of the prior tool for measuring ocular impact. See the FAA policy announcement for its scope and details. This does not mean every residential solar installation must follow airport procedures; confirm applicability with the airport sponsor and relevant FAA office.

Older airport materials should be read in that context. The NREL airport siting publication from 2014 documents the earlier SGHAT approach and its inputs, but it is not evidence that the FAA still recommends that tool: the FAA’s 2021 announcement says it withdrew that recommendation.
Glare can matter to aviation safety, but results from a simulator study should not be treated as a prediction for a specific roof or panel. An FAA Office of Aerospace Medicine study record dated July 2015 reports that pilots’ perceived impairment was worse when simulated glare sources were closer to straight ahead and lasted longer. The study tested simulated sources at four angles—0°, 25°, 50°, and 90° left of straight ahead—and durations of 0, 1, and 5 seconds. Can PVWatts tell you whether a roof layout is suitable?
PVWatts can help estimate production, but it is not a glare analysis or a complete roof survey. Its published rooftop size estimate does not account for tilt, azimuth, or shading, and its predictions carry assumptions and uncertainty. What to ask an installer or designer
- Which windows, properties, roads, or occupied areas did you include as receptors?
- What layout, mounting height, tilt, orientation, and obstructions did the assessment assume?
- What method did you use to evaluate glare, and why is it appropriate for this site?
- Which alternative layouts or mounting changes did you compare, and how do they affect both glare and expected production?
- What documentation supports any “anti-reflective” or “low-glare” module claim?
- If an airport may be affected, has the airport sponsor or relevant FAA office confirmed the applicable review?
